FG hands over National Theatre to Bankers Committee on Sunday

The Minister of Information and Culture, Alhaji Lai Mohammed, has said he will on Sunday hand over the National Theatre to the Bankers Committee for the planned renovation of the edifice. He noted that the glory of the edifice would be restored on completion.

President Muhammadu Buhari had in October 2019 approved the renovation of the building and its premises, a task to be undertaken by the Bankers Committee, which is a body of the Chief Executive Officers of commercial banks, some officials of the Central Bank of Nigeria, with the apex bank governor as the chairman.

The CBN Governor, Mr Godwin Emefiele, had said on December 14, 2019 that the committee would spend not less than N20bn on the project, which he said would help to create economic activities around the National Theatre and create job opportunities for people, especially the youth.

“Bankers Committee itself has its own funds that it has set aside; nothing less than N20bn will be spent to carry out the maintenance,” he added.

But speaking on Thursday at a webinar, themed, ‘Post COVID-19: For African tourism to revive, reboot and refocus’ held in commemoration of the 50th birthday of a former Lagos State Commissioner for Culture and Tourism, Mr Steve Ayorinde, the Information Minister described the partnership to revive the National Theatre as humongous.

While commending Ayorinde for choosing a theme around the creative industry for his birthday celebration, he said the committee he set up to look at ways of softening the impact of COVID-19 on the industry had within a very short period and at no cost to government put together a “first-class” report that would help the government to map the way forward. The committee was chaired by a popular comedian, Alibaba.

Mohammed added, “Following this is what I call the epic public-private sector partnership in the creative industry, which is a partnership between the Ministry of Information and Culture on one hand and the CBN and the Bankers Committee on the other hand. And this particular initiative is so humongous because in one single stroke, the Bankers Committee are investing about N20bn in the creative industry.

“What this means is that the committee would rehabilitate the entire iconic National Theatre to what it used to be and in a few months, we are going to have the National Theatre back to its old glory; the days when it hosted Steve Wonders and co. With this partnership, it means the edifice would be restored to its old glory.”

“I will, by the grace of God, with my team be handing over the National Theatre property and the entire land to the Bankers’ Committee at a ceremony this Sunday at the National Theatre. This partnership is between the Lagos State Government, the Federal Ministry of Information and Culture, the Bankers’ Committee and the Youths and Sports. He noted that the National Theatre would be converted to a creative village, with four other pillars, including a pillar for the film industry; one for the music industry, one for fashion and another one for Information Technology.”

While eulogising Ayorinde, he said, “I think it’s just apt given the fact that Steve has actually dedicated lots of his life and career to the promotion of the creative industry. His tenure as the commissioner for tourism and culture in Lagos State was signposted by beautiful developments in the creative industry.”

COURT: Industrial Court Orders Firm to Pay Ex-staff Gratuity, Pension Within 30 days

His Lordship, Hon. Justice Sanusi Kado of the National Industrial Court, Abuja Judicial Division has ordered Reiz Continental Hotel to pay its former staff, Sally Charles the sum of N124,308 balance of gratuity for nine years meritorious service, N18.308 unremitted pension deducted from January to June 2015 and N300,000.00 cost of action within 30 days.

The Court further held that entitlement of an employee is provided in the letter of employment and the conditions of service, which form the bedrock of the relationship between employer and employee that Claimant has failed to prove entitlement to long service award.

From facts, the claimant testified that she resigned after serving for about ten years, that the firm refused to pay her full gratuity, a contributory pension from Jan. to June 2015 and the refusal to pay all terminal benefits has subjected her to anguish, hardship and embarrassment sought for payment of entitlement and damages.

In defence, the firm submitted that that Claimant had been paid all her entitlements and not indebted to claim, averred that the hotel has been diligent and religious in remitting the Claimant’s pension to fund administrator from the day of commencement of Pension Act till June 2015.

According to the Defendant counsel, Nonso Umeatuegbu Esq the revised handbook tendered by the Claimant was made in 2012 to introduce gratuity as the terminal benefit that the firm by internal memo notified its employees to visit its personnel department for collection of their gratuity which started accruing from 2010 to July 3rd 2015 when it was stopped.

Counsel Submitted further that Claimant would not have qualified for the long service award considering the fact that she was employed in 2006 and resigned in 2015 thereby bringing her years of service to nine years.

In opposition, Counsel to the claimant, Anderson Ojoshimite Ejiofor Esq contended that Sally’s legal right is premised on the incontrovertible fact of her service to the firm for about ten years that an employee is entitled to all benefits accruable under the terms of employment urged the court to hold so.

Delivering judgment, having carefully and painstakingly perused the processes and the submissions of both counsel, the presiding Judge, Justice Sanusi Kado held that entitlement of an employee is provided in the letter of employment and the conditions of service, which form the bedrock of the relationship between employer and employee.

“It is my view that exhibit DWB, being an internal memo issued by the 1st Defendant to its members of staff is not applicable to the Claimant in this case for the simple reason that the exhibit was issued on 11/9/20015 after the Claimant had resigned her appointment with effect from 8/7/2015.

“This means that the Claimant’s entitlement or terminal benefit must be paid in line with exhibit E, which was the staff handbook in operation as at the time the Claimant resigned her employment.

“The condition of service clearly stated that an employee that served the 1st Defendant will be entitled to payment of 6 weeks’ salary for every completed year of service. This means the Claimant will be paid six weeks basic salary for nine years as gratuity and nothing will be paid for the five months eight days service since is not completed year.

On the claimant claim for the ten years service award, Justice Kado expressed thus;

“Furthermore, the case of the Claimant would have been established by the doctrine of arithmetical approximation if the Claimant has served for more than nine and a half years as at the time of resignation, alas! That was not the case here. In the circumstances, the Claimant has not proved entitlement to this relief as she had not served for ten years which would have made her entitled and eligible for the award.”

NIGERIAN YOUTHS: THE NEED FOR STREET ORIENTATIONS BY FATAI OLANSILE

Broadly speaking, Nigerian youths comprise of graduates and non-graduates. No matter the class you belong to, there is mismatch in orientations among graduates and non-graduates. To the graduates who have acquired some sorts of western and conventional knowledge (book smartness) from the ivory towers and higher institutions of learning.

Majority of them are enmeshed with much more rigorous theories that may not have practical applications in understanding the present realities and life challenges, partly because they are trained with the philosophies of ‘’All things being equal’’ which in the real sense, ‘’All things can never be equal’’ as life itself is full of many undocumented drama that have not been captured by Hollywood.

In contrast, the non-graduates have much more practical applications, because they tend to explore the intrigues, drama and realities of life by themselves. They are trained with the philosophies of ‘’Street is strict and only the rugged survives’’. Although the non-graduates may lack conceptual and theoretical thinking that can be used to drive innovations and ideas incubation. This article is written to demonstrate how the graduates who are book smart, can learn street smartness, and while the non-graduates who are street smart, can learn book smartness.

The true meaning and appreciation of smartness depends on the context and perspectives one is looking at it. Smart means different things to different people. Smart in one sense is someone who is fit into any situation under consideration. For instance, when you see an army, naval or air force officer, who dress neatly, walk briskly and swiftly, with shining shoes, starched and ironed uniform and well-placed buttons, suave and collected with command of English, talk in a cool and calm manner and composed or organized can look very smart.

In another sense, we can add smart to device or gadget that give soft, fast, reliable, accurate experience such as Smartphone, because of its speed, high operating system (OS), soft-touch pad, download faster and easier among others. This may explain why people prefer android phone in surfing the internet, than blackberry, which does not has flexible and adaptable features.

Smart generally mean to be good at learning and understanding things, so if student do well in school, have better understanding of what he/she is being taught, grasp easily and have a good grade, the student is said to be book smart. In contrast, when someone displays practical experience, trust his own judgment and intuition in making right decision and getting desired result, such person is said to be street smart. Furthermore, the combination of the book and street smartness with favour (God smartness) that i coined as ‘’Integrative Smartness’’.

What do you stand to gain from Book Smartness?

Book smarts people are headquarters and store-house of knowledge, ideas, innovations that people run to for clear-cut solutions, thereby build their confidence, boosting networking, social capital, easily attracted to people, people’s welcome them with trust, approval and stimulate social appealing.

Book smart people have something to show for their success and their fast-track academic excellence and accolades is there for all to see. They have zeal, internal push, resilient to seek for more knowledge in liberating the world from mental slavery.

What do you stand to gain from Street Smartness?

Street smartness is being able to live by intuitive thoughts, rather than scientific thoughts, trust your own judgment and accept the outcome without blaming anybody. It is about playing with variables of life challenges through experience, with no fear, ability and readiness to take risk. Street smartness believes they are the sole architect of their own fortunes and learning from life experience. They learn mostly through their keen observation from people they crossed their path.

To the street smarts, their surrounding and people around them is the book they rely on for much diverse unconventional knowledge with open-mindedness and learn from practical side of life. They have better contextual understanding of their environment, the actors at play and how can they circumvent their way, understand life better and see business side of every circumstances of life. They have practical knowledge, highly sensitive to read between lines, connect the dots and make meaning from hidden truths.

Street smart has a way of using people to get what they want, they can go as far getting the best brains and think-tanks (book smarts) to get result for their breakthrough. They have multiple ideas, although they may lack conceptual, scientific, philosophical and methodological way of doing it. However, because, they are result-oriented, they go extra-miles to meet people (book smarts) that can explain, expand and develop methods in which their ideas can be achievable.

Street smart people are guided by intuitive thoughts, this enables them to think outside the box, above the ceiling and possessed unusual thoughts to change the status quo. Because they are not guided by pre-scientific thinking that must be met. So they are closest to the reality.

Street smartness is a way of manipulating processes in a traditional way and handle life challenges in a practical, tangible, concrete, feasible and viable manner. It is guided by indigenous knowledge and native wisdom gained out of school and other informal learning in understanding the mysteries of life through experience.

In a general sense, book smartness and street smartness have numerous complementary cutting-edge advantages in learning the principles that govern life and providing practical-based solutions to life challenges. There is need to leverage on knowledge acquired from books, wisdom and life experience in understanding reality and the world we live in.

One-side of book smart or street smart is not good enough, there is need to strike balance between the two to get better results. To be book smart and street smart requires a lot of conscious and deliberate efforts you have to invest into yourself.

Nigerian youths both graduates and non- graduates have to be equipped with the needed knowledge in order to create new knowledge for understanding life better and provide solutions to human problems and life challenges. As humans, we also need to unlearn, rethink, dethink age-long knowledge that have no practical applications and expand on the frontiers of knowledge from real life experience.

There is need to change our orientation and be expose to the global realities that having learnt a given vocation from the multiple walls of the street is not enough (street smartness), having acquired first-hand knowledge from the four-walls of classrooms is not enough (book smartness), but the need the incorporate the two knowledge of book smartness and street smartness together to get better results and understand life in a broader, deeper perspectives.

As human, we need to strike balance between western knowledge and indigenous knowledge, theories and practices, and real life experience. Through this, it will enhance raising individuals that have broad-analytical mind for problem-solving, sound-judgments in decision making, tremendous capacity for stimulating ground-breaking innovations, enterprise development and expanding frontiers of knowledge.

Furthermore, as humans, incorporating book smartness with street smartness will help us to be critical, smart, creative, analytical, innovative, enterprise thinkers and societal engineers for finding sustainable solutions to the problems facing humanity, garner more knowledge and experience about life, liberate the minds from the shackles of mental slavery, beer parlour analysis and fighting the scourge of poverty.

One Dead, Six Rescued In Lagos Building Collapse

A child was confirmed dead on Saturday while six others were rescued alive underneath the rubble of a three-storey building, which collapsed on Freeman Street, Lagos Island, Lagos State.

The incident occurred at about 4:05am as the building was said to have suffered total collapse, leaving its occupants trapped while they were fast asleep.

Neighbours of the victims were said to have alerted emergency responders about the incident but on arrival, the first victim to be recovered was a male child, who was pronounced dead.

Confirming the incident, Director-General, Lagos State Emergency Management Agency, Olufemi Oke-Osanyintolu, said the corpse had been taken to the mortuary, adding that on-the-spot treatment had been administered on rescued victim.

He said, “The agency responded to emergency calls on the collapsed building at Freeman Street in the Lagos Island area of Lagos State.

“Upon arrival at the incident scene at 4:00am, a three-storey building was discovered to have totally collapsed on people asleep inside. Six victims have been extricated from the rubble alive while a single male child was recovered dead.”

Kano Announce Refund Date of 2020 Hajj Deposits

Kano state Pilgrims Welfare Board will begin refund of 2020 hajj deposits to intending pilgrims Tuesday 14th, July 2020.

The board has also directed all officers across the 44 local government area to collate and forward the list of pilgrims who had completed their deposits to the board.

Executive secretary of the board, Abba Muhammad Danbatta, disclosed this at a press briefing on Thursday.

Danbatta assured that pilgrims deposits were intact. He said that the board was prepared to disburse the monies to whoever choose be refunded. He noted the decision to refund those willing was in line with the directive of National Hajj Commission of Nigeria (NAHCON).

” We have prepared arrangement to refund any intending pilgrims who are willing to receive their deposits,” Danbatta said.

“Although, not many pilgrims have expressed interest, but we are ready to return pilgrims their monies. We asked them to apply through their centre officers while subsequently refund would be made through their bank details.

” We have made a public announcement through various media house because we believe pilgrims reserve the right to demand for the deposits through application and subsequent refund through. But for whoever want to differ their deposits till next year 2021, we encourage them too”.

Meanwhile, National Hajj Commission of Nigeria (NAHCON) has said priority will be given 2020 intending pilgrims would defer their deposits against 2021 pilgrimage.

About 2.5 millions Muslims globally, who had perfected all travel plans and logistics for the 2020 spiritual, exercise will not be able to embark on the journey because of the COVID-19 pandemic.

NAHCON commissioner for policy, Nura Hassan Yakassai, gave the assurance in Abuja while answering questions from reporters.

“Intending pilgrims can apply for a refund if they so desire but for those who are interested in keeping their money with various State Boards for next Hajj, they should be rest assured that criteria would be first come first serve, because they will be given priority above others who are going to pay fresh for 2021 insha Allah,” Yakassai said.

“Let me use this opportunity to reach out to the intending pilgrims for Hajj 2020 to accept the decision of the Kingdom to limit the performance of Hajj this year to those who are already in the Kingdom, this should be taken in good faith and as an act of Allah”.

Yakassai stressed that NAHCON was working towards the establishment of Hajj Saving Scheme to ease the challenge of late and uncoordinated payment of deposits which largely impede on smooth preparation of the spiritual exercise annually.

The Presidency on Saturday said the current travails of Ibrahim Magu, the suspended acting chairman of the Economic and Financial Crimes Commission (EFCC), is an indication that the fight against corruption under Muhammadu Buhari is real.

Well-connected Nigerians Sabotaging My WTO Candidacy —Ngozi Okonjo-Iweala

Ngozi Okonjo-Iweala, former Nigerian Minister of Finance and the country’s candidate for the leadership of the World Trade Organisation, has said powerful and well-connected forces were working against her candidacy.

Okonjo-Iweala whose candidacy is dividing the African Union, in a statement by her media adviser, Paul Nwabuikwu, said those against her candidacy were manufacturing controversy to link her to.

Nwabuikwu said, “It has come to our attention that there is an ongoing effort by some well-connected Nigerians to sabotage the campaign of Dr Ngozi Okonjo-Iweala as the country’s candidate for Director-General of the World Trade Organisation.

“As part of this campaign, these persons and their cohorts are peddling outright lies and distortions designed to invent a non-existent scandal in order to paint the candidate and her campaign in negative light.

“The attempt by these elements to manufacture a controversy in the local and international media by distorting the facts and creating falsehoods to link the campaign with some of Mercury’s current or past clients to push a false impression is contemptible.

“It is sad that the elements behind this campaign are placing their squalid concerns above the interests of the country.

“We urge all well-meaning Nigerians to ignore this condemnable effort.”

Nigeria Heading For Recession in Q4 2020 — FG

Nigeria is heading for another recession in the fourth quarter of this year, the Federal Government declared on Friday.

According to the government, findings showed that the country’s Gross Domestic Product for the second and third quarters of 2020 were projected to be negative.

This, it said, implied that the country would slide into a second recession in four years.

The Minister of Finance, Budget and National Planning, Zainab Ahmed, said the country’s real GDP had been projected by the National Bureau of Statistics to contract by 4.2 per cent in 2020, as against the previous projected growth of 2.9 per cent.

“Q2 and Q3 2020 GDP growth is projected to be negative, which means that the country will lapse into a second recession in four years,” she said.

She also revealed that the Federal Government’s earnings dropped by about 65 per cent following the cuts in oil production.

Ahmed spoke during a virtual consultative public forum in Abuja where she presented the Draft 2021-2023 Medium Term Expenditure Framework/Fiscal Strategy Paper.

She noted that the economy faced serious challenges in the first half of the year as the macroeconomic environment was significantly disrupted by COVID-19.

According to her, crude price dropped from $72 per barrel in January to below $20 in April 2020, making the $57 crude oil benchmark of the 2020 budget unsustainable.

“The massive output cut by OPEC and its allies to stabilise global oil market, with Nigeria contributing about 300,000 barrels per day of production cuts, resulted in about 65 per cent decline in projected net 2020 government revenues,” the minister said.

She said the revenue reduction was from the oil and gas sector and had adverse consequences on foreign exchange inflows into the economy.

“Unless we achieve a very strong Q3 2020 economic performance, the Nigerian economy is likely to lapse into a second recession in four years, with significant adverse consequences,” Ahmed said.

Ahmed also stated that the Federal Government planned to spend N11.86tn in 2021.

According to her, Nigeria’s monetary futunes would suffer a deficit of N5.16tn because of the government’s projected ability to generate only N6.98tn revenue all in 2021.

Ecowas Court Orders FG to Repeal or Amend Cybercrime Law

The ECOWAS Court of Justice sitting in Abuja, on Friday, ordered the Federal Government of Nigeria to repeal or amend the provision of its cybercrimes law, which violates citizens’ right of expression.

Delivering the judgment of the three-man panel of the court, Justice Januaria Costa ordered the Nigerian government to make the law to align with its obligation under Article 1 of the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights.

A summary of the judgment released by the court’s media unit on Friday stated that the verdict “held the Nigerian government liable for the violation of the right to freedom of expression” with the enactment of Section 24 of the Cybercrime Act, 2015.

The said Section 24 of the law, criminalises sending from computer messages, considered to be among others, “grossly offensive, pornographic or of an indecent, obscene or menacing character or causes any such message or matter to be so sent,” or that the person “knows to be false, for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred, ill will or needless anxiety to another or causes such a message to be sent.”

A civil society group, Laws and Rights Awareness Initiative, had, through its counsel, Mr Chukwudi Ajaegbo, filed the suit marked application ECW/CCJ/APP/53/18 on November 6, 2018, claiming, among others, that its members’ freedom of expression on the Internet or in the use of computer devices was limited/breached by Section 24 of the Cybercrime Act enacted by the Nigerian government.

The plaintiff further claimed that nine of its partners were arrested and detained in connection with the enforcement of the provision of Section 24 of the Cybercrime Act in violation of Articles 9 of the African Charter on Human and Peoples’ Rights, 19 of the International Covenant on Civil and Political Rights, and 39 of the Nigeria’s Constitution.

Opposing the suit, the Nigerian government argued that Section 24 of the Cybercrime (Prohibition and Prevention) Act 2015 was adopted as a legislative measure to give effect to freedom of expression as provided in Article 9(2) of the African Charter on Human and Peoples’ Rights, and was in accordance with provisions of Section 39(3) of the country’s 1999 Constitution.

Although the court upheld the plaintiff’s prayer seeking the striking down of Section 24 of the cybercrime law, it dismissed other claims of the plaintiffs contained in the suit for lack of evidence.
