Senate passes amended Production Sharing Contract bill, targets $1.5b for FG

The Federal Government will be $1.5 billion richer after the passage of the Deep Offshore and Inland Basin Production Sharing Contract (Amendment) Bill by the National Assembly, Senate President, Ahmad Lawan, said on Tuesday.

The Senate also adjourned plenary for two weeks to enable its Standing Committees engage Ministries, Departments and Agencies (MDAs) for the defence of their annual budget proposals.

Lawan said the upper chamber would resume plenary on October 29 and warned that any agency that refuses to appear before the relevant committees to defend its budget during the period would not have revenue allocated to it for next year.

Lawan said: “By passing this (PSC) Bill, Nigeria will be at least $1.5billion richer in 2020 as a result of passing this act.

“I want to congratulate the joint committee and the president on the executive side of government because in the initiation and process of amending this bill, both sides of government have worked together tirelessly.

“Our committees together with the NNPC (Nigerian National Petroleum Corporation) worked together till 5am this morning to put together this report.

“I want to congratulate the sponsors and number one sponsor is President Muhammadu Buhari who raised the need to amend the Bill in his budget speech of 2020 to us last week. We also recieved an executive communication from him.”

 

Ganduje vows to punish kidnappers of Kano nine kids

Kano Governor Abdullahi Ganduje has vowed to punish the arrested kidnappers behind the theft of nine Kano children sold in Onitsha, Anambra State.

The Governor also promised to ensure justice for the children and assured that all legal instruments would be used to address the situation.

He assured the arrested kidnappers, who allegedly participated in the heinous act, along with their accomplices would be prosecuted, so that they face all legal consequences.

“Kidnapping is seriously abhorred and condemnable. What is more worrisome is the age of the victims, kids for that matter. My administration, Kano people and any right thinking individual or groups of individuals, condemn this from all standpoints,” he stated.

Arguing that protection of human rights, irrespective of age, ethnicity, religious or political affiliations, is a strong pillar and the responsibility of any government, the governor warned no criminal will go scot-free.

“Government will invite the parents of those rescued from the alleged kidnappers for further discussion and relationship. While at the same we are seriously working with the security agencies to unearth similar cases. No stone will be unturned,” he promised.

He revealed a powerful committee was in the pipeline to see to find lasting solution to kidnapping and similar criminal activities in the state.

 

Ronaldo Is Highest Earner On Instagram, Beats Messi, Beckham, Ibrahimovic

Cristiano Ronaldo has been named as the highest paid celebrity on Instagram beating the likes of Lionel Messi, Zlatan Ibrahimovic, Neymar and Ronaldinho.

The 34-year-old earned a staggering £38million on the social media platform last year which doubled that of his long time rival Messi.

A recent study shows that out of the major celebrities around paid to promote products on Instagram, Ronaldo has been the highest earner by far.

A number of posts from last year was looked at by the authors of the study Buzz Bingo, and it proved that Ronaldo’s 34 sponsored posts earned £38.2m making it £780,000 per post.

While Messi’s 36 posts on the social media platform earned him £18.7m in total resulting to £518,000 in every posts made.
Reality TV star Kendall Jenner is the third with £12.7m at £489,000 per post while retired footballer David Beckaham is ranked fourth.

Minimum Wage: FG can’t meet Labour’s demand – Ngige

Ahead of the resumed negotiation between the Federal Government and Labour leaders today October 16, the Minister of Labour and Employment Chris Ngige has stated that the Nigerian government can’t meet the minimum wage demand.

Reacting to the disagreement that ensued with Labour leaders on the percentage of increment for senior workers after the Federal Government started paying workers on Grade Levels 1 to 6 the N30,000 minimum wage, the Minister said the Nigerian economy will grind to a halt like that of Venezuela if it gives in to the labour union demands.

Ngige further disclosed that there will be no money to build roads, airports, rails, health centres and schools if FG gives in to the labour union demands as payment of salaries to 1.4 million workers in federal public service will take 33 per cent of the 2020 budget.

Urging labour leaders to accept the Federal Government’s proposal, the Labour Minister added that he will not sit back and watch them intimidate Nigerian leaders.

“We cannot allow government to shut down the economy because it wants to pay salaries and wages. The 2020 Budget of N10.3 trillion has N3.8 trillion as personnel cost without overhead. If you add running cost and other incidental costs, the total recurrent budget as presented to the National Assembly has taken 76 per cent. Where do we get the money to build roads, airport, rails, health centres, schools etc.

“It is a matter of balancing a budget that is 76 per cent recurrent and 24 per cent capital, for me, it is nothing to cheer about. In the 76 per cent, government has captured N200 billion for consequential adjustment for the minimum wage and so on. These are all part of personnel. N160 billion is for consequential adjustment of the minimum wage and not total package of workers’ salaries. Everybody has to make sacrifice. We must plug leakages.

“The ghost workers should go and we should know who the real workers are. As of today, we have 1.3 million persons in the federal civil service and maybe it will be more by the time we finish bringing everybody into the IPPS.

“The number of workers, 1.4 million or 1.5 million out of 200 million people take 33 per cent of the budget which has deficit. It is important we know this. It is up to us to use all the money to pay salaries and the economy will grind to a halt and be like Venezuela” Ngige said while receiving members of the Nigeria Union of Local Government Employees (NULGE) led by its National President, Ibrahim Khaleel.

“We must give government benefit of the doubt. I am for labour and I will not sit and watch the being cheated. I will also not seat and watch labour intimidate government. If you dangle strike, it is intimidation and ILO Convention does not permit it.

“People should negotiate freely. If government threatens you in the course of negotiation, it is intimidation.

“I am your friend and friend of government. In fact, government feels I am not doing enough. That is why I am talking to you so that you can talk to your people,” he added.

Governor Obaseki is simply jealous me – Oshiomhole declares as battle rages

– The former governor says he is scared because he does not understand his successor’s next move As the rift between Adams Oshiomhole, national chairman of the All Progressives Congress (APC), and Godwin Obaseki of Edo rages, the former governor has accused his successor of jealousy.

Oshiomhole, who said Obaseki was not happy about the national chairman’s rising profile, added that the governor was planning to destroy the APC in Edo state and then move to another party ahead of his second term bid.

Oshiomhole’s claim is contained in a statement issued by his spokesperson, Simon Ebegbulem. “The governor should stop being jealous of Oshiomhole’s popularity in Edo state. He is a man that is at home with his people having performed creditably well as governor of Edo state.

“It is sad that the governor in his usual style to blackmail the APC chairman now refers to the hardworking youths of Edo state as thugs, forgetting that these same wonderful youths supported him during his election as governor,” the statement said. The statement insisted that Oshiomhole had always being on the side of the people since his period with the organised labour.

While accusing the governor of attempting to plunge the state into security crisis, the statement added: “Before that incident, state government-sponsored thugs have been harassing, intimidating APC members across the 18 LGAs because the APC leaders refused to adopt his second term aspiration.

People are being sacked from their jobs every day in the state. “And we have it on good authority that the governor intends to create disaffection and crisis in the state APC and probably dump the party for another party.” Oshiomhole urged the governor to stop blackmailing him and face governance for which he was elected.

We are even more scared now that the governor is making every effort to coerce the national chairman into giving him details of his movement in Edo state. Who knows what he is plotting again. “

But every evil plot against Oshiomhole will fail. He has not hurt anyone and no man except God can hurt,” the statement said.

 

Herdsman in Court for allegedly stealing 15 cows

The police on Wednesday arraigned a 52-year-old herdsman, Abubakar at a Badagry Magistrates’ Court in Lagos State for allegedly stealing 15 cows valued at N800,000.

Abubakar, whose address was not provided, is facing a two-count of stealing and breach of the public peace, to which he pleaded not guilty.

The Prosecutor, Assistant Superintendent of Police Akpan Nkem told the court that the defendant committed the offences sometimes in 2016 at Ajara Avovipe area of Badagry.

Nkem said that the defendant stole 15 cows valued at N800,000, belonging to one Mr Yayi Adetunji, the complainant.

“Abubakar also conducted himself in a manner likely to cause a breach of the public peace by refusing to produce the cows on request by the complainant, ” he said.

The prosecutor said the offences contravened Sections 287 and 168 of the Criminal Law of Lagos State, 2015.

The Chief Magistrate, Mr Segun Aka-Bashorun, admitted the defendant to bail of N200, 000 with two sureties in like sum.

Aka-Bashorun adjourned the case until October 29, for mention.

Court awards N5m against EFCC for freezing surety’s account

The Federal High Court in Lagos has awarded a punitive cost of N5 million against the Economic and Financial Crimes Commission for freezing the bank account of one Mr Charles Aiyeyi since December 2018.

Aiyeyi had stood as a surety for one Chief Jerome Itepu, who was being investigated by the EFCC.

According to the court, after the EFCC released Itepu to Aiyeyi on administrative bail, the suspect jumped the bail and refused to honour further invitations by the EFCC.

In December 2018, the EFCC placed a restriction on Aiyeyi’s account. When the surety went to the EFCC office to ask questions, he was arrested and detained for 12 days. He was later released on bail.

The surety, through his lawyer, Mr J.A.K. Akhigbe, approached the Federal High Court in Lagos for the enforcement of his fundamental rights.

He urged the court to declare that his detention and the freezing of his bank account amounted to a breach of his fundamental rights under sections 34, 35 and 44 of the Constitution.

He urged the court to award N500m as exemplary and aggravated damages against the EFCC.

But the EFCC filed a counter-affidavit in opposition to the suit.

The anti-graft agency said it froze Aiyeyi’s account because it traced part of proceeds of crime into it, adding that it had charged the surety with the offence of justice obstruction over Itepu’s disappearance.

But the court, in a judgment by Justice Nicholas Oweibo, faulted Aiyeyi’s arrest and the freezing of his account.

The judge held, “The arrest and detention of the applicant because he could not produce a suspect he stood surety for is not a crime known to law.

“The only liability for the applicant for failure to produce the suspect is to show cause or forfeit the sum of N18m bail bond.

“The non-production of any valid court order authorising the freezing of the applicant’s bank account makes it unlawful and unconstitutional.

“Taking into account the status of the applicant, the time it took the applicant to prosecute the case including the effect of the freezing of the account on his family, the court awarded the sum of N5m  as compensation in favour of the applicant in the case.

“The Cost of N30,000 is also awarded in favour of the applicant against the respondent.”

 

DG, Infrastructure Concession Regulatory Commission Visits State Petroleum Minister

Engr. Izuwah affirmed his optimism that the unrealized potential of Nigeria’s oil and gas sector will be realized while name-checking the robustness of the key priority areas of H.E. Sylva. He also applauded President Muhammadu Buhari’s championing of the Trans-Saharan Gas Pipeline Project.

Engr. Izuwah further outlined ICRC’s involvement in the Nigeria-Morocco Gas Pipeline and the financing options available for the Ajaokuta-Kaduna-Kano (AKK) Gas Pipeline while noting that the next level is envisaged to ensure an industrialized, wealthy and prosperous Nigeria.

H.E. Sylva opined that commercially viable projects as the aforementioned are better funded from private project financing options and supported ICRC’s perspective on collaborative funding models. He also applauded the work that ICRC has done in supporting the Nigeria International Petroleum Summit.

H.E. Sylva reiterated his well-known position on the need to change the narrative from problem diagnosis to proffering sustainable solutions while decrying the attendant paralysis by analysis that can occur when a solution-based focus is not emplaced.

 

We’ll fish out those who shared Police recruitment slots – Senate committee

The prolonged crisis between the inspector general of Police, Muhammad Adamu, and the Police Service Commission (PSC) has brought a division among lawmakers in the ninth Senate.

Guardian reports that the Senate committee on federal character principle promised to expose all those involved in the Police recruitment crisis.

Speaking on the issue, the chairman of the committee, Danjuma La’ah, the ninth Senate will not be concerned over who have been given slots or who allowed slots to candidates applying for positions of constables in the Nigeria Police.

La’ah said those involved in the recruitment racketeering would be apprehended and prosecuted by appropriate authorities. Stating that no recruitment slots have been given to the Senate as widely spread, La’ah said his committee would launch a probe into the involvement of some agencies listed to have been part of the process. He said,

I am not aware that any agency gave out employment slots to the Senate. The leadership has not told us that they received any slot. So, who did they give?” However, another lawmaker who spoke under anonymity claimed that some of the slots for the recruitment of Police officers have been shared among leaders.

The senator said there is information that one of the leaders within the ninth Senate shared 26 slots to the people of his constituencies while other lawmakers could not even boast of one slot. Condemning the process, the lawmaker said it will be difficult to recruit the right brains to do the job of policing the society.

Meanwhile, equity news previously reported that the minister of labour, employment and productivity has linked unemployment to the insecurity menace by Boko Hara terrorists in the northeast. Chris Ngige said the federal government is worried by the increasing rate of unemployment in the country.
