FG to review wages, allowances for governors, others – Chris Ngige

0

Chris Ngige, the Minister of Labour and Employment, has said there are plans to review the wages of all political office holders including state governors in the country. His comments comes amidst calls by the Nigeria Labour Congress NLC for an increase in minimum wages of civil servants.

Speaking at a meeting with members of Nigerian Union of Local Government Employees (NULGE) in his office in Abuja, Ngige said

“The last holistic wage review took place in 2011 and a new one is being planned. What is a governor doing with hazard allowance? What hazard when the state is feeding him and his family? What is a governor doing with constituency allowance? The whole state is his constituency. These are what will be holistically reviewed.”

Speaking further, the Minister said “government has put up the Presidential Committee on Salaries headed by the Minister of Finance and co-chaired by me” to review the wages and allowances.

Court frees 9 Shi’ites members in detention

0

The Kaduna State High Court has freed nine members of the Sheikh Zakzaky led Islamic Movement in Nigeria (IMN) also known as Shiites arrested following the proscription order by the Kaduna State Government in 2016.

The nine shi’ites members, including two women, were arrested precisely three years ago while on their way to attend the Islamic religious rite of Ashura mourning in Kaduna and have been in detention since 2016.

Justice Shiri Nyom discharged and acquitted the sect members of the charges levelled against them, a statement by the President Media Forum of the Islamic Movement in Nigeria, Ibrahim Musa stated.

According to the statement, Justice Nyoms, said the prosecution didn’t prove any of the charges against any of those standing trial.

The group noted that the judgement added to the number of landmark cases in which the government had failed to convict any member of its members for any crime in various courts across the country since the Zaria massacre of December 2015.

It added that so far, hundreds of members of the Islamic Movement in Nigeria have been discharged and acquitted for alleged crimes including that of culpable homicide among others after proper trials in courts.

According to the Movement, since the persecution of the members of the Islamic Movement in Nigeria led by Sheikh Ibraheem Zakzaky commenced, the High Courts in Kaduna and Sokoto, as well as the Court of Appeal have discharged and acquitted 309 members of the Islamic Movement and dismissed the frivolous charges brought against them.

“Today, exactly a week ago the Kaduna State High Court presided by Justice Nyoms has discharged and acquitted 9 members of the Islamic Movement in Nigeria arrested precisely three years ago while on their way to attend the Islamic religious rite of Ashura mourning in Kaduna.

“All the nine, including two women, stood trial in the Kaduna State High Court since September 2016.

“They were accused of being members of the Islamic Movement, unlawful assembly and intent to disturb the public among others.

“On 2nd July of 2015 the Sokoto Judicial Division – Court of Appeal – has discharged and acquitted 112 members of the Islamic Movement of any offense.

“On Tuesday 30/07/2018 Justice David Shiri Wyom at the Kaduna State High Court cleared over 80 Shiite supporters of the Islamic Movement of criminal charges linked to a violent protest in 2015.

“He ruled in favour of the defence’s no case submission, saying that the state did not present enough evidence to go ahead with proceedings.”

This, according to the IMN, “explains why the government has resorted to employing delay tactics in the prosecution of the remaining cases left in court, including the one trying the leader of the Islamic Movement, Sheikh Ibraheem Zakzaky through deliberate attempts at frustrating the legal team of the Islamic Movement, led by Mr. Femi Falana, SAN and Mr. Maxwell Kyon, who have so far successfully defended and won all the cases against the government.”

The group also reiterated its call on the Federal and State Governments to withdraw the charges against El-Zakzaky and others standing trial, adding that toying with the lives of innocent citizens, remained an aberration in any democratic polity.

UBA server hacked, Flour Mills’ N752m stolen, bank’s auditor tells court

0

A Federal High Court in Lagos has heard how thieves hacked United Bank for Africa (UBA) Plc computers and stole N752 million from a Flour Mills of Nigeria Plc, account.

One of the bank’s auditors, Mr Ojo Oladimeji, told Justice Chuka Obiozor that the hackers illegally penetrated the bank’s servers.

He said they gained access to the firm’s account and transferred N752m to 20 accounts, including one allegedly belonging to Ola Lawal, a.k.a Lawal Roland and his company, DCAN Oil and Gas Ltd.

The theft occurred between June 24 and July 3, 2019.

Oladimaji stated these on Tuesday while testifying in a criminal trial against Lawal.

Lawal and DCAN Oil and Gas Ltd are standing trial on a two-count charge of fraudulent transfer of N46 million from Flour Mills’ UBA account to DCAN’s account domiciled in Union Bank Plc,” when they knew “that the funds form part of unlawful activities.”

They pleaded not guilty following their arraignment by the Economic and Financial Crimes Commission (EFCC) on October 14.

Justice Chuka Obiozor adjourned till Wednesday to hear and determine the defendant’s bail application and begin trial.

At the commencement of proceedings, Oladimeji, who is the first prosecution witness, was led in evidence by EFCC counsel Mr. M. K. Hussain.

He narrated how Flour Mill’s N752m was stolen.

Oladimeji said it was discovered that “the sum of N752 million had been fraudulently transferred from one of our customer’s account, Flour Mills Nigeria Limited, to 20 different accounts, which the defendant’s company’s account was a beneficiary.

“Flour Mills’ account was hacked between June 24 and July 3, 2019, and the total sum of N752 million was Fraudulently transferred.

“The defendant’s account in Union Bank Plc received N46 million on July 3. We then wrote a letter to our lawyer, Akin Adesomoju, to assist us with a petition to the EFCC to assist in investigation, recovery, arrest and prosecution of the culprits, that was how the defendant was arrested and charged to court after the EFCC investigation”.

During cross-examination by the defendant’s counsel, Mr Ademola Iroko, the witness told the court that he did not know who transferred the money and that that was why the matter was reported to the EFCC. He also stated that the purpose of the transfer was unknown to him.

Oladimeji also said that he did not know the name of Flour Mill’s account officer, but that his bank had the record of how the money was transfered to 20 accounts, which the defendant’s company’s account was one of the beneficiaries.

Earlier, Justice Obiozor admitted the defendant and his company to bail in the sum of N50 million each with one surety in the
like sum, among other terms.

The trial continues on December 12.

According to the EFCC, Lawal, also known as Lawal Roland and DCAN Oil and Gas Ltd “on or about 24th June, 2019, fraudulently transferred the sum of N46,000,000 from Flour Mills of Nigeria Plc account domiciled in United Bank for Africa Plc to DCAN Oil and Gas Limited account domiciled in Union Bank Plc,” when they knew “that the funds form part of unlawful activities.”

The alleged offences contravened sections 2 and 15(2)(d) of Money Laundering (Prohibition) Act, 2011 and were punishable under Section 15(2)(3) of the same Act.

Aggrieved ex-Niger Delta militants sue govt over unpaid entitlements

0

No fewer than 56 former Niger Delta militants have dragged the Federal Government to court over unpaid entitlements, which spans for a period of four years.

The former militants who were beneficiaries of the Amnesty Programme, through their counsel, Asobiyata Ojenamah, prayed the Federal High Court sitting in Port Harcourt to compel the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, and the Special Adviser to the President on the Amnesty Programme, Prof. Charles Dokubo, to re-enrol them in the programme and resume the payment of their entitlements, which was stopped in 2015.

According to Ojenamah, who was speaking with journalists outside the courtroom, his clients approached the court after exhausting several avenues to address the situation, without getting any meaningful result.

Ojenamah explained that his clients decided to approach the court to continue payment of their stipends because they had been receiving their entitlements since 2009, when they were enrolled in the programme, but added that the payment was suddenly stopped by the Federal Government in 2015.

Counsel for the plaintiffs stated that, “We brought the matter before the court, because our clients had been denied their entitlements as beneficiaries of the amnesty programme since 2015 after they were enrolled in the programme in 2009 after successfully concluding their rehabilitation and other requirements; but in 2015, their names were removed from the payroll in a most bizarre fashion.

“Since then, several letters and appeals had been transmitted to the Amnesty Office, but no response was given to them; so, it is high time they approached the court to enforce their rights.”

The case was however adjourned till November 28, 2019, by the presiding judge, Justice I. N. Sani, for further hearing.
