In Bauchi, Abba Shehu Bags Industrial Court Best Staff of the year

Friday 20th December 2019 memory would go a long way in the minds of the staff of the National Industrial Court, Bauchi Judicial division as they gathered to give glory to God for His grace throughout the year.

 

It was also a moment to reward competency, astuteness, and sacrifice of one of their own, Baba Abba Shehu who bagged the best staff of the year 2019.

 

As they say that a golden fish has no hidden place, his confirmation as the best staff of the year does not come to many staff as a surprise, in fact, they described it as an honour well deserved in line with his dedication and sacrifice to duty.

 

Baba Abba Shehu hails from Maiduguri Metropolitan Council, Borno State, North-East Nigeria. He joined the service of National Industrial Court of Nigeria on the 31st August 2017 as an Assistant Executive Officer.

 

The divisional registrar, Mr. Ibrahim Tsadu Esq while presenting the award expressed exceptional appreciation to the Hon. President, Hon. Justice Benedict Kanyip for bringing smile to the faces of the staff and unflinching contributions to the growth of Labour Jurisprudence in Nigeria.

 

“My Lord, you have given us every reason to be proud of being a staff of the National Industrial Court. Today, we are the true hope of judiciary in Bauchi State simply because people of the state and its environs can be boastful of Justice when approaching the Court.

 

“As far as Judiciary is concern, our Court is the most efficient and digitalized court in Africa and this is acquainted with your vision to take the court to an enviable height.

 

“My Lord, the smile you are putting to the face of the staff cannot be over-emphasized, It was indeed, a new dawn for us and we pray Almighty Allah to continue to guide your Lordship and preserve your Lordship for the existence.” Mr. Ibrahim Said.

 

He also poured encomiums on all the Judges for their sacrifice in upholding the temple of Justice, prayed for more wisdom.

 

Mr. Ibrahim also used the occasion to show total appreciation for all the staff, thanking them for demonstrating selflessness and sacrifice to duties. He declared that no victor no vanquished that the result that produced Baba Abba is a victory for all, charged others to emulate him.

 

Abba in his remark dedicated the award to all staff. “I am not better than you, I was just privileged and I have promised myself that I won’t give any excuse for any assignment bestows on me. You are all the best.” Abba Pleaded.

 

El-Zakzaky facing trial for his belief, IMN insists

The Islamic Movement in Nigeria has refuted claims by the Minister of Information, Lai Muhammed, that the Shi’ites leader, Sheikh Ibrahim El-Zakzaky, was being tried for crimes and not for his religious belief.

The movement described its leader as a prisoner of faith, insisting that El-Zakzaky was being prosecuted for his religious belief.

The IMN said this in a statement on Monday in response to the minister’s reaction to the inclusion of Nigeria, Comoros, Russia, Uzbekistan, Cuba, Nicaragua, and Sudan in the Special Watch List of countries that had engaged in or tolerated the severe violation of religious freedom.

United States Secretary of State, Michael Pompeo, had announced in a statement in Washington on Friday that Nigeria had been added to the SWL for engaging in religious persecution.

Pompeo’s announcement followed the release of the 2018 report of the United States Commission for International Religious Freedom, which recommended Nigeria’s designation as a country of particular concern.

The information minister had, in his reaction on Sunday, contested the placement of Nigeria on the list, noting that El-Zakzaky was facing trial for crimes against the state.

But the Shi’ites spokesman, Ibrahim Musa, in a statement said officials of the Muhammadu Buhari regime deserved to be held for allegedly engaging in extra-judicial killings.

“If anyone deserves to be held and tried for crimes, it would be the top officials of the Buhari government, who killed over a thousand unarmed citizens extrajudicially and buried them in mass graves, and have used all the might of governance to hide the truth and obstruct the course of justice,” he noted.

Musa said the persecution of the IMN members by the current regime was known to the international community, adding that it was a subject of a preliminary investigation by the International Criminal Court at The Hague.

He said, “Furthermore, many local and international human rights organisations like Amnesty International, Human Rights Watch and the Islamic Human Rights Commission have all investigated and documented the atrocities meted on members of the Islamic Movement and its leadership, purely based on their religious beliefs.

“That the ongoing persecution of the Islamic Movement has drawn the attention of the world, especially very lately, the United States government is a reality that no forms of lies by Mr Lai (Mohammed) can obliterate.”

The movement asked the government to respect the rule of law and release El-Zakzaky.

 

Orji Uzor Kalu to remain in prison as court dismisses bail application

A federal high court on Monday dismissed the bail application for imprisoned former Abia State governor and lawmaker Senator Orji Uzor Kalu.

The court on Thursday, December 5 sentenced Kalu to 12 years imprisonment after being found guilty on all the 39 count charges brought against him.

He was convicted of N7.65billion fraud perpetuated when he was Abia State governor between 1999 and 2007.

Kalu was convicted alongside his firm, Slok Nigeria Limited and his former Abia State director of finance, Ude Udeogu.

But two weeks after his sentencing, Kalu sought post-conviction bail on medical grounds.

The former governor claimed that he had health challenges that could not be managed at the medical facilities in the Custodial Centre, Ikoyi, Lagos and prayed the court to grant him bail.

But his prosecutor, the Economic and Financial Crimes Commission (EFCC) opposed his bail application, asking the court to dismiss it.

“Although bail is generally a right of an accused as guaranteed by the Constitution,” EFCC’s lawyer Rotimi Jacobs (SAN) said, “it is not a right available to a convict because the presumption of innocence had crystallised into guilt and conviction.”

The court ruled that the bail application lacked merit.

 

JAMB sets dates for 2020 UTME exams

The Joint Admission and Matriculation Board (JAMB) says it will conduct its 2020 Unified Tertiary Matriculation Examinations (UTME) between March 14 and April 4.

Prof. Ishaq Oloyede, JAMB Registrar, disclosed this while hosting State Commissioners of Education on Monday in Abuja.

Oloyede also said the registrations for its mock examinations would hold between Jan. 13 and Feb. 1, 2020 while the mock examinations would hold on Feb. 18, 2020.

He explained that the registration for the 2020 UTME and Direct Entry would also run simultaneously between Jan. 13 and Feb. 17, 2020.

According to him, the board is bringing in the National Identity Management Commission (NIMC), as directed by the National Assembly and Federal Executive Council, to conduct the 2020 UTME.

He, therefore, urged prospective candidates to approach any NIMC enrollment centre to obtain the NIN to enable them register for the examinations.

“Everybody must rise up and support NIMC. We are also bringing in Computer Professional Registration Council of Nigeria (CPN) to help in monitoring the Computer Based Centres (CBT).

“We also have the advantage of the Galaxy Backbone. Each of the CBT centres has been mapped with NIMC enrollment centres.

“Meanwhile, over 40 per cent of the candidates have already obtained their NIN.

“This will ease our job because those who have not been able to register can now be transported to NIMC centres at the point of registration,’’ the Jamb boss said.

The registrar also said the importance of a candidate registering with NIN was to eliminate multiple registration which was a problem during the 2019 registrations.

“Our experience last year showed that some candidates registered multiple times so as to perpetrate impersonation. We are aware that examination malpractices start at the point of registration.

“JAMB needs full collaborations of states education commissioners to help sensitise candidates in their various states on the need and importance of the NIN for 2020 registration.

“We have called you to inform you about our preparedness towards the conduct of the 2020 UTME and to pay attention to public examinations in your states and be conscious of proliferation of examination centres to perpetrate malpractices,’’ Oloyede said.

He explained that the board had put in place a Central Admission Processing System (CAPS) designed to prevent institutions from unilaterally changing or proposing a candidate for admission into the programme or courses other than his/her chosen course.

He explained that some institutions had devised a method of offering admission to candidates outside CAPS on their designated portals, saying any institution doing this was putting the future of such candidates into jeopardy.

He, therefore, said JAMB had mandated institutions to give preference to the candidates’ chosen courses.

On the news reverberated on social media of how one Miss Goodness Thomas who scored 302 was denied admission by the Ahmadu Bello University (ABU) Zaria, Oloyede said she did not meet the merit score for admission for the chosen course.

News Agency of Nigeria (NAN) recalls that the Thomas had applied to study Medicine but was instead given Human Anatomy by the university.

Oloyede said: “The university did well by offering her Human Anatomy. She came third from Niger and the university picked the first two candidates from her state so she did not meet the merit score for ABU’’.

Industrial Court orders Bayelsa Civil Service Commission to reinstate Bar. Jonah Okah, payment of salaries from 2016 till date.

The Presiding Judge of the National Industrial Court, Yenagoa Judicial division, His Lordship, Hon. Justice Bashar Alkali has nullified the purported dismissal of Bayelsa State Counsel, Barrister Jonah Okah dismissal from the employment of Bayelsa State Civil Service commission.

 

The Court ordered Bayelsa State Government and State Civil Service Commission to Okah immediate reinstate Bar. Okah to his status as a Senior State Counsel, payment of salaries and entitlements from the date of the purported dismissal 23rd November 2016 till date within 30 days.

 

From facts, Learned counsel to the claimant, Sunny Adolor Esq. contended that the Bayelsa State Civil Service Commission and the State Government (1st and 2nd Defendants) failed to abide by the provisions of Public Service Rules that the claimant dismissal was devoid of fair hearing urged the court to grant all the reliefs sought.

 

However, counsel to the Defendants contended that claim of the breach of fair hearing was misleading that claimant was given fair hearing, invited to appear before the panel and had the opportunity to respond to the allegations made against him. And upon the seven-man panel recommendations, the claimant was dismissed from service of the 1st and 2nd defendants on record urged the court to dismiss the case.

 

Learned counsel for the defendants further submitted that the onus of proof has always been on the claimant to show that his dismissal is not justified that there is a presumption in favour of an officer’s dismissal, once he absents himself from duty, without leave.

 

The learned counsel to the claimant contended that the defendant failed to follow due process over the dismissal of the claimant from service.

 

Delivering judgment, the trial Judge, Justice Alkali held that the procedure adopted by the Defendants in dismissing the Claimant falls short of what was enshrined in Public service rules thereby offending the spirit of the provisions of Section 36(1) of the 1999 Constitution (as amended) on fair hearing.

 

“What baffles me is that the issue of instigation of the public against the government was never part of the misconduct investigated by the panel. Even the issue of false allegation against government officials was dropped by the panel because according to them, same is subjudice. I wonder how these two issues formed the basis of dismissing the Claimant.

 

“From the pleadings and exhibits before me, DW AG 001- 004 which are the attendance report submitted to the Investigative Panel and which forms the basis of the Claimant�s dismissal were not supplied to him, and he was also not given access to these documents.” Justice Alkali ruled.

 

In all, the Court set aside the dismissal of the Claimant and all steps taken in that regard, ordered the 1st and 2nd Defendants to reinstate the Claimant to his status as a Senior State Counsel without prejudice to entitlements and promotions which have accrued to him during the period of his dismissal with 30 days.

 

 

FG declares December 25, 26, January 1 public holidays

The Federal Government has declared Wednesday 25th, Thursday 26th December 2019 and Wednesday 1st January 2020 as public holidays to mark the Christmas, Boxing Day and the New Year celebrations respectively.

Minister for Interior, Rauf Aregbesola, who made the declaration on behalf of the Federal Government, felicitated with Christians and all Nigerians both at home and abroad on this year’s Christmas and New Year Celebrations.

He enjoined all Christians to live within the virtues and teachings of Jesus Christ, which hinge on compassion, patience, peace, humility, righteousness and love for one another, adding that doing so would guarantee an atmosphere of peace and security in the country.

Aregbesola stated that the determination of Government towards ensuring an atmosphere of peace and security would engender Foreign Direct Investment thereby, revitalizing the economy and improving employment opportunities for the teeming youths in the country.

He expressed confidence that 2020 would be a breakthrough year for all Nigerians assuring that the Federal Government under the visionary leadership of President Muhammadu Buhari would make life more meaningful for all Nigerians.

The Minister urged Christians to use the period to pray for Nigeria and admonished all citizens to remain focused, determined and to continue to persist in displaying love for one another with patience and perseverance.

The current security challenges he said would be overcome only “with love for one another, hard work, selfless service, patience and patriotism, Nigeria will sooner than later join the league of developed nations.”

4th Mainland Bridge: Lagos government unveils 39 bidders

The Lagos State Government on Wednesday unveiled 39 construction companies who have expressed interest in the construction of the proposed Fourth Mainland Bridge in the state.

The News Agency of Nigeria (NAN) reports that the state government had advertised for expression of interest on the Fourth Mainland Bridge some weeks ago.

The Special Adviser to the Governor on Works and Infrastructure, Mrs Aramide Adeyoye, said the opening of the bid was the first of the six stages before a winner would be selected to construct the proposed bridge.

Adeyoye said that the process was very transparent, adding that government was encouraged by the number of companies that bidded for the project worldwide.

She said since the government did not have the fund for the project, it had to place it under the Public-Private Partnership (PPP) arrangement.

According to her, the next step of evaluation will begin soon, adding that the companies that qualified for the next stage would be contacted.

She said that the state government made the bidding public to get investors’ confidence in the project.

The special adviser said that government was committed to ensuring that the project, which had been in the pipeline for over 30 years, was completed to further ease gridlock in the state.

The Managing Director, Advanced Engineering Consultants, Dr Peter Agunbiade, said that the journey to construct the Fourth Mainland Bridge began many years ago.

Agunbiade said that the current administration of Gov. Babajide Sanwo-Olu, hadm it possible for the construction of the bridge to be revisited.

He said that companies in Europe, Asia and others duly expressed interest in the project, assuring that the state government would ensure transparency in executing the bid.

The Permanent Secretary, Works and Infrastructure, Mr Olujimi Hutonu, said the journey started on Nov. 28, 2019 when the advert for expression of interest was placed.

Hutonu said that three weeks later, the expression of interest had been opened and made public.

He listed some of the companies that expressed interest in the project as: Julius Berger, China Civil Engineering Construction Corporation (CCECC), Kyeryong Construction Company, Pythgoras Holdings and CRCCCI Nigeria.

Others are China State Construction and Engineering Corporation Nigeria Ltd, Bua International Ltd, China Jiangxi International Economic and Technical Cooperation Company Ltd, among others.

 

US: Presidency reacts to Trump’s impeachment

The US presidency also known as the White House has hit back at lawmakers after President Donald Trump was impeached, slamming the “illegitimate articles of impeachment” and voicing confidence the president would be acquitted in the Senate.

“Democrats have chosen to proceed on this partisan basis in spite of the fact that the President did absolutely nothing wrong,” spokeswoman Stephanie Grisham said in a statement, calling the votes in the House of Representatives an “unconstitutional travesty”.

Grisham said that there were no fact witnesses in the hearing and alleged bias by the Democrats.

“The President is confident the Senate will restore regular order, fairness, and due process, all of which were ignored in the House proceedings.

”He is prepared for the next steps and confident that he will be fully exonerated,” the statement said, referring to the upcoming trial in the upper chamber

Keyamo agrees on single tenure of 6 years

The Minister of State and Employment, Festus Keyamo, has agreed with Atiku Abubakar, former Peoples Democratic Party, PDP, presidential candidate, over his reaction to the rejection of a bill seeking to provide for a single tenure of six years for president and governors.

Information reaching news desk has it that on Tuesday that the bill also seeks to provide an unlimited term of six years for members of the National Assembly and state houses of assembly.

Atiku in a statement released by his Special Adviser on Media, Paul Ibe on Tuesday expressed disappointment over the rejection of the bill.

According to him, the rejection of the bill was a mistake because little attention was paid to its merits.

He said, “in view of the challenges facing our current democratic order, especially the culture of rigging that subverts the will of the people, six-year single term would have ended such untoward practices in our electoral process.

“The desperation for second term by the incumbent is the main reason why they go broke and set the rule book on fire, thereby making free and fair elections impossible by legitimizing rigging at the expense of their challengers that have no access to public funds.

“A situation where the incumbents deploy more public resources to their second term projects than using the funds for people’s welfare encourages massive rigging that undermines electoral integrity.

Reacting to the development, Festus Keyamo in a tweet on his official Twitter page on Wednesday wrote: “At last! finally we can find a common ground for agreement between the actors of the two major parties. I agree with this and I know most of my party members do too. So, parliamentarians, please let’s do it, with a CLEAR provision that the present President & Governors will not benefit.”
