COVID-19: ASUU Urges FG Not To Open Schools Until 2021

The Academic Staff Union of Universities (ASUU) has urged the Federal Government not to approve the reopening of schools until next year due to the novel coronavirus (COVID-19) pandemic.

Speaking in an interview, Professor Biodun Ogunyemi, ASUU President, said the union backs the decision of the Federal Government to stop Senior Secondary School 3 (SS3) students from partaking in the West African Senior School Certificate Examination (WASSCE), earlier scheduled to commence on 4 August.

According to Ogunyemi, the country has to effectively combat the virus and safeguard the lives of all Nigerians, especially children, before schools should be asked to reopen.

He stated that rather than Nigerian students to be used as experiments in assessing how people sh crowded areas, the Federal Government should instead adopt the decision by Kenya, which closed all schools to 2021.

“Look, Kenya has said they have closed all their schools till next year (2021); they too have exams to write. Safety first. If it means closing the schools until next year to safeguard the lives of Nigerian children and safeguard the health of all Nigerians, so be it,” Ogunyemi said.

“So, if that will help us to address cases that can lead to increase in mortality, I think Nigerians should go that way and all of us should see reason for it. If they need to cancel admission for the year, it is good for them. Life matters first, people must have life first before they can go to university. Are the universities ready to work now?

“Our position is that they should not experiment with the lives of our children. Nobody can tell; the situation may soon normalise and they can do their exams and there is another opportunity for external candidates around November. So, it’s not as if the door is totally closed.”

The ASUU President also insisted that schools are not safe to reopen.

He said: “The first thing that should be tackled is whether schools are safe. And if the schools are not safe, why do you want to carry out an experiment with the lives of our children? An attempt to send back the children to school at a time there is a spike in COVID-19 cases in Nigeria is like experimenting with the lives of our children.

“If they put all the things in place, including social and physical distancing, sanitisers, kitting the children as we see in other places, decontamination with water flowing in the schools and all the gadgets, why not? So, if government can meet all these conditions, then they can reopen the schools. But if they cannot meet all these conditions, they should not experiment with even 10 students in any school.”

Just In: Buhari Rename Delta Railway Complex After Former President

President Muhammadu Buhari has approved that Agbor Railway Complex in Delta State should be renamed after former President, Goodluck Jonathan, as compensation for his contribution to the country’s development.

The Agbor Railway Complex, an operational hub for Itakpe-Warri line, was upgraded by the administration to reduce Nigerians reliance on roads for transportation.

Confirming the story, the Minister of Transportation, Rotimi Amaechi, in a statement on his official social media handle on Saturday, stated that the 276-kilometer facility links Warri in Delta state to Ajaokuta in Kogi state and would be open for public use soon.

Amaechi said: “Today, we continued test-run of our new coaches on the completed Itakpe-Warri standard gauge rail line. We have named the largest station on this route – the Agbor railway facility and station after former President Goodluck Jonathan”.

The rail service has 12 stations with two located between Itakpe, Ajaokuta, and Warri and other stations include Eganiy; Adobe; Itogbo; Agenebode; Uromi; Egehen; Igbanke; Agbor; Abraka; Okpara and Ujewu stations.

The line, which was started in 1987, was built to move iron ore from mines around Itakpe to the steelworks at Ajaokuta but was abandoned for many years.

JUDGMENT: Industrial Court Orders Firm to Pay Ex-staff N703,000 Entitlement Claims within 30 Days

The National Industrial Court sitting in Lagos has declared the employment termination of Mr. David Aweh from Oxford Hotels Limited as wrongful; ordered firm to pay Aweh the sum of N503,000.00 deducted and Outstanding salary, N400,000 salaries in lieu of notice, with N200,000 cost of action within 30 days.

In the judgement, His Lordship, Hon. Justice Dele Peters held that there is no justification for the conduct of the firm and it is against both National laws as well as international labour best practice.

The Claimant- Mr. David Aweh had claimed that upon employment he was allocated a car as an official vehicle with no document given to that effect, that while on his way to work, he had an accident with the car, that he offered to bear 50% of the cost of repairs of the vehicle; that the Defendant started to deduct 50% of his salary to meet the 50% of the cost he undertook to bear.

The defendant counter-claimed for the cost of the vehicle involved in the accident, among others that the Claimant was on his own frolic at the time he had an accident with the company vehicle; that the firm reserved the right to summarily terminate the employment of the Claimant instead of payment in lieu of notice.

The firm submitted further that it was Claimant that elected to pay 50% of the cost of repairs of the vehicle; that the vehicle was never fully repaired and it became a write-off due to the accident.

The Counsel to the claimant, L. A. Agu Esq. prayed the Court to dismiss the counter-claim of #5,000,000.00 for not supported by any evidence, and urged the court to grant all reliefs sought.

Delivering Judgment, the presiding Judge, Justice Dele Peters held that to reject a letter of resignation of appointment amounts to compelling an employee to remain in employment against his will.

“This conduct of the Defendant amounts to termination of employment of the Claimant. Unfortunately, the Defendant failed to comply with the requirement of 2 months’ notice. This makes the termination wrongful.

“I hold that there is no valid justification for the action of the Defendant in deducting from salary and remunerations of the Claimant. The Defendant did not deny deducting the salary of the Claimant to the tune of =N=303,000.00. It only offered an explanation as to why it did so.

“I have found and held that there is no justification for the conduct of the Defendant and that same is against both national laws as well as international best practice in labour.”

Justice Dele Peters later dismissed the counter-claim for lack of proof.

Kaduna Civil Servants to Resume on Monday July 20, 2020.

The Kaduna State Government has directed its civil servants to report to work on Monday, July 20, 2020, after working remotely for over three months at home.

The state civil servants have been home following the invoking of the Quarantine Act and Kaduna State Public Health Law, which quarantined all residents on March 26, 2020.

However, a circular issued by the office of the Head of Service on Thursday, stated that different category of workers will work in different days of the week, from 9am to 3pm.

According to the circular which was signed by Ibrahim Jere, Permanent Secretary(Public Service Officer), all Permanent Secretaries, Directors General, Chief Executives of Agencies and Parastatals, as well as Directors will work from Monday to Friday.

The circular further stated that officers on Grade Level 14 and above will work for three days, including Mondays, Wednesdays and Fridays, while officers on Grade Level 7 to 13 will work on Tuesdays and Wednesdays only.

The circular also noted that in an effort to contain the spread of Covid-19, visitors will be restricted from visiting offices, adding that the order will be ‘’enforced by assigning staff officers to identify their staff at the entrance gate from 8.30 am to 9.30 am.’’

Air Force Arrests Two Suspects Over Arotile’s Death

Two men have been arrested by the Nigerian Air Force over the death of Flying Officer Tolulope Arotile, Nigeria’s first female combat helicopter pilot.

Arotile died as a result of head injuries sustained from a road traffic accident at Nigerian Air Force Base in Kaduna State on Tuesday, a statement from the air force said.

Speaking in an interview, Air Commodore Ibikunle Daramola, NAF Director of Public Relations and Information, said the military service had begun an investigation into the death of the late pilot.

He added that whatever information needs to go out will be made public, adding that the investigation may eventually go beyond the confines of the air force.

His statement:  “First of all, in my first statement, I said she died from a road traffic accident. I further clarified the nature of the road traffic accident where one of her excited classmates who saw her reversed his car which led to him hitting her and knocking her down. This led to head injuries and a lot of haemorrhaging which ultimately resulted in her death.”

“The two boys are in custody and the NAF will do a thorough investigation into the matter. It is a routine process – our own processes that are ongoing because it happened inside a NAF base. At the appropriate time, whatever information needs to go out will go out. But we cannot pre-empt that investigation process.

“Whatever needs to be known will be known; it is standard practice. So, we are investigating the circumstances leading to her death by a road traffic accident. It is an investigation because it may go beyond NAF.”

NAF had earlier on Friday announced that the late Arotile will be buried next Thursday at the National Military Cemetery, Abuja, with full military honours.

JUST IN: Court Summons Malami, Emefiele, Others Over Handover Of National Theatre

Abubakar Malami, the Attorney-General of the Federation and Minister of Justice; and Godwin Emefiele, the Governor of the Central Bank of Nigeria, have been summoned by a Federal High Court on Friday, July 24 over the handover of the National Theatre to some developers when the building is still the subject of a pending lawsuit.

Among the five others summoned by Justice Ayokunle Faji is Access Bank of Nigeria Plc and its Managing Director, Herbert Wigwe.

Others summoned to appear before the court are the Minister, Federal Ministry of Tourism, Culture, and National Orientation, the Infrastructure Concession Regulatory Commission (ICRC), the National Theatre and the National Troupe of Nigeria Board.

Justice Faji summoned all the parties who are listed as defendant/respondents in a suit before it by a company, Topwideapeas Limited.

Topwideapeas Limited is reportedly designated as the concessionaire of the fallow land adjoining the National Theatre.

The company, through its lawyer, Chijioke Okoli, has filed an exparte application asking the court to reverse the handover in order to protect its interest in the property.

Okoli also complained that despite pending litigation on the structure, the National Theatre was handed over to the CBN, Access Bank of Nigeria Plc, and Herbert Wigwe on July 12.

The handover was said to have been purportedly done by the National Theatre and the National Troupe of Nigeria Board, the Infrastructure Concession Regulatory Commission (ICRC), and the Minister, Federal Ministry of Tourism, Culture & National Orientation who are listed as the 1st to 3rd defendant in the suit.

The National Assembly Service Commission (NASC) on Friday evening sacked the Clerk to the National Assembly, Mohammed Sani-Omolori, and other top management staff of the Assembly.

Executive Chairman of the Commission, Ahmed Amshi, in a two-page statement at the end of an emergency meeting of the NASC named Ojo Amos Olatunde as the Acting Clerk to the National Assembly.

Other appointments include Bala Yabani Mohammed to Act as Deputy Clerk to the National Assembly, Dauda Ibrahim El-Ladan to replace Nelson Ayewoh as Acting Clerk, Senate.

Patrick .A. Giwa remains as Clerk, House of Representatives pending his retirement in November, 2020 while Yusuf Asir Danbatta is the Acting Secretary to the National Assembly Service Commission

All appointments, according to Amshi, which are with immediate effect, is in line with section 6(b) the National Assembly Service Act 2014 (as Amended) which gave the Commission power to appoint persons to the office of the Clerk to the National Assembly and other offices.

Malami Interfered With Several EFCC Investigations – Magu

Ibrahim Magu, the suspended acting chairman of the Economic and Financial Crimes Commission (EFCC), has indicted Abubakar Malami, Attorney General of the Federation (AGF), in a response he wrote to the Justice Ayo Salami-led panel investigating him over corruption allegations.

Magu, who is fighting to clear his name, said in a 44-page document, titled: “RD: Alleged Case Of Conspiracy Enrichment Abuse Of Public Office And Other Infractions”, said the office of the attorney general of the federation has either interfered or less cooperative and supportive with several cases under investigation, as reported.

He revealed that the laidback attitude of the office of the attorney general of the federal has frustrated cases of extradition.

The embattled Magu further said the Asset Tracing, Recovery and Management Regulations 2019 made by Malami, was meant to reduce the powers of the EFCC.

He said: “In several cases under investigation, recovery and management of assets, the office of the AGF has either interfered with the process or has been less cooperative and supportive.

“Also, the laidback approach of the office of the AGF in particular in cases of extradition has not been helpful.

“Rather than strengthening the institutional capacity of the commission and the provisions of section 17 of the Advance Fee Fraud and Other Fraud Related Offences Act 2006, the commission and its enabling statutes have been subjected to numerous attacks and blackmails majorly aimed at whittling down the powers of the commission.

“The Asset Tracing, Recovery and Management Regulations 2019, made by the AGF without the intervention of the National Assembly, seeks to divest the commission of its statutory powers to trace, recover and institute non-conviction based forfeiture proceedings in court.”

NAF Announces July 23 As Burial Date For Arotile

The Nigerian Air Force (NAF) has announced that the late Tolulope Arotile, Nigeria’s first female combat helicopter pilot, who died on Tuesday, will be buried on Thursday, 23 July.

This was disclosed in a statement issued by Air Commodore Ibikunle Daramola, NAF Director of Public Relations and Information, on Friday.

According to the military service, the late pilot will be buried with full military honours at the National Military Cemetery, Abuja.

The statement read: “The remains of late Flying Officer Tolulope Arotile, NAF’s first combat helicopter pilot who died on July 14 will be laid to rest with full military honours at the National Military Cemetery in Abuja on July 23.

“Meanwhile, a condolence visit to the Arotile family in Lokoja by a high-powered delegation, composed of the CAS, Honourable Minister of Women Affairs as well as the Chairmen of the Senate and House Committees on Air Force, has been scheduled to hold on a date before the burial.”

Also on Friday, Air Marshal Sadique Abubakar, the Chief of Air Staff, received some members of the Federal Executive Council (FEC) and members of the National Assembly, who visited him at NAF Headquarters, to condole with him over the demise of Arotile.

Among members of the FEC present at the NAF headquarters were the Minister of Women Affairs, Dame Pauline Tallen; and the Minister of Information and Culture, Lai Mohammed.

The joint delegation from the upper and lower houses of the National Assembly, comprising 20 members, was led by the Chairman Senate Committee on Air Force, Distinguished Senator Bala Ibn-Na’Allah, and the Chairman House Committee on the Air Force, Honourable Shehu Koko.
