Jose Peseiro has reportedly decided to quit his post as Head Coach of the Super Eagles. He’s expected to officially leave tomorrow, per multiple reports!

 

Super Eagles head coach Jose Peseiro has opened up on his next coaching steps after AFCON 2023.

Peseiro led Nigeria to the final of the just concluded AFCON 2023, losing 2-1 to host nation Ivory Coast in a nervy final.

The 63-year-old Portuguese tactician is reportedly a free agent following the expiration of his contract with the NFF and is yet to decide on his next coaching job.

Peseiro has been linked with the vacant Algeria job and insists he has up to 7 offers on his table.

“I told everyone to come back at the end of the month. What is certain is that I want to continue coaching and I need to choose wisely,” he told Goal.

“At this moment, I repeat, all options remain possible. I received a lot of options and a lot of contacts from national teams or clubs.

“I would say 5, 6 or 7 offers.

“I let them all know that I need to rest and that when my contract expires I will talk about it and start thinking about other projects. And decide my future. For now, I need to take a break and be calm.

“But I listen to the proposals and projects that are offered to me. And I evaluate whether I like it or not.”

Bill To Include Anambra In NDDC Suffers Set Back

bill to designate Anambra State as a member of the Niger Delta Development Commission, NDDC threw the Senate into rancour on Wednesday as members of the upper Chambers shared divergent opinions on the second reading of the bill.

The bill which failed to pass second reading after the Lawmakers voted against its passage was sponsored by Senator Tony NwoyeAnambra North, seeking inclusion of Anambra State through amendment of the NDDC Act N86 LFN 2004 that established the commission.

Armed with documents from the Revenue Mobilization Allocation and Fiscal Commission, RMAFC Nwoye informed the Senate that Anambra State has satisfied the requirements for recognition as oil producing state saying that the the the Revenue mobilization Allocation and Fiscal Commission had at its 139th Plenary Session held on 27th July 2021 approved the attribution of the following 14 oil Wells to the State.

He listed the oil Wells as ; Nzam 1 oil well, Anambra 1,2,3 oil wells (Straddied), Ogbu-1 oil well, Alo-1 oil well (straddled), Amesi 1, 2, 3,4 oil wells, Enyie 1, 2, 3, 4 oil wells.

Attempting to convince his colleagues to support the bill, Nwoye told the Senators that it has officially started receiving its share of 13% mineral derivation revenue from November 2021 till date.

Chaos ensued after Senate President Godswill Akpabio asked Senator Tony Nwoye to choose between stepping down the bill for further consultations or subject it to the voice votes of the Senators.

Akpabio who was the first to make contributions to the bill picked loopholes in the bill explaining that the current nine member states of Abia, Akwa-Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers of the NDDC were included as a result of their geographical location within the Niger Delta which Anambra State is not part of.

According to him, if Anambra State is to be included it means that other oil producing states such as Lagos, Gombe, Kogi, Bauchi , will also be included in the NDDC and identified as Niger Delta States.

Akpabio’s position received the support of Senators; Seraike Dickson, Isah Jibrin, Olamilekan Solomon, Eshilokun amongst others while Senators ; Adams Oshiomhole and few others backed the bill.

Responding to the Akpabio, Sponsor of the bill Tony Nwoye accused Senator Jibrin Isah (Kogi East) of lying before the Senate by saying that Kogi State has started receiving oil derivation since 2022.

“Mr. Senate President, I have the record that Anambra State has started receiving 13 % derivation since November 2021 and as of today Kogi State is not receiving a dime from the Federal Government. He mentioned Kogi and he was trying to misinform the Senate, Nwoye roared.

Jibrin fired back admonishing the Anambra lawmaker to limit his argument to his state, saying, “Kogi has started receiving oil derivation since 2022.”

“With due respect Mr. Nwoye I want to limit yourself to your presentation and your state. What happens in Kogi State is not your business. I am telling you that the information getting to me shows that Kogi is getting 13%, Isah stood his ground.

As the arguments ensued Senate President Akpabio urged Tony Nwoye not to rely on the letter he received from the RMAFC saying that the letter only provided clarifications on the 13 percent derivation of Anambra and not Kogi.

Reacting, the Senate President, Godswill Akpabio, suggested an amendment that would have accommodated other states, since Kogi is now an oil producing state, and other states that may have oil in future.

Akpabio maintained that there is no need for the bill since Anambra was already receiving its 13 percent derivation from the Federation Government and the state is also receiving funds being a member of the host communities as provided in the recently passed Petroleum Industry Act bill.

According to Akpabio the mangrove swamp forests made it possible for states like Imo, Abia and Ondo to be included into the Niger Delta and subsequently the NDDC. He stressed that if Anambra is to be added oil producing states like Kogi, Zamfara, Bauchi will also be added.

Reacting, Nwoye refused to withdraw the bill, he explained that oil wells in Ogbaru community in Anambra are located within the same geographical location as Ndoni community of Rivers States as such Anambra should be included in the NDDC.

“Check the boundary and map of the Niger Delta . The Ogbaru people of Anambra speak the same dialect with Ndoni people; they share almost everything with Niger Delta people and that is where their oil Wells are located. That is where these oil exploration are being done, Tony Argued.

The return of the Oil Mineral Producing Areas Development Commission (OMPADEC) was however suggested by Senator Seraike Dickson who disagreed with Nwoye’s bill describing it as “absolute nonsense”.

“The Niger Delta is one of the basins in the world, which over time has involved other states like Ondo State ,Abia, Imo which are part of the basins and because of that they were included in Niger state.

It means that now that Oil gas has been found in Gombe they will now be included in Niger Delta. Maybe we have to go back to OMPADEC. They are already getting 13% derivativation, so maybe this bill should be stepped down for further deliberation, he said.

On his part Adams Oshiomhole supported the bill ; “They (Anambra) deserve to be treated like other oil producing states , with this they can be on the board of the NDDC. Without necessarily changing the word Niger Delta , it’s about equity and fairness, so I support the motion

On submissions made by Senator Nwoye that even if NDDC is considered to be a geographical or regional interventionist body , Anambra State qualifies to be a member on account of its proximity to Niger Delta area, Akpabio said the National boundary commission would have to decide that.

The bill was later thrown out after it was subjected to a voice vote with majority of nays from the Senators voting against its second reading.

He further said some suspects arrested at the scene were still in the custody of the army as investigation continues.

“Few people have been arrested, they are in our custody, we hope they will give us useful information that would lead to the arrest of others that are involved in this act.”

Answering questions from newsmen, one of the suspects confessed to the crime, saying the wells belonged to different families in the community.

He revealed that sometimes diggers die in the process of digging the wells when they inhale the smell of the gas, saying they were usually paid about N40, 000 to excavate a well of about 15 feet.

The suspects, whose name was not revealed as of the time of filing this report, stated, “It is owned by the community and not by one person.

“To get oil, sometimes if the place is like here, we dig like 10 to 15 feet. When we dig it and notice that the gas is rising, if you do not run out on time people might suffocate and we bring them out half-dead, but the unlucky ones die.

“When we bring them out, we pour water on them and give them coke. After the gas the oil will come out and another set will come to fetch it after we have finished digging it.”

President Tinubu Set To Depart For Qatar On Official Visit

Presidential spokesman, Ajuri Ngelale, disclosed this in a statement on Thursday.

Ngelale said President Tinubu was visiting the State of Qatar on the invitation of His Highness, Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar.

He said the President will be accompanied on the trip by senior government officials who are expected to sign several agreements focused on boosting Nigeria’s real sector and creating value-additive investments across the fields of trade, education, culture, solid minerals and others.

Ngelale said: “Honouring an invitation by His Highness, Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, President Bola Tinubu will depart Lagos State and embark on a two-day official visit to the State of Qatar on Thursday, February 29, 2024, to further strengthen cooperation between the two nations in several areas, including security, cultural exchange, and economic development.

Former Manchester United midfielder Paul Pogba has been banned for four years over a doping offence, Sky News understands – potentially ending his career at the top level.

The Frenchman, who won a World Cup with Les Bleus in his heyday in 2018, turns 31 next month, meaning he could be pushing 35 by the time he’s allowed back on the pitch.

Pogba, who is now contracted to Italian giants Juventus, was provisionally suspended by the country’s national anti-doping tribunal in September after testing positive for testosterone.

The test, performed after Juve’s 3-0 season-opening victory at Udinese on 20 August, detected the hormone, which increases athletes’ endurance.

He was an unused substitute in that game.

Pogba’s positive test was also confirmed in a counter-analysis on a second sample in October.

Juventus did not comment, but a source confirmed the club has been notified and would assess the next steps.

Pogba’s representatives have been approached for comment.

Due to injuries, he has made only eight appearances since moving back to Juventus from Manchester United on a free transfer for a second time in 2022.

During his first spell with Juventus between 2012 and 2016, Pogba won plaudits for his performances in the Italian league and in European competition.

He has also impressed over the majority of his 91 appearances for France, particularly during the country’s 2018 World Cup campaign.

Pogba’s second spell at United – where he broke through as a youth player before moving to Juventus to play first-team football – is widely considered to be underwhelming.

Signed for a then-record fee of more than £80m, Pogba was an inconsistent performer for dysfunctional United side that continued to struggle in the post-Alex Ferguson years.

Urum Kalu Eke: South East Nominee Rejects Tinubu’s Appointment To CBN Board

A nominee for membership of the Central Bank of Nigeria Board of Directors, Urum Kalu Eke has declined the offer stating that he was currently engaged in the World Bank.

This came to the fore during the Thursday plenary when the Senate began the process for the confirmation of the nominees.

President Bola Tinubu had on February 13 forwarded the names of Urum and four others for confirmation as members of the board for the CBN.

But during the confirmation, former Governor of Abia State, Senator Orji Kalu,( APC, Abia North ) told the Senate that the person who is his constituent had called him on the phone to reject the offer, noting that it would conflict with his present job as a consultant with the World Bank.

He said, “The nominee told me this role would conflict with his job as a consultant to the World Bank, Federal Government agencies and other private companies.”

Meanwhile, the Senate has confirmed the appointment of four other members of the Board of Directors of the CBN forwarded to it by the President.

Those confirmed by the Senate on Thursday as Directors are Robert Agbede; Ado Yakubu Wanka; Professor Murtala Sabo Sagagi and Mrs. Muslimat Olanike Aliyu.

The confirmation was sequel to the consideration of a report of the screening of the nominee presented by the Chairman, Senate Committee on Banking, Insurance & Other Financial Institutions by the Chairman, Senator Adetokunbo Abiru, (APC, Lagos East).

Abiru said, “That the Senate do receive and consider the report of on the confirmation of the nomination of the following Five (5) persons as members of the Board of Directors of the Central Bank of Nigeria in accordance with section 6(1), (2) (d) and 10 of the Central Bank of Nigeria Act, 2007.”

According to him, the Committee did not clear Urum Kalu Eke from Abia because he failed to appear before the Committee for screening.

‘It Will Be Nuclear War If The West Send Ground Troops To Ukraine’ – Putin

Russian President Vladimir Putin vowed Thursday to fulfill Moscow’s goals in Ukraine and sternly warned the West against deeper involvement in the fighting, saying that such a move is fraught with the risk of a global nuclear conflict.

Putin’s warning came in a state-of-the-nation address ahead of next month’s election he’s all but certain to win, underlining his readiness to protect Russian gains in Ukraine.

In an apparent reference to French President Emmanuel Macron’s statement earlier this week that the future deployment of Western ground troops to Ukraine should not be “ruled out”, Putin warned that it would lead to “tragic” consequences for the countries who decide to do that.

Putin noted that while accusing Russia of plans tp attack NATO allies in Europe, Western allies were[b] “selecting targets for striking our territory and selecting the most efficient as they think striking assets and talking about the possibility of sending a NATO contingent to Ukraine.”[/b]

“We remember the fate of those who sent their troop contingents to the territory of our country,” the Russian leader said. “Now the consequences for the potential invaders will be far more tragic.”

Speaking before an audience of lawmakers and top officials, Putin said the West should keep in mind that “we also have the weapons that can strike targets on their territory, and what they are now suggesting and scaring the world with, all that raises the real threat of a nuclear conflict that will mean the destruction of our civilization.”

“Don’t they understand it?” he said, alleging that Western leaders are playing with options of deeper involvement in the conflict, as in a simulation. “Those people haven’t been through any tough challenges and they have forgotten what war means.”

The strong statement followed earlier warnings from Putin, who has issued frequent reminders of Russia’s nuclear might since he sent troops into Ukraine in February 2022 as he sought to discourage the West from expanding its military support for Kyiv.

Putin emphasized that Russia’s nuclear forces are in “full readiness,” saying that the military has deployed potent new weapons, some of them tested on the battlefield in Ukraine.

The Kremlin leader said they include the new Sarmat heavy intercontinental ballistic missile that has entered service with Russian nuclear forces, along with the Burevestnik atomic-powered cruise missile and the Poseidon atomic-powered, nuclear-armed drone, which are completing their tests.

He added that the Kinzhal and Zircon hypersonic missiles have proven their efficacy on the battlefield in Ukraine.

At the same time, he rejected Western leaders’ statements about the threat of a Russian attack on NATO allies in Europe as “ravings” and again dismissed Washington’s claim that Moscow was pondering the deployment of space-based nuclear weapons.

Putin charged that the U.S. allegations were part of a ploy to draw Russia into talks on nuclear arms control on American terms even as Washington continues its efforts to deliver a “strategic defeat” to Moscow in Ukraine.

“Ahead of the U.S. election, they just want to show their citizens, as well as others, that they continue to rule the world,” he said. “It won’t work.”

In his speech that focused heavily on economic and social issues ahead of the March 15-17 presidential vote, Putin argued that Russia was “defending its sovereignty and security and protecting our compatriots” in Ukraine, charging that the Russian forces have the upper hand in the fighting.

He hailed Russian soldiers and honored those who were killed in fighting with a moment of silence.

Putin has repeatedly said that he sent troops into Ukraine in February 2022 to protect Russian interests and prevent Ukraine from posing a major security threat to Russia by joining NATO. Kyiv and its allies have denounced it as an unprovoked act of aggression.

The Russian leader has repeatedly signaled a desire to negotiate an end to the fighting but warned that Russia will hold onto its gains.

Putin, 71, who is running as an independent candidate in the March 15-17 presidential election, relies on the tight control over Russia’s political system that he has established during 24 years in power.

Prominent critics who could challenge him have either been imprisoned or are living abroad, while most independent media have been banned, meaning that Putin’s reelection is all but assured. He faces token opposition from three other candidates nominated by Kremlin-friendly parties represented in parliament.

Russia’s best-known opposition leader Alexei Navalny, whose attempt to run against Putin in 2018 was rejected, died suddenly in an Arctic prison colony earlier this month, while serving a 19-year sentence on extremism charges. Navalny’s funeral is set for Friday.

Again, House Of Reps Passes Nigerian Peace Corps Bill

For the second time since the inauguration of the 10th Assembly, the House of Representatives on Thursday, February 29, passed the Bill for an Act to establish the Nigerian Peace Corps.

The bill was first passed by the 10th House of Representatives on Thursday, October 12, 2023, but was rescinded by the House two months later to address emerging issues in the bill.

In moving the motion for rescission, chairman of the House Committee on Rules and Business, Francis Waive said new facts emerged that will strengthen the functions and the operational structure of the Corps.

He emphasized the need for the House to rescind its decision on the Bill and recommit it to the Committee of the Whole for reconsideration and passage.

The bill sponsored by Deputy Speaker, Benjamin Kalu and House leader, Julius Ihonvbare is one of the bills that were reintroduced into the House after failing to get Presidential assent following earlier passage by the 9th Assembly.

Among others, the bill seeks to establish the Nigerian Peace Corps as a body charged with the responsibility to develop, empower, and provide gainful employment to youths to facilitate peace, volunteerism, Community Services, Neighborhood Watch, and nation-building.

The bill will now be transmitted to the Senate for concurrence before being sent to the President for assent.

The Peace Corps of Nigeria was established over 25 years ago by the National Commandant, Dickson Akoh, and incorporated under the Company and Allied Matters (CAMA) Act.

It was accorded the Federal Government recognition through the Federal Ministry of Youth Development and granted a license to operate in the Country as a Non-Governmental Organization by the Federal Ministry of Finance, Budget and National Planning.

[Oronsaye Report] Tinubu lacks power to merge agency without National Assembly – Fatai Abiodun

On Tuesday, I woke up to the news of the announcement made by President Bola Tinubu’s directive for the implementation of Stephen Oronsaye’s report as a means to cut the cost of governance.

It is important to recall that former President Goodluck Jonathan in 2011 set up the Presidential Committee on Restructuring and Rationalisation of Federal Government Parastatals, Commissions and Agencies under the chairmanship of Stephen Oronsaye.

The Presidential Committee comprised of the following members—Stephen Oronsaye, Chairman; Japh CT Nwosu, Member; Rabiu D. Abubakar, Member; N. Salman Mann, Member; Hamza A. Tahir, Member; Adetunji Adesunkanmi, Member and Umar A. Mohammed, Member.

The Oronsaye report established that there are 541 Federal Government parastatals, commissions and agencies (statutory and non-statutory) as of then and it proposed that 263 of the statutory agencies should be reduced to 161, while 38 agencies should be abolished and 52 should be merged. The panel also recommended that 14 of the agencies should revert to departments in various ministries.

In June 2012, the Oronsaye’s Committee submitted its report to the Government and a White Paper Drafting Committee, headed by Mr Mohammed Bello Adoke, SAN, CFR, then-Attorney General of the Federation and Minister of Justice, was set up to study the recommendations of the report and proffer advice to the Federal Government on the implementation strategies.

It is important to state that the White Paper committee made far-reaching suggestions, rejections and approval on the items suggested by the Oransaye’s committee. The suggestions tabled by the then Attorney General of the Federation and Minister of Justice committee touched on the constitution amendments amongst others.

Today, we have more than 1200 Federal Government parastatals, commissions and agencies (statutory and non-statutory). Surprisingly, then-President Goodluck Jonathan did not give any reason for the non-implementation of its Attorney General white paper report and former President Muhammadu Buhari who ordered the implementation of Oronsaye’s restructuring report also failed to give any reason for non-implementation.

The pertinent question to ask is, how come the government that was complaining about the cost of governance created more than 500 parastatals, commissions and agencies since 2011 till date?

No one needs to be told about the duplicity of tasks and powers of several agencies of the Government, and the National Assembly keeps creating new commissions when the existing ones can be amended to accommodate new innovations.

It’s surprising to hear that President Tinubu has also ordered full implementation of the Oransaye report without putting into consideration the suggestions made by the white paper committee headed by the former Minister of Justice, Mr Bello Adoke SAN, and without proper analysis of the reason why the past presidents failed to implement it.

It is important to state that those agencies, Parastatals and Commissions recommended for eradication, merging and transfer by the Oransaye’s report were creations and products of statutes. The Government lacks the power to unilaterally merge and abolish any agency created by the statute; it must be done in accordance with the law.

Section 4 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) vested the National Assembly with the legislative powers to make laws for the peace, order, and good government of the Federation concerning any matter included in the Exclusive Legislative List and the Concurrent List.

It is trite in law that the President in any form cannot by an administrative action or directive or command waive, eradicate and merge agencies, parastatals and commissions of the government predicated on law or statute.

When we are not in a banana republic, one would have expected the President to summon his Attorney General to re-study the recommendation of the White Papers committee report on the Oransaye’s led restructuring exercise rather than making a hasty announcement that would not yield any tangible result.

President Tinubu cannot do whatever he wants through mere orders. The president can only issue executive orders that are within the boundaries of existing law, or within the clearly defined constitutional of his powers. President Tinubu has zero authority to abolish any government agency created through legislation.

The purported agencies, parastatals and commissions listed by the Special Adviser to the President on Policy Coordination, Hadiza Usman to be merged and eradicated without doing the legally needful is illegal, unconstitutional and null and void with no single effect.

The presidency should demonstrate competency in handling the affairs of this nation and avoid the policy of trial and error. If President Tinubu is sincere about the implementation of Oransaye’s report which does not truly reflect the current reality of the total number of agencies, the president needs to re-constitute the committee and give them a timeline to make recommendations considering the reasons given by Bello Adoke’s white papers report.

It’s cardinal for President Tinubu to liaise with the National Assembly if he truly decides to carry out any restructuring in a bid to cut the cost of governance, and he must put a mechanism in place to validate the creation of new agency by the National Assembly before appending its signature to avoid the stories that touch.
