NIPR-FCT Appoints Legal Adviser, Special Assistant

The Nigerian Institute of Public Relations (NIPR) FCT Chapter has appointed a seasoned Public Relations and Legal practitioner, Prince George Duku as its Legal Adviser and Alex Enamanna, a certified promising young Public Relations practitioner as Special Assistant to the Chairman on Media Relations.

According their letters of appointment dated 31st July, 2024, the Chapter Chairman, Mr. Stanley Ogadigo, said the decision was in line with his administration’s vision for greater value addition to the Chapter.

Conscience Is An Open Wound, Gov Diri Replies Sylva

Governor of Bayelsa State, Senator Douye Diri, has read the irreverent statement signed by a former Minister of State for Petroleum Resources, Chief Timipre Sylva, on the #endbadgovernance and hunger protest planned from August 1 across Nigeria.

In the statement, the former Bayelsa State governor unsuccessfully attempted to exonerate himself from a plot to cause mayhem in the state during the proposed protest.

Governor Diri is however not surprised neither is he perturbed about the uncouth riposte of the All Progressives Congress (APC) candidate in the November 11 governorship poll in the state. This is consistent with his oft-predictable character.

For a man privileged to have led a state as governor to descend to such low levels is rather unfortunate.

But in addressing the crux of the matter, only those who do not know the former Minister of State would believe his chameleonic attempt at exoneration.

Chief Press Secretary to Governor of Bayelsa State noted that Sylva’s fuss about Governor Diri’s remarks during Monday’s state security council meeting is not only riling but also clearly betrays one troubled by conscience.

According to Uthman Dan Fodio, “conscience is an open wound. Only truth can heal it.” Sylva obviously fits Chinua Achebe’s Things Fall Apart portraiture of the old woman that gets uncomfortable when dry bones are mentioned in a proverb.

How else does one explain Sylva’s diatribe when the Bayelsa governor did not as much as mention his name while he spoke at the referenced security council meeting? Is it truly the case of a conscience overtaken by guilt? Perhaps!

Governor Diri is a serious-minded leader and not given to frivolity in governance. As the chief security officer of the state, he is regularly briefed on any threat to its peace. So his caution to youths to be wary of being used by politicians that are still seething from their loss in the last governorship poll was apt.

There were 16 candidates in that election, including the incumbent governor. Pray, how did his reference to failed politicians at the poll conduce to the person of Sylva only? Perhaps, it is another case of the bird crying at night and the child dying in the morning. Do we need to ask what killed him?

Sylva’s cold-hearted and ardourless rebuttal flies in the face when it is clearly seen that his APC members and supporters in the state are all over the social media space galvanising support for the #endbadgovernance protest. Only the ignorant and naive will be deceived by his vacillation, disclaimer or denial.

Senator Diri, a pacifist and governor on the platform of the Peoples Democratic Party, has been engaging with various groups to ensure that the protest is peaceful or shelved completely to avoid destruction or loss of lives. The state cannot afford another bout of the February 13, 2020 insensitive and mindless destruction of assets belonging to the state and individuals. Intelligence reports already indicate that the same band of heartless individuals are being procured to again unleash mayhem on the state in the guise of a protest.

Governor Diri’s call is for reason to prevail and the protest shelved.

***Top NPFL Sides Confirm Participation

The Ministry of Sports Development and the Bayelsa State Football Association, in collaboration with the Prosperity Cup organizers and Red Sapphire, a sports management consultant have concluded plans to stage the maiden Governor Douye Diri pre-season football tournament in Yenagoa.

Secretary of the Local Organising Committee of the pre-season tournament, Mr. Diseye Nwankwe gave the hint at the Samson Siasia Stadium, while addressing newsmen, ahead of the tournament.

He explained that the tournament will hold between Sunday, 11th and Sunday, 18th of August, 2024, with participating teams expected to arrive on the 11th of August.

According to him, the essence of the tournament is to put the participating teams, especially Bayelsa United in good shape for the 2024/2025 football season.

The tournament is also intended to foster stronger relationships among the participating teams, provide a platform for the teams to prepare for the upcoming season, identify and recruit new talents to strengthen their squads, ahead of the season as well as help the players develop mental toughness and prepare them for the pressures of top flight competition.

The secretary of the LOC, who also doubles Secretary of the Bayelsa State FA, further stated that, the event will equally provide an opportunity for teams to bond together and transform themselves to more cohesive units, among others.

The tournament, which is expected to feature eight teams from the top flight of the Nigerian League will see perennial title contenders Rivers United of Port Harcourt, Sunshine Stars of Akure, Abia Warriors of Umuahia, Akwa United of Uyo and hosts, Bayelsa United of Yenagoa in action.

Others are Insurance of Benin, Kwara United of Ilorin, Warri Wolves of Warri, Shooting Stars of Ibadan, Coal City United FC of Enugu and 2023 Prosperity Cup champions and Bayelsa State FA Cup Champions, Krusaders of Yenagoa.

Mr. Nwankwe disclosed that appearance fee for each of the participating teams will be Five Hundred Thousand naira (#500.000.00), in addition to free accommodation for all the visiting teams, among other incentives.

He stated that more teams, other than the already designated teams are jostling to participate in the Governor Douye Diri pre-season football tournament, insisting that, participation in this maiden edition has been pegged at a maximum of 8 teams.

In his reaction, Bayelsa United Technical Adviser, Ladan Bosso said the tournament would serve as a perfect preparatory ground for his wards, ahead of the upcoming season, which is due to commence on the 31st of August, 2024.

He promised to use the Pre- Season Tournament to perfect his strategies for Bayelsa United and turn the side around to a formidable team capable of challenging for titles in the coming season.

Bosso used the opportunity to applaud Governor Douye Diri for sponsoring the tournament, stating that the gesture is indicative of the governor’s desire to give sports, especially football it’s pride of place in the scheme of things.

The former National U-20 team gaffer noted that the pre-season tourney is to test the readiness of the team, as well as enable him to make necessary adjustments prior to the new season.

Other coaches, who are expected to lead their teams to the tournament include; Abia Warriors FC helmsman, Imama Amapakabo, Rivers United FC, managed by former super eagles coach, Finidi George, Muhammed Babaganaru of Akwa United, Kennedy Boboye of Sunshine Stars, Monday Odigie of Insurance, Austine Johnny of Warri Wolves, Gbenga Ogunbote of Shooting Stars and Genesis Suomokumo of Krusaders Feeders FC.

2025 LG Election: Abayomi Adelakun Resigns As CDC Chairman Igbogbo Baiyeku LCDA

The MD/CEO, Abayomi Adelakun & Co, Abayomi Adelakun has announced his resignation from office with immediate effect.

Bayelsa To Set Up LG Teams Against Oil Theft

To combat the menace of oil theft in communities across the state, chairmen of the eight local government councils in Bayelsa State have been mandated to constitute task force in their areas.

Governor Douye Diri, who stated this on Tuesday during a meeting with local government chairmen in Government House, Yenagoa, said the decision to set up the local government task force on oil theft was borne out of a meeting between governors of the oil producing states and the National Security Adviser, Mallam Nuhu Ribadu, last week in Abuja.

A statement by his Chief Press Secretary, Mr Daniel Alabrah, quoted the governor as saying that the teams would collaborate with the Bayelsa State Community Safety Corps to check oil theft.

Senator Diri noted that the incidence of crude oil bunkering and theft have had multiple effects, including low oil production output thereby affecting revenue accruing to states as well as degradation of the ecosystem.

According to him, “arising from the meeting in Abuja, l have also invited you since you are at the local government level of governance in the fight against crude oil theft.

“The issue of oil theft and oil bunkering are of serious concern in our local government areas and since the federal government has involved states and local governments in combating the menace, all hands must be on deck to stamp it out.

“Federal government is working to shore up oil production and if we are able to stop oil theft, production will increase thereby increasing revenues for states and local governments.”

On the August 1 nationwide protest, Senator Diri charged council chairmen to assert their authority by ensuring that the prevailing peace was maintained across communities in the state.

He equally directed that council chairmen should liaise with officials of the National Drug Law Enforcement Agency (NDLEA) with a view to provide accommodation to the agency to enable it carry out its duties in their areas.

 

CJN Olukayode Ariwoola Set To Retire

The Chief Justice of Nigeria (CJN), Olukayode Ariwoola, is set to retire from the bench as he clocks the mandatory retirement age of 70 in August.

A valedictory court session will be held in his honour on his 70th birthday on 22 August 2024, a statement by the Head of Information and Communication at the Supreme Court, Akande Festus, said on Monday.

The date falls during the vacation of the judges of the Supreme Court and other courts in the country, which commenced on Monday.

“The 2023/2024 legal year of the Supreme Court concluded on Friday, 19 July. Following this, the court commenced its vacation on Monday, 23 July 2024, and is scheduled to reconvene for the first term of the 2024/2025 legal year on Monday, 23 September,” the statement said.

It said the ceremony marking the commencement of the new legal year will be held on 30 September.

Sixty-six year-old Kudirat Kekere-Ekun, the next most senior justice on the Supreme Court, is expected to take over as the CJN when Mr Ariwoola leaves on 22 August.

Ariwoola’s two years as CJN
Mr Ariwoola took office as the acting CJN about two years ago on 27 June, following the abrupt resignation of his predecessor, Tanko Muhammad, on health grounds.

He leaves office when the judiciary faces an unabated confidence crisis fuelled by conflicting court orders, delays, and perceived irrational court decisions.

Earlier this month, Mr Ariwoola denounced the conflicting court decisions issued by some judges, describing the situation as an “attempt to make a mockery of our judicial system and flagrantly desecrate the revered Temple of Justice”.

He vowed that any judge found to be culpable would be sanctioned.

Before becoming the CJN, Mr Ariwoola, as the second most senior judge of the Supreme Court, led the list of his 13 colleagues that sent a protest to the then CJN against the poor handling of their welfare and the operations of the court.

The ripples created by the leaked memo had yet to die down when Mr Muhammad resigned.

43 years in legal profession
Mr Ariwoola was born on 22 August 1954.

Altogether, he put about 43 years into his legal career, which started with serving as a state counsel during his national youth service at the Ondo State Ministry of Justice, Akure, between 1981 and 1982.

He later served as a legal officer at the Oyo State Ministry of Justice between 1982 and 1988.

From October 1988 to August 1988, Mr Ariwoola worked as counsel-in-chambers in a private law firm, Chief Ladosu Ladipo, SAN & Co. Legal Practitioners.

He later served as the principal partner of Olu Ariwoola & Co Mako Allah Champers in Iseyin from 1989 to 1992.

Mr Ariwoola continued his legal profession on the bench when he was appointed an Oyo State High Court judge in 1992.

After three years on the High Court bench, he was elevated to the Court of Appeal in 1995.

He was on the Court of Appeal bench until he was elevated to the Supreme Court in 2011. He is currently the longest-serving justice of the Supreme Court, having spent 11 years on the court’s bench.

He has put about 32 years into his judicial career, starting with his appointment as a High Court judge in 1992.

Justice Ogbuanya Moderates Judicial Institute’s Workshop on Digital Courtroom

Hon. Justice Nelson Ogbuanya of the National Industrial Court on Monday 29th July 2024, moderated the session on “Digital Courtroom: Managing Remote Access and Video links for Victims and Witnesses in Judicial Proceedings”, at the ongoing Hybrid National Workshop on Legal Research and Information & Communication Technology (ICT) for Legal and Research Assistants, Registrars and ICT officers of the Judiciary holding from 29th -31st July 2024, at the National Judicial Institute (NJI) Abuja.

 

In his Keynote Address, while declaring open the event, the Chief Justice of  Nigeria, His Lordship Hon. Justice Olukayode Ariwoola, GCON, FNJI, pointed that the theme of the Workshop: “Enhancing Effective Justice Delivery Through ICT”, reflects the commitment of the Judiciary to embracing technological innovations in modernizing and reforming the administration of justice in Nigeria, and there is need not to view technology as a threat to the existing structure but rather as a powerful ally in our pursuit of justice.

 

In his Welcome Address, the Administrator of the National Judicial Institute, Hon. Justice Salisu Abdullahi, emphasized the importance of exploring the impact of ICT on justice administration in view of the primary responsibility of Legal Research Assistants, which is the provision of quality research work and application of excellent analytical and writing skills, making informed utilization of ICT tools indispensable.

 

In his remarks, the Moderator of the Session, Hon Justice Nelson Ogbuanya, stated that leveraging technology for effective justice delivery in modern times in form of adopting Digital Courtroom and operating in hybrid system, has no legal challenge, as even the Constitution never envisaged exclusion of other non-physical spaces, such as digital platforms, as not being part of a Courtroom. He explained that digital courtroom aims to improve the effectiveness of the internal courtroom management by integrating remote proceedings via digital platforms, and urged the participants to be more proactive with the use of ICT tools for the advancement of justice in their respective domains.

 

The resource person, Mr. FolorunsoAgbeja, who is the Assistant Director IT Unit of the Supreme Court of Nigeria, while showcasing the operation of ICT in the digital courtroom, explained that the digital age has revolutionized the way society communicates and conducts business and the judiciary is not exempted.

The IT expert further stated that the use of technology in the courtroom must align with the rules and principles guiding judicial proceedings, and advised that with the appropriate use of remote access tools in courtrooms, there will be greater efficiency, cost savings, quick dispensation of justice, and access to justice for vulnerable victims and witnesses in judicial proceedings.

 

The Participants cut across Legal and Research Assistants, Registrars and ICT Officers from Federal and State Courts nationwide.

Prosperity Cup: Stakeholders Applaud Gov Diri For Increase In Prize Money To N30M

Organizers of Nigeria’s biggest grassroots football spectacle, the Bayelsa Governor’s Football Tournament, tagged the Prosperity Cup have applauded Governor Douye Diri for the increase in the tournament prize money for next year’s edition

Speaking to newsmen in Yenagoa at the weekend, Director General of the Central Organizing Committee ( COC ) Mr. Ono Akpe hailed the governor for his passion and support towards the development of grassroots football in the state, saying that the governor was pleased with the quality of football witnessed in both finals and urged the organizers to continue to strive for improvement in every edition.

Mr Akpe said the prize money for the Prosperity Cup 2025 has been increased for male and female categories, following the approval of Governor Douye Diri.

According to him, winners of the male category will no longer receive five million naira (#5,000,000), but ten million naira (#10,000,000), while the female champion will smile to the bank with five million naira, (#5,000,000), as against the one million naira the champions got this year, adding that the second to fourth position will also benefit from the increment of Thirty Million Naira up from the Fifteen Million Naira that was the previous prize money .

The Prosperity Cup Director General stressed that the gesture by the Governor speaks volumes of his administration’s drive towards using sports as a vehicle to steer youths away from criminal activities and drug abuse, maintaining that the tournament would continue to witness unprecedented improvement as it progresses.

Mr Ono Akpe extended his appreciation to the Deputy Governor, Senator Lawrence Ewhrudjakpo, and the Commissioner for Sports Development, Dr. Daniel Igali, their for the leadership role they played throughout the tournament, pointing out that their direct supervision was crucial to the prosperity cup success story. He stated that ” With the increased prize money, the COC would be re-organised and repositioned to meet the challenges ahead in the 2025 edition. Also, a new format for the 2025 edition would also be unveiled in due course, ” he concluded.

Fuel Rises To ₦‎1,300/Litre As Depots Run Dry

Many depots for Premium Motor Spirit, popularly called petrol, are currently dry, leading to fuel scarcity and attendant queues in Lagos, Ogun, parts of Abuja, Niger, and some other states across the country.

The PUNCH reports that black marketers have taken advantage of the situation, selling as high as N1,300 per litre and N1,500 per litre in parts of Lagos and Ogun states.

Long queues started building up at fuel stations in Abuja and Lagos on Friday and have persisted.

On Saturday, while reacting to the long queues and scarcity in some parts of the country, the Nigerian National Petroleum Company Limited said the tightness in fuel supply and distribution was caused by a hitch in the discharge operations of a couple of vessels.

“The NNPC Ltd wishes to state that the tightness in fuel supply and distribution witnessed in some parts of Lagos and the FCT is as a result of a hitch in the discharge operations of a couple of vessels,” the NNPC Chief Corporate Communications Officer, Olufemi Soneye, said.

The company added that it was “working round the clock with all stakeholders to resolve the situation and restore normalcy in the operations.”

However, despite the assurance by the NNPC, the situation worsened as checks by our correspondents nationwide on Sunday showed that there were long queues at several filling stations across major cities.

No loading at Apapa

The PUNCH gathered that there was no loading of trucks in the Apapa depots as of Sunday.

A depot operator, who did not want his name in print, told our correspondent that there was no fuel in almost all the depots on Sunday after the little available was supplied on Saturday.

The source confirmed that the depots are dry, saying “supply gets late thereby affecting product load out.”

It was observed on Sunday in Abuja, the capital city that while the few filling stations that dispensed the product sold it at between N660/litre and N800/litre, black marketers took advantage of the scarcity to hike the price to about N1,200/litre, depending on the area of purchase.

This came as oil marketers revealed that they were also queuing up to load petrol, adding that most depots lacked stock to sell.

“We, marketers, too are surprised that we couldn’t get fuel as we used to get at depots. We were worried too; we didn’t know the cause until the NNPC came out with a release on Saturday. Let’s just believe what the NNPC said, that they would arrest the situation,” the National Vice President of the Independent Petroleum Marketers Association of Nigeria, Hammed Fashola, told one of our correspondents.

“I believe that within this week, everything will be normalised by the time they push products to the depots for marketers to pick from. Ours is to pick from the depots, take it into our stations, and dispense to the public. But for now, most of the depots are dry. The implication of that is that the stations will be dry too. Most of our members have run out of stock. That is the cause of the queues we are experiencing now,” Fashola added.

He noted that marketers were still buying PMS “at a price that is above N700/litre from the private depots.”

“We are not yet getting direct supply from the NNPC as we are supposed to. What we are getting is so small compared to our population. That is why we are forced to go to the third parties, the private depot owners, and they are not helping matters with the kind of price they are putting out there.

“That is why independent marketers sell around N800 or so. Until we address this issue of direct supply, there will be issues. We keep shouting to the NNPC to look at that area properly because something is fundamentally wrong with our distribution channel and until they correct that, we will continue to have this issue of fuel scarcity.”

On his part, the Executive Secretary of the Major Energies Marketers Association of Nigeria, Clement Isong, also confirmed that there had been low stock but could not tell when the situation would improve.

“The problem is that the stock is low because there have been some challenges in bringing the product into the country from the vessels. We are all queuing up for products, everybody is looking for the product from the NNPC. Only the NNPC knows when normalcy will be restored. It is the sole supplier,” he stated.

The spokesperson for the NNPC, Olufemi Soneye, did not respond to inquiries on Sunday on when the fuel supply situation would improve up till when this report was filed.

N1,500/litre in Ogun, Lagos

Our correspondents who visited parts of Lagos and Ogun states on Sunday reported that many fuel stations did not open for business while the handful that opened had long queues of vehicles and people buying in jerrycans. Black marketers had a field day selling to impatient motorists at between N1,200 and N1,500 per litre, depending on the location.

A bus driver, Elijah Sunday, who spoke to one of our correspondents at the Ketu motor garage in Lagos, lamented the struggle to get PMS.

“We have been finding it hard to get fuel for the past couple of days and it’s expensive, so, we had to increase the rates,” he said.

A minibus driver plying the Eko Hotel-CMS route in Lagos insisted on N300 instead of N200, citing the fuel scarcity.

Fuel queues were observed at PM Petroleum at Cele Bus Stop along the Oshodi-Apapa Expressway. At the North West filling station close to CharlyBoy Bus Stop at Gbagada, Lagos and the NNPC station at Ogudu, there was a long line of vehicles.

At Petrocam, a filling station in Ajao Estate, Lagos fuel sold for N780 per litre.

The PUNCH observed that there was a long queue at the NNPC station along the Cele Expressway, where the pump price was set at N568 per litre.

One of our correspondents gathered on Sunday that a litre of PMS was sold at N1,200 in Ipokia, a border community in Ogun State.

Similar scenarios also played out in some residential areas in Abuja where black marketers sold their fuel at between N1,000/litre and N1,200/litre.

Residents of Idiroko, Ajegunle, Maun, Ijofin, Agosasa, Madoga and other areas in the Ipokia Local Government in Ogun State said they now patronise black marketers, following the ban on fuel supply in border areas.

“You know we have about four filling stations servicing the entire local government area because we are in the border areas. They sell at N870/litre now while black marketers sell at N1,200/litre. That is our punishment for living at the border,” a resident, Sam Adegoke, stated.

Many of the filling stations in the Ogun State capital didn’t sell the product, and some who did, exploited desperate buyers, who paid as much as N1,000 before they had the product sold to them.

Similar case in South-South

In Benin City, the Edo State capital, motorists queued for long hours to purchase fuel at the NNPC mega station on Sapele Road and NIPCO in the Jattu area in Auchi.

The long queues at the NNPC station are a common occurrence as the product is sold for N591 per litre, the cheapest in the state.

In other stations in Benin, a litre of PMS was sold for between N750 and N800.

Northern black marketers

In Gombe, fuel sold between N850 and N1,000 across major stations, while black marketers made brisk business, selling for N1,250 per litre as frustrated motorists resorted to buying the product from them following the scarcity.

“You may think that the amount sold by the roadside people (black marketers) is expensive until you are in a fix and you can’t access a filling station with petrol, then you will be left with no option but to patronise them despite the ridiculous amount,” a motorcyclist, Usman Abubakar, told The PUNCH.

Motorists in Jos, the Plateau State capital, expressed concern over the persistent scarcity and high cost of the commodity, saying that the situation had worsened the economic hardship.

Black marketers in parts of Jos sold for N1,300/litre.

A motorist, Philip Gyang, said he had been in the long queue at the NNPC filling station along Dogon Karfi Road for over four hours but couldn’t get the product to buy.

“At the black market I paid N1,300 per litre before joining the queue at the NNPC outlet, where I eventually couldn’t get to buy,” Gyang lamented.

A Jos resident, Margaret John, said the scarcity had further increased the cost of living in the state.

“Can you imagine that I paid N500 from Polo Roundabout to Anguldi, when I was going to the church today (Sunday). When I was returning home, the driver insisted that I paid N700, it’s not funny. People are already complaining about the harsh economic conditions, now the fuel scarcity and high cost are worsening the situation.”

A car owner in Minna, the Niger State capital, said he had abandoned his car at home over fuel scarcity and skyrocketing prices.

“Yes, I have a car but I am not using it now. How many litres of fuel will I buy to be able to come to work? But with two or three litres of fuel, I can come to work on my motorcycle. It is not easy but it is cheaper. This government must act fast, Nigerians are suffering,” a state civil servant, who identified himself simply as Mutum, said.

Also, queues resurfaced in Katsina and Taraba states.

Our correspondents report that Katsina and Jalingo, the capital of Taraba, witnessed long queues in various parts of both cities on Sunday.

Governor Zulum Distributes Trucks Of Rice To Borno Residents

Borno state government has distributed the twenty truckloads of rice procured by the federal government as part of efforts to ameliorate hardship occasioned by the rise in prices of food items and other basic amenities.

Governor Babagana Umara Zulum personally supervised the distribution of the commodities to thirty_ five thousand deserving beneficiaries in Monguno town supported by the senator representing Northern Borno, Muhammad Tahir Monguno and other government officials.

Monguno local government in northern Borno hosts internally displaced persons from about four local government areas affected by the insurgency necessitating continued distribution of palliative there.

This informed the decision to distribute the twenty trucks of rice sent to Borno by the federal authorities in the community to reach out to the vulnerable and less privileged. with each of the thirty-five thousand male beneficiaries receiving a 25kg bag of rice.

Additionally, each of them got a 10kg bag of cowpeas, procured by the state authorities as farm inputs to enable them to participate in this year’s farming season.

Similarly, each of the forty _five thousand female residents got clothing material procured by the state government and ten thousand naira as part of the financial inclusion policy of the state government.

Governor Zulum who was full of praises for the Tinubu administration for the continued show of compassion to the plight of the citizenry also acknowledged receipt of ninety trucks of fertilizer free of charge for distribution to farmers to boost food production across the country.

While in Monguno, Governor Zulum also inspected the ongoing construction of the Dental and Eye Hospital as well as the School of Nursing as part of efforts to provide healthcare needs of the people and to bridge the manpower gap in the health sector as well as the Dental hospital where he expressed satisfaction with the quality and speed of work, urging the officials handling the project to expedite action.
