Brazil-based Nigerian Arrested For Entering Nigeria With kilos Of Cocaine

Airport Command of the National Drug Law Enforcement Agency says it
has arrested a Brazil-based Nigerian who tried to smuggle into Nigeria
five Kilograms of cocaine from Brazil.

The suspect, Ibeh Augustine Chukwuma, had arrived at the Nnamdi
Azikiwe International Airport via Ethiopian Airline, with a maximum
ECOLAC bag which contained the illicit drug consignment.

Chukwuma, 36, has been a resident of Sao Palo, Brazil where he worked
in a construction company since 2011.

According to him, he had approached another Nigerian living in Brazil
for financial support for his forthcoming traditional marriage in
Nigeria and was promised N500,000 if he could deliver the drug
consignment to an unknown person who will receive him at the airport
in Abuja.

Chukwuma, with only primary school education, admitted he was fully
aware of the content of the bag but offered to carry it because he
needed money.

“His name is Emmanuel Paul. He deals in foodstuff along with operating
a restaurant. He is my friend. I asked him for financial assistance
for my marriage and he said he cannot give me the money until I carry
the cocaine. He actually told me that it is drugs but I have no
choice.”

Chukwuma’s arrest came on the heels of a similar arrest of Udeagwu
Emmanuel Ugwuchukwu at the Abuja Airport with 3.1 kilograms of cocaine
from the same Sao Polo, Brazil aboard Ethiopian Airline.

The substance was concealed in a home theatre musical equipment.

Hamisu Lawan, the NDLEA commander at the Nnamdi Azikiwe International
Airport stated that five kilograms of cocaine were huge seizure
because according to him if adulterated it was worth N100 million.

“Over time we have seen a decrease in the volume of interceptions but
we are surprised that this quantity is coming again.

“Our interaction with some suspicious passengers indicates an urgent
need to have a closer link with Ethiopian counter-narcotic officials
because intelligence indicates that the place is being used for
warehousing of drugs or relay purposes for drug trafficking,” Lawan
stated.

Self-confessed serial killer, Gracious David-West, has pleaded guilty
to nine out of the 10 count charges preferred against him.

“My Lord, I killed all other girls in the hotels but that one in
Bendel Street, which is the 10th charge. I did not have in mind to
kill her, I only tied her to the chair,” the accused told the court
after the charges were read to him by Rivers State Police Command.

He, however, pleaded for forgiveness after pleading guilty to nine
counts out of 10, stressing that he told the court the truth so he
could be forgiven and that he committed the crimes under satanic
influence.

He added that the police seized his N60,000, necklace, and wristwatch,
urging the court to compel the police to release the said items to
him.

After the suspect pleaded guilty, the Rivers State Government, through
the Attorney-General and Commissioner for Justice, Zacchaeus Adango,
applied to take over the prosecution of the matter and the application
was granted.

The trial judge, Justice Enebeli, granted the application of the state
government, expressing readiness to give a speedy hearing to the case,
describing it as a very sensitive matter that needs accelerated
sitting.

The judge adjourned the matter until November 18, 21, 27 and 29 and
December 4 for hearing and remanded the suspect in prison custody.

One of the lawyers from the state Ministry of Justice, Chidi Boniface
Ekeh, said the state took over the case because it was considered a
very sensitive matter.

He said: “We took over the matter to ensure that the case is
prosecuted to its logical conclusion. This is a very sensitive matter
and the state should not be ignored.

“The people David-West killed are human beings and the state has the
right to protect the citizens and if anyone goes contrary, the state
wants to see that justice is done.”

David-West was arraigned before a Rivers State High Court on a
10-count charge bordering on conspiracy and murder.

He was brought to the court on Monday but the matter was stalled due
to the absence of a defence counsel.

 

Nigerians in South Africa decry fresh attack

The Nigerian Citizens Association in South Africa has condemned fresh attacks on Nigerian-owned businesses located in Witbank Mpumalamga in South Africa, saying it is worrisome.

The President of NICASA, Mr Ben Okoli, who made this known in a telephone interview with News Agency of Nigeria on Wednesday, described the attack as a criminal act.

He said that the attack, which occurred around 9:00 a.m. on Tuesday was carried out despite President Muhammadu Buhari’s state visit to that country on October 3.

Okoli said, “There was an attack on Nigerian-owned businesses in Witbank Mpumalamga; this was not xenophobia attack but criminality masterminded by the taxi drivers under the guise of fighting crime.

“About five Nigerian-owned businesses were attacked, vandalised and burnt; the businesses included a big spare parts dealership, two restaurants, a grocery shop, and Nigerian foodstuff shop.

“NICASA leadership was informed and we intimated the Consul General of Nigerian High Commission immediately, who in turn contacted the relevant authorities and they swung into action to control the attack.’’

He said that the association and the Police in that province held a meeting and both organisations visited the affected shops, businesses and those admitted in the hospital over some injuries sustained.

According to him, the association demanded the protection of the lives of Nigerians in the province and elsewhere in the country.

He also urged Nigerians living there to be law-abiding and not to take the law into their hands, saying a follow-up meeting will be organised to promote mutual understanding between both nationals.

“The Nigerians attacked were not into any illegal dealing, but are into legitimate businesses and were not conducting themselves in any bad way.

“The attack was totally unprovoked and unwarranted; the taxi drivers took the law into their hands and acted on Nigerians,” the president added.

Lagos BRT accident: Our firm has zero tolerace for drugs, alcohol

The operators of Bus Rapid Transit (BRT) in Lagos, Primero Transport Services Limited, says it has zero-tolerance for drugs and alcohol use by all its drivers and staff.

Its Managing Director, Mr Fola Tinubu, told the News Agency of Nigeria (NAN) in Lagos on Wednesday that any “Busman” caught using drugs and alcohol would be dismissed automatically.

He spoke against the background of the BRT accidents on Sunday after two of the buses-collided at Agric Bus-stop, Ikorodu, and the various claims on the cause of the accident.

The Lagos State Emergency Management Agency (LASEMA) had attributed the accident to recklessness on the part of one of the drivers.

Tinubu said that although the investigation as to the cause of the accidents was ongoing, the company always ensured that its drivers were physically fit and drug and alcohol-free.

According to him, the company trains its drivers and organised a medical screening for them regularly.

“We train our drivers every six months. All the drivers go for training regularly. Not only do they go for trainings, we do medical screening for our drivers to check that they are fit to drive.

“We check their eyes sight and physical well being because we don’t want anybody to slump behind the wheel. We check them every six months.

“We check randomly for drugs and alcohol also. This one is done for about 20 drivers in the morning and 20 drivers in the afternoon,” Tinubu said.

He said that the daily drug test was always carried out through random sampling and which no driver would have prior knowledge of.

“Even I don’t know who will be picked. We use the computer to pick them randomly. We are constantly checking them and we have absolutely zero tolerance for drugs and alcohol.

“We will not allow any driver to indulge in drugs and if we catch anyone, such is gone immediately. It is automatic dismissal on the spot,” Tinubu said.

NAN recalled that the firm said on Tuesday that it would prosecute one of its drivers involved in Sunday’s accident if found guilty after investigation.

No fewer than 20 passengers of BRT were injured on Sunday after two of the buses had head-on-collision.

One of BRT drivers, Mr Joseph Olayemi, died while he was being transported to the Lagos State University Teaching Hospital, Ikeja, for treatment following injuries he sustained in the crash.

The buses were identified as No. 432, driven by Olayemi, and No. 336, driven by Wilson Anta.

Olayemi was said to be checking in passengers at the bus stop when Anta, who claimed his bus had a brake failure while driving out of Ikorodu, rammed into bus 432 and wounded some passengers and the driver.

 

N4 billion ‘non-existent’ projects under transport agency busted by National Assembly

Some ‘non-existent’ projects worth N4 billion in the 2020 budget proposal by the National Inland Waterways Agency (NIWA) has been busted by a joint session of the House of Representatives Committee on Inland Waterways, Land Transport, Ports and Harbours, and Marine Safety and Education, and the Senate Committee on Marine Transport.

The amount was budgeted for the acquisition of vessels and barges as well as procurement of dredgers and other equipment, but it was learnt that N2.2 billion was appropriated for the projects in 2018, with an additional N1 billion appropriated for same project in 2019.

Vanguard reported that some projects NIWA claimed it embarked on which were busted include the National Freight Office in Idi-Iroko, Ogun State for which total sums of N40.500 million was appropriated in 2017; N166 million in 2018; N99 million in 2019 while the sum of N400 million was proposed in the 2020 budget estimates of Federal Ministry of Transportation budget line item: ERGP 27102753. Others included the procurement of Dredgers and other related equipment/vessels which had the sum of N1.5 billion proposed in the 2020 NIWA’s 2020 budget.

Following the disagreement that ensued over the existence of the said projects, the Deputy Chairman, House Committee on Waterways, Hon. Jarigbe Agom Jarigbe suggested a thorough investigation on the projects and the utilization of funds.

He said: “The facts on this matter are on the budget proposal for 2020 and previous budgetary provisions.  For instance, there was a line item that has to do with the construction of the National Freight Office in Idi-Iroko, Ogun State. In 2017, it appeared in the Appropriation Act in the sum of N40 million was pencilled down for that project. In 2018, N166 million was captured for that project an increment of over 400%.

“In 2019, it was repeated again the same budget line item it was N99 million and in 2020, it’s N400 million for the same budget line item, which makes it a total sum of N705 million, from N40 million to N400 million.

“The astronomical increment on the project is unimaginable. There are other items on that budget, like NIWA, there is an item there, for instance in 2019 there was a provision of about N1 billion for the acquisition of Dredgers and other related equipment/vessels and in 2020 there is a proposal of N2.7 billion. Meanwhile, the project appeared in 2018 at the sum of N2.2 billion.appropriated for that project.

“These show a lot of inconsistencies. When you look at the budgets it looks as if someone somewhere is just fixing figures and at the budget defence today. I have to raise some of those issues and I also think these issues need proper clarifications before this budget is passed.”

The lawmakers added that tagging the projects ‘fraudulent’ is uncalled for at this time until the outcome of their investigation.

 

NSCDC Busts Two Rehabilitation Centres in Kaduna

The Nigeria Security and Civil Defence Corps (NSCDC), Kaduna State Command has busted two more rehabilitation centres alleged of meting inhuman treatments to their inmates.

The state NSCDC Deputy Commandant, Mr Nnegha Onyema, made the disclosure at a press briefing on Tuesday, in Kaduna.

According to Onyema, five operators of the centres, which are within Zaria Local Government area, have been arrested and 11 inmates evacuated.

The News Agency of Nigeria (NAN) reported that among the 11 inmates, with ages ranging between 11 years and 40 years, one is from Osun State.

Onyema said that some of the inmates had leg and hand chains on them at the time of their rescue.

The rescue operation, he said, followed the intelligence gathering efforts of the command.

“The centres, known as Malam Aliyu Mai Adakan Salatul Fatih and Marmara are both in Zaria,” he said.

According to the NSCDC chief, three of the inmates are already dead, following unbearable torture.

“One centre had released its inmates, following information that other centres had been busted, but we succeeded in arresting the operator,” he said.

He, however, said that the arrested operators, alongside the 11 victims, would be handed over to the state Ministry of Human Services and Social Development for necessary actions and prosecution.

The state Deputy Governor, Dr Hadiza Balarabe, who was at the headquarters of the NSCDC, condemned the inhuman treatment against fellow human beings.

Balarabe assured the public that government would take necessary actions against the operators.

She, however, said that the victims would be given comprehensive medical treatment and psychological support before reuniting them with their families.

The deputy governor was in company with the Commissioner for Internal Security and Home Affairs, Samuel Aruwan, and his counterpart in the Ministry of Human Services and Social Development, Hajia Hafsat Baba.

Baba took brief from the operators, while the inmates also narrated their ordeals to her.

BREAKING NEWS: Federal High Court judge kidnapped

A judge of the Federal High Court, Akure, Ondo State, Justice Abdul Dogo, has been kidnapped by unknown gunmen.

The judge was kidnapped on Tuesday while he was returning to Akure from Abuja, according to the Nation.

The kidnappers are said to have also made contact and demanded N50 million to release the judge.

The Inspector-General of Police (IGP) has deployed the head of the IGP Intelligence Response Team, Abba Kiyari, to rescue Justice Dogo from his abductors.

 

Court orders temporary forfeiture of 23 properties allegedly linked to ex-pension boss, Abdulrasheed Maina

Justice Folashade Giwa-Ogunbanjo of the Federal High Court Abuja, has ordered the temporary forfeiture of 23 properties allegedly linked to the embattled former Chairman of the Pension Reform Task Team, Abdulrasheed Maina.

 

Justice Giwa-Ogunbanjo gave the order today Tuesday October 22nd in a ruling on an ex-parte motion for interim forfeiture filed by the Economic and Financial Crimes Commission (EFCC).

 

Justice Giwa-Ogunbanjo ordered the EFCC to publish the order in The Nation newspapers to enable interested parties show cause why the properties should not be permanently forfeited to the Federal Government.

 

Recall that the Federal civil service commission had dismissed Maina in 2013 for absconding from duty following a recommendation by the office of the Head of Service. He was accused of being involved in pension fraud running into over N100 billion. After an investigation by the senate joint committee on public service establishment, a warrant of arrest was issued against him.

Subsequently, the police declared him wanted and he went into hiding.

However, in 2017, he returned to the country under controversial circumstances and was reinstated as a director in the ministry of interior.

BREAKING: ICPC declares Obono-Obla wanted

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has declared Okoi Obono-Obla, former chairman of the Special Investigation Panel for the Recovery of Public Property (SPIP) wanted.
The anti-graft agency said the action was due Obono-Obla’s “repeated failure to appear before it to answer questions bordering on allegations of fraud and corruption”.

Obono-Obla was suspended in August by President Muhammadu Buhari, who declared the suspension would be in force till the conclusion of the investigation of the ICPC.

In a statement on Tuesday, ICPC said Obono-Obla had refused to honour its invitation over a series of allegations levelled against him.

“The Commission is in receipt of petitions accusing him of abuse of office, falsification of admission records, living above his income and collection of gratification from suspects under his investigation,” it said in a statement.

“The suspended chairman is also facing allegations of working outside the guidelines governing the panel by investigating unauthorized petitions and prosecuting suspects without recourse to the office of the Attorney General of the Federation.

“ICPC had conducted series of investigations on the allegations with preliminary findings showing that some provisions of the Corrupt Practices and Other Related Offences Act, 2000 and extant laws of Nigeria had been allegedly violated by Mr. Obono-Obla.”

The agency said it had established that Obono-Obla left the country in August and had not returned since then.

“Consequently, ICPC had extended several invitations to him, which he had failed to honour without giving any reason,” it said.

“Attempts to track and make him appear before the Commission also failed leading ICPC to contact other law enforcement agencies for assistance concerning his whereabouts.

“One of such contact has yielded results as records from the Nigeria Immigration Service (NIS) show that Obono-Obla had travelled out of the country.

“The NIS records revealed that he left the country to an undisclosed location on 17th August, 2019, through the Murtala Mohammed International Airport, Ikeja and has not returned two months after.”

 

UK Receives £90bn Stolen Funds From Nigeria, African Countries Yearly

The United Kingdom (UK) receives about £90 billion illicit funds from Nigeria, Africa and countries in third world every year, according to report by Christian Erikson and Lionel Faull, anti-corruption advocates.

The advocates disclosed this in a joint paper tagged, ‘Obtaining Property Information Overseas’ presented at the anti-corruption training organised by the Human and Environmental Development Agenda (Heda Resource Centre) in collaboration with The Corner House; MacArthur Foundation and the Open Society Initiative for West Africa (OSIWA).
They said most of the stolen funds are from the third world, including Nigeria.

According to them, 87,000 illicit assets in the UK are owned by anonymous companies in tax havens, while the values of secretly owned properties in the UK are between 56 to 100 billion pounds, with 40 percent of these properties in the city of London.

“Getting your money back is easier said than done. It takes a long time. If you do not support corruption, there is no need doing banking with Nigeria,” Faull was quoted to have said.

“The fight against corruption will not succeed without a very active citizenry. It requires international solidarity, teaming up with a civil society in order to work with international organisations and make authorities accountable.”

Also, Nick Hildyard, an anti-corruption investigator, said though the UK has one of the most effective anti-corruption laws, in reality, the country does not appear to be fully prepared to stall the wave of corruption, with its financial institutions providing the logistics for corrupt officials from Nigeria.

“The UK is a legally corrupt country”, Hildyard said, adding that “if Western countries genuinely wish to fight corruption, they should stop the warehouse of stolen funds from Nigeria”.

Speaking, Maryam Uwais, special adviser to the president on social investment, said corruption cannot be eradicated overnight.

She said at the moment, 6 million Nigerians are on the database of the NSIP adding that 167,000 out of the figure are physically challenged people.

She said communication remains a challenge since many of the beneficiaries live in rural areas.
“It has been a dilemma for me generally. It’s been a choice that has been hard,” she said.
“We call on journalists to please go out of their duties to help reach out to them.”

She, however, commended the federal government’s efforts at fighting poverty by ploughing recovered stolen wealth into meeting the essentials of poor individuals across the 36 states of the federation.
