COVID-19 will make the poor, poorer – Buhari

President Muhammadu Buhari has expressed concern that the spread of the Novel Coronavirus (COVID-19) Pandemic would worsen the already bad economic standing of poor families globally.

According to a statement issued by his Special Adviser on Media and Publicity, Mr Femi Adesina, the President spoke in a recorded video message to a virtual high-level UN meeting on trends, options and strategies in poverty eradication across the world.

The event took place at UN headquarters in New York, Tuesday and also served as the official inauguration of the Alliance for Poverty Reduction (APE), an initiative of the President of the General Assembly, Prof. Tijjani Muhammad-Bande.

He, however, noted that his administration was doing a lot to ensure that the was mitigated in Nigeria, saying that the recently developed Economic Sustainability Plan, aimed at stimulating the economy amid the COVID-19 pandemic, will extend protection to very poor Nigerians and other vulnerable groups through pro-poor spending.

”It is my conviction that devoting our efforts towards human capital development, efficient management of our resources, greater financial inclusion and transformation of the agricultural sector to ensure food security are crucial to poverty eradication.

”In this regard, Nigeria continues to strengthen its existing social safety net initiative by increasing access to enrolees who fit the various programmes in the scheme.

”Nigeria will also continue to provide easier and increased access to financial services for micro and small-scale businesses through the Government Enterprise and Empowerment Programme. But we are determined to do more.

”Nigeria holds the view that education is a critical driver of sustainable development and has an immense capacity to eradicate poverty.

”Educating our children, especially the girl-child, contributes significantly to the fight against poverty, environmental sustainability, and improved health, as well as building peace and resilient societies,’’ he said.

President Buhari also used the occasion to reiterate the commitment of his administration to poverty eradication, highlighting the national programme of lifting 100 million Nigerians out of poverty.

”Nigeria attaches great importance to poverty eradication.

”It is, for this reason, that in May 2019, on my inauguration for a second term in office, our Government committed itself to starting a Programme of lifting 100 million Nigerians out of poverty within a 10-year period,” he said.

On the impact of COVID-19 pandemic, President Buhari said in Nigeria, as in many other countries, the domestic supply chains and trading corridors have come under enormous strain, bringing to fore the health versus economics debate.

On poor and vulnerable people, the Nigerian leader expressed concern that more than 700 million people or 10% of the world’s population are classified as living in extreme poverty.

‘‘All the while they struggle with the most basic needs like nutrition, shelter, health, education and access to clean water and sanitation.

‘‘In this condition, the number of poor people is estimated to triple as livelihoods across almost all economic sectors have been adversely affected,’’ he said.

President Buhari also told the meeting that with a population of about 200 million; a large percentage of Nigerians live in various stages of poverty, adding that the prospect of the population sliding further into extreme poverty is real, stressing, however, that government was also striving to combat and reverse the trend.

774,000 Jobs: NASS Suspends Recruitment Exercise

The National Assembly on Wednesday announced the suspension of the Special Public Works programme under the National Directorate of Employment to cushion the effect of COVID-19 pandemic.

The President, Major General Muhammadu Buhari, had approved the engagement of 774, 000 Nigerians under the scheme.

By the arrangement, 1, 000 Nigerians who would earn N20,000 each on a monthly basis for three months are expected to be recruited in each of the 774 local government areas, of the country.

The programme was expected to take off in October this year.

But the nation’s parliament on Wednesday said the programme has been suspended following the disagreement between it and the Minister of State for Employment, Labour and Productivity, Festus Keyamo, on Tuesday.

The spokesperson for the Senate, Ajibola Basiru, who announced the suspension of the programme at a press conference in Abuja, said the National Assembly has summoned the Minister in charge of the Ministry to appear before the federal legislature, to explain the recruitment modalities.

He said, “In view of the foregoing, the implementation of the programme shall be on hold pending proper briefing of the National Assembly by the Minister of Labour and Productivity.”

Equity News had earlier reported that the federal lawmakers on Tuesday, walked Keyamo out of a hearing following his refusal to apologise after the legislators accused him of raising his voice against them.

The incident happened at an investigative hearing organised by the National Assembly Joint Committee on Employment, Labour and Productivity.

Members of the joint panel had summoned the Minister and NDE Director-General, Nasiru Argungu, to brief them on steps so far taken to recruit 774,000 personnel across the country.

Trouble started when lawmakers queried Keyamo for allegedly undertaking lopsided recruitment without the active involvement of the NDE, the agency that got N52bn approval from the National Assembly to implement the programme.

The argument that ensued afterwards, led to a shouting match between both parties which later degenerated to the forceful exit of Keyamo from the meeting.

BREAKING: FG raises petrol price to N140 per litre

The Petroleum Product Pricing Regulatory Agency (PPPRA) has announced an upward review of the retail pump price of petrol from the previous N121.50.

According to the agency, the recommended petrol retail band for a litre of petrol is now N140.80 – N143.80.

Babagana Wakil, Chief of Staff to Borno State governor, Babagana Zulum, is dead.

The late Wakil served as Chief of Staff to Zulum for a year before his demise.

Special Assistant on Media and Strategy to the governor, who confirmed the death, said Janai’za of the late COS would hold around 4pm at his family residence in Shehuri, North Maiduguri, the state capital.

He said, “Jana’iza of late Chief of Staff, Dr Babagana Wakil, is to hold 4pm today at his extended family residence in Shehuri North, Maiduguri.

Buhari Nominates 42 Ambassadors

President Muhammadu Buhari on Wednesday requested the Senate to screen and confirm 41 non-career and one career ambassadors for appointment.

Buhari’s letter of request was read on the floor at plenary by the Senate President Ahmad Lawan.

Among the nominees are: Debo Adesina (Oyo), Exco-Minister of State for Defence, Ademola Seriki (Lagos) and Mr. Dare Sunday Awoniyi (Kogi).

Also, Buhari asked the Upper Chamber to confirm Mr. Sulyman Sani as a Career Ambassador representing the Federal Capital Territory (FCT).

Sulyman’s nomination may not be unconnected with the protest by the Senator Philip Aduda (FCT) that the territory was neglected in the earlier list of Career Ambassadors sent to the Senate for confirmation.

Following the reading of Buhari’s letter, Senator Aduda, through a point of order, thanked the Senate President for helping to ensure that the FCT was not relegated in the appointment of the Career Ambassadors.

He said that he believes that the President of the Senate would also intervene to ensure that the FCT is represented in the appointment of Non-Career Ambassadors.

Other Non-Career Ambassadors-Designate include: Engr Umar Suleiman (Adamawa), L.S. Mandama (Adamawa), Oboro Effiong Akpabio (Akwa Ibom), Chief Elijah Onyeagba (Anambra), Abubakar D. Buhari, in one of his letters titled: “Appointment of non-career Ambassadors-Designate” said: “In accordance to Section 171 (1),(2)(c) and subsection (4) of the 1999 Constitution of the Federal Republic of Nigeria as amended, I have the honour to forward for confirmation by the Senate, the under listed forty-one (41) names of nominees as Non-Career Ambassadors-Designate.”

Industrial Court Orders Reinstatement of Ikechukwu Ohanele, Orders NAPTIP To Pay Salary, Allowances

The Presiding Judge, Enugu Judicial Division of the National Industrial Court, His Lordship, Hon. Justice Oluwakayode Arowsegbe has nullified the purported termination of the Mr. Ikechukwu Ohanele from the employment of the National Agency For The Prohibition Of Traffic In Persons And Other Related Matters (NAPTIP); ordered reinstatement with payment of full salaries, entitlements, allowances, rights and privileges from the 14th November 2014 till date and the sum of 200,000 cost of action within 30 days.

The Court held that Ikechukwu appointment is subject to the Public Service Rules, which prescribed that determination of appointments must be justified by reasons.

From facts, the claimant- Ikechukwu Ohanele had submitted that his employment was confirmed 17th February 2009 but was surprised on 16th November 2014 or thereabout, when he received a letter dated 14th November 2014 terminating his appointment.

The claimant pleaded that he was not invited nor present at the purported Junior Staff Committee meeting and was neither invited, nor make any representation to the said committee that his appointment termination was not in accordance with the Federal Civil Service Rules.

In defence, the defendant pleaded that the appointment of the claimant was terminated for gross misconduct that the service of the claimant was riddled with queries and warnings and was given a fair hearing on the alleged misconduct alleged, invited to the disciplinary committee, where the claimant and other staff involved were orally interviewed and that, the appointment of the claimant was terminated based on the recommendation of the committee that the activities of the defendant must be done in accordance with the Official Secret Act, prayed that the suit be dismissed.

In reply, the claimant averred that he was not found guilty of misconduct that; the purported report attached to the Statement of Defence was concocted as the termination letter did not state that as the reason for the termination.

After careful analysis of the submission of both counsel, the trial Judge, Justice Arowosegbe held that employment of a civil or public servant could not be determined without giving reason because, they do not owe their employments to the whims and caprices of their bosses or employers but, to the provisions of the rules and regulations that govern and regulate their employments.

“I have combed through the whole gamut of the exhibits tendered and the rulings by which they were admitted and could not find the report that contains the recommendation of the JSC’s in issue or any other.

“It means I could not find the alleged recommendation; and that, since the document allegedly containing the reason for the termination of the appointment of the claimant was not tendered, and the reason was not stated in the letter of termination itself, the reference in the letter of termination to the JSC Meeting of 13th November 2014, as the source from which the defendant picked the recommendation to terminate the appointment of the claimant, therefore referenced to a non-existent document.

It is this report, the queries and answers and the record of proceedings/evidence at proceedings that the JSC Meeting of 13th November 2014 was supposed to deliberate upon and come out with a decision by virtue of Rule 030307(ix)-(x) of the Public Service Rules. It means, in effect, that, no reason was given for the determination of the appointment of the claimant, and I so hold. It makes the termination liable to be set aside.

“So, the mention of the Official Secret Act, though not well articulated, for its connexion with the facts of the case and the section breached was not stated, is red herring and has nothing to do with the termination.”

Osun SSG tests positive for Covid-19

The Government of the State of Osun on Tuesday confirmed that its Secretary to the State Government (SSG), Prince Wole Oyebamiji, has tested positive for Coronavirus.

The State’s Commissioner for Health, Dr. Rafiu Isamotu, who made this known through a press statement in Osogbo on Tuesday, also confirmed the discovery of 10 additional cases in the State.

Dr Isamotu was however quick to add that one patient had equally been discharged after testing negative for the virus.

The Commissioner noted that one of the reasons for the sudden rise in the Covid-19 cases in State was largely due to the nonchalant attitude of citizens and residents of the State to laid-down precautionary measures against the spread of the virus.

Isamotu also hinted that there are strong reasons to believe the State now has community transmission around Ilesa axis of the State, warning that unless citizens and residents change their ways, government might be forced to impose another lockdown on the State.

While noting that the 11 new cases were from the contact tracing of previous cases in the State, the Health Commissioner also revealed that with the latest development, the number of confirmed cases in the State has risen to 127 with 74 active cases.

“If you observe, our cases have been on the rise consistently in the last two weeks or so. The reason is simple. Our people are beginning to be too casual about the spread of the virus. The lack of strict adherence to safety protocols and guidelines is one of the main reasons for the rise. As a matter of fact, we are beginning to suspect that we have community transmission around Ilesa axis.

“Government is reviewing the cases. Soon, we shall announce other stricter measures to contain the spread of the virus in that axis.

“Today, we intensified our enforcement drive. All those arrested were made to go through a compulsory course on Covid-19 preventive protocols. We will go a step further by setting up a mobile court to try and sentence violators of safety protocols and guidelines. We must collectively join hands with the government to contain the spread of the virus.

“Also, I want to confirm to you that our SSG and some of the staff around him have tested positive to the virus. But they are all in stable condition and are receiving adequate medical care.

“With the latest development, the number of our active cases as at today, Tuesday, June 30, is 74. We have 127 confirmed cases, out of which the State has successfully treated and discharged 48 patients while five deaths have been recorded,” Dr. Isamotu added.

Oyo State Government announced guidelines for students resumption

Oyo State Government has announced various measures to prevent the spread of Coronavirus in schools, as students in primary and secondary schools in Oyo State are preparing to resume school on July 6.

The State Commissioner for Education, Science and Technology, Mr Olasunkanmi Olaleye disclosed this in a statement on Wednesday in Ibadan.

Olaleye said that various training had been given to categories of school heads, principals and teachers on how to monitor and report any sign of illness that showed symptoms of COVID-19 to the authority.

He said the state had set up Emergency Operation Centres (EOCs) in the State capital and at zonal levels and as well as appointed Incident Managers for each school who would report any emergency directly to the EOCs through special communication lines.

He went further to state that each class would have a Warder whose obligation was to relate with the Incident Managers on his or her observations.

Among the measures are the compulsory hand-washing points at the school entrances and at the entrance of each classroom as well as alcohol-based sanitiser for the use of students and teachers.

“Throughout last week, what we have been doing was to train school heads and teachers of public and private schools, preparing them for this task of taking firm control of preventing the spread of COVID-19 into our schools as we resume.

Each school has been mandated to strictly enforce social distancing and observe other protocols against COVID-19 among teachers and students as laid down by NCDC.

“Students are to come to school with their face masks and follow instructions on the guidelines from the management, these are imperative since the government cannot lock down forever and education is an aspect of life that should not be allowed to suffer backwardness.

“I can boldly tell you that with these measures in place, the children are safer with us in school than even many homes, imagine situations whereby students are asked to go to private lessons that provide no safety measure.

“Many follow their parents to the market and workplaces where the possibility of contracting the virus is high, so they are rather better kept at school than home,” he said.

NAN reports that teachers of public schools in the state should resume on June 29 in preparation for students resumption by July 6.

 

N-Power: FG Explains Why It Is Enrolling 2020 Batch C

The Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farooq has said the enrollment of the 2020 Batch C is due to the economic crisis occasioned by the COVID-19 pandemic. 

She said that the pandemic has caused huge challenges and has impacted many countries negatively both economically and health-wise.

Mrs Farooq said this in a statement on Tuesday where she explained that the government deemed it fit to commence the enrollment of the new N-Power intakes to provide a lifeline for continuity.

“As we battle the pandemic, it is our duty as public servants in government to intervene where needed by continuing to provide the lifeline for continuity as government continues its acceleration towards providing an enabling environment for businesses to create sustainable jobs,” the minister explained.

“This is the major reason we have commenced enrollment of Batch C which is providing opportunities for more Nigerian youths to gain skills for employability and entrepreneurship.”

According to her, the recent enrollment will also help to rebuild the economy post COVID-19, explaining that over one million people have so far applied in the ongoing registration.

“So, the transitioning and exit of Batch A & B which begins today June 30 and which terminates July 31 is not a punitive action,” she explained.

“It is rather a proactive intervention to help upskilI your brothers and sisters and assist them further along on their journey through life.”

The Minister thanked the outgoing Batch A and B beneficiaries for their service to the country, describing them as “worthy ambassadors” of the National Social Investment Programmes.

“As the Batch C application and enrollment continues, I await more success stories of positive impact from young men and women who remain the hope and future of this country,” the statement added.

The Federal Government had earlier said about 400, 000 people will be enrolled in the new recruitment.

N-Power has enrolled 500,000 beneficiaries so far with 200,000 from ‘Batch A’ which started in September 2016 and 300,000 from ‘Batch B’, which kicked off in August 2018.
