National Assembly to be Upgraded to e-Parliament, Says Clerk

The Acting Clerk to the National Assembly, Mr Olatunde Amos Ojo, has assured that the federal legislative body will soon be upgraded to operate e-parliament in line with global best practices.

Ojo who spoke on Friday while paying host to leadership of the Centre for Legislative Engagement – an arm of YIAGA Africa – in Abuja, stated that the Assembly management under his watch will work to ensure that the National Assembly before long operates an e-parliament.

He emphasised that his administration had a goal to transform the National Assembly “for better deliveries of constitutional responsibilities that is of international standard in lawmaking, representation and oversight.”

According to him, the National Assembly management under his leadership will work to ensure that anybody that comes to the National Assembly to seek information can get it at the click of a button.

His words: “We want to make sure that the National Assembly operates e-parliament and to operate e-parliament, we have to develop our ICT so that when anyone comes into the National Assembly, whether as a media man or you belong to one group or the other, you can easily log on and access anywhere in the world and we will make accessibility to lawmaking and everything on National Assembly free for everybody, the moment you enter into this place.
“I believe that by the time we are able to achieve this with discipline and integrity, there will be a properly transformed National Assembly to be able to deliver our purpose and objectives.”

The Clerk added that the nation’s apex legislative body is ready to partner with critical stakeholders like Youth Initiative for Advocacy, Growth and Advancement (YIAGA Africa) to build capacity.

Ojo said: “One among this is the training and retraining of our staff members inclusive of our legislative aides also because for us to achieve this aim, we know that our staff need training and retraining and we are pointed to make sure that this we do appropriately in conjunction with all ready organizations willing to support and back us up in this venture. Your organization, YIAGA, definitely will not be left out.

“I want to say that we have enormous environmental challenges that negatively impact on the work ethics and professional standard of the National Assembly bureaucracy.

“To this end, the management under my leadership will make sure that the work of the Assembly altogether, is done with utmost transparency, making sure that at all times everyone involved will be willing to do what he is expected to do and do it promptly also, the right way it should be done.
“Our capacity development therefore will be a continuous process, making sure that the knowledge gaps we have in the various parts of the National Assembly are filled up so that from any part of the National Assembly, if you pick a staff, he speaks and acts as a legislative bureaucrat.

“That is what we want to make sure we achieve and we are trusting that by the time we set this house properly definitely since it is our objective, God helping us we are going to attain it”.

Earlier, the Executive Director of YIAGA Africa, Mr. Samson Itodo, had said the visit was to congratulate Ojo on his appointment adding however that “there are a few issues that are very germane to us beyond this congratulatory visit.

“Key among them is the huge opportunity that avails to you as a Clerk of the National Assembly to protect openness at the National Assembly.
“The National Assembly is one institution that is most misunderstood by Nigerians and likely so because the communications and public engagement with citizens has not been as desired and as a Clerk, there is a lot of expectations that given your experience and also your disposition, that you will bring that to bare in this leadership role in providing citizens access to the National Assembly as well as citizens participation.

“It is very important and there are diverse ways this can happen. With the COVID-19 pandemic, technology provides a huge opportunity and so e-parliament should be a top agenda”, Itodo said.

BREAKING: Ogun Govt. okays worship centers for reopening

As part of measures to ensure a return to normalcy, the Ogun State Government has given approval for reopening of mosques, church, and other worship centers in the state for religious services.

It explained that the decision had become imperative after thorough deliberation, consideration, and resolution with stakeholders, including health experts and religious leaders across the state.

The state Governor, Dapo Abiodun, revealed that weekend lockdown introduced to curb the spread of coronavirus has been lifted following reopening approval given for religious centers.

Abiodun, through a statement released to newsmen on Friday, maintained that the approval and lifting of weekends lockdown were to ensure residents come to terms with the current reality occasioned by the outbreak of coronavirus in the country.

“After thorough deliberation, consideration, and resolution, we decided to reopen the worship centers with effect from Friday 14th August 2020 as indicated in my last address.

“This decision was made in line with an agreement reached by the committee set up to develop guidelines for reopening of the religious centres.

“The Committee includes the leadership of the Christian Association of Nigeria (CAN); the League of Imams and Alfas and Government representatives.

“I am delighted to note that reports reaching us indicate varying but encouraging level of preparedness by the Worship Centres.

“Therefore, today, Friday, 14th August is hereby confirmed for the commencement of operations of the Worship Centres, subject to the guidelines,” the statement read.

Nigeria’s unemployment rate hits 27.1% in 2020 Q2

The National Bureau of Statistics (NBS) has disclosed that more than a quarter of Nigeria’s workers were not gainfully employed in the second quarter of this year, saying, 27.1 percent of the country’s workers were not employed during second quarter of 2020.

NBS said that the number of Nigeria unemployed rates rose sharply from 23.1 percent, the level it had maintained since the third quarter of 2018, to 27.1 in the second quarter of 2020.

The bureau, in a report on Friday, tagged: Labour Force Statistics: Unemployment and Underemployment Report’, revealed that the number of persons in the economically active age, 15 – 64 years, jumped from over 115 million in Q3 2018 to 116 million during the period under review.

According to the bureau, the unemployment rate among young people between age 15 and 34years was 34.9 percent, an increase from 29.7 percent, while the rate of underemployment for the same age group rose to 28.2 percent from 25.7 percent in Q3 2018.

The bureau added that these rates from the age group were the highest when compared to other age groupings in the country.

In the report, it was further revealed by NBS that a number of persons between the active age and willing to work, was over  80 million which was 11.3 percent less than the number of persons in Q3 2018.

“Of this number, those within the age bracket of 25-34 were highest, with 23,328,460 or 29.1 percent of the labour force,” it added.

A further peep into the latest NBS unemployment data indicated that the number of employed people in Q2 2020 slumped by 15.8 percent to 58,527,276 when placed side by side with that of Q3 2018.

“Of this number, 35,585,274 were full-time employed (i.e. worked 40+ hours per week), while 22,942,003 were underemployed (i.e. working between 20-29 hours per week),” the report revealed.

At 48.7 percent, Imo State has the highest unemployment rate in the country and is trailed by Akwa-Ibom State with 45.2 percent and Rivers State 43.7 percent, however, Anambra State has the lowest unemployment rate in the nation with 17 percent.

“For underemployment, the state which recorded the highest rate was Zamfara with 43.7 percent, while Anambra State recorded the lowest underemployment rate, with 17 percent in Q2 2020,” the agency said.

Due to the COVID-19 pandemic, the NBS said: “2,736,076 did not do any work in the last seven days preceding the survey due to the lockdown but had secure jobs to return to after the lockdown.”

PDP raises concerns over restriction against freedom of speech

The Peoples Democratic Party (PDP) has raised concerns over restriction against freedom of speech in the country, saying the alleged renewed clampdown on media was worrisome.

The leading opposition party explained that the gagging of free speech allegdly introduced through back door in form of fine depicts the apex government intolerance to opposing views and voice of reasoning.

The party’s position was in response to the recent N5 million fine imposed on Nigeria Info, a Lagos state based private radio station for allegedly broadcasting hate speech after it hosted former Presidential candidate, Dr. Obadiah Mailafia, who accused an unnamed governor of sponsoring Boko Haram terrorists.

Through a statement by its National Publicity Secretary, Kola Ologbondiyan, the PDP argued that the apex government’s fine contravenes the process for redress as stated in the 1999 Constitution (as amended).

“Without prejudice to the allegations or claims the federal government has against Nigeria Info, a broadcast station, on issues of content, the federal government cannot, on its own, impose sanctions against a media house or individuals for expressing their right to freedom of speech.

“The PDP holds that if any anybody, be he the President of the Federal Republic of Nigeria, a state governor, a Senator of the Federal Republic, a Member of the House of Representatives, a public entity, or even the most ordinary Nigerian, have been libeled or infringed upon by any other Nigerian, the process for redress is clearly stated in the 1999 Constitution (as amended), and should be followed.

“As a party, the PDP stands against draconian methods or underhand measures which this administration has set out to gag the media and erode the rights of Nigerians as guaranteed by the 1999 Constitution (as amended).

“Our party holds that due process must be followed for redress in instances where violations are alleged and not by extrajudicial sanctions and clampdown on the media, as being witnessed under the APC administration.

“The PDP, standing in solidarity with Nigerians, therefore condemns any attempt to gag the media and asks the APC federal government to rescind its draconian actions and reverse to due process, as provided by the 1999 Constitution, in handling issues relating to the freedom of the media.” the statement read.

Kaduna Govt. approves junior schools resumption, others on hold

The Kaduna State Government has approved Junior Secondary School (3) student for the resumption of academic activities put on hold following the outbreak of coronavirus in the country, saying, other classes would continue with online classes pending such times when control is gained against the virus.

It explained that the resumption had become imperative to allow the students prepare ahead of the Basic Education Certificate Examination (BECE) scheduled for 24th August 2020 after the deadly respiratory disease disrupted the academic calendar.

The Permanent Secretary, Ministry of Education, Phoebe Sukai-Yayi, said that after careful consideration and consultations with stakeholders, Sunday 16th and Monday, 17th August 2020, was approved as the resumption for boarding and day students respectively.

Through a statement released to newsmen on Friday, the Permanent Secretary directed all Principals to make arrangements to receive the students billed for resumption and ensure all coronavirus safety precautions were put in place to mitigate spread of the virus.

“All Administrators of public and private schools are to note that, the one-week period starting from Sunday, 16th August, is to allow them to make necessary preparations to accommodate the JSS 3 students in line with the COVID-19 guidelines in place as it were in the case of the SS3 students.

“Proprietors of private schools are expected to comply accordingly through the Kaduna State Schools Quality Assurance Authority and are advised to ensure proper arrangements for safe transportation of their students to and from schools.

“Appropriate resumption dates for other examinations and for the rest of the classes, including the SS1, SS2 and JSS 1-2, as well as primary schools will be announced in due course.

“The Ministry is assuring the public that it will continue the e-learning education program using the Google classrooms, radio and television stations and other online applications until full normalcy is returned to the academic environment.

“The Ministry commends all partners in the education sector, Non-Governmental Organizations, Parents Teachers Associations, Proprietors of Private schools, Old Students Associations, and the Media for their continued support and understanding,” the statement said.

[Ondo 2020]: Ondo Deputy Governor, Ajayi, Joins ZLP

Agboola Ajayi, the Deputy Governor of Ondo State, has joined the Zenith Labour Party (ZLP).

Ajayi made the announcement at an event held at the state secretariat of the party in Akure, the state capital, on Friday.

This is the deputy governor’s third party in months, having been a member of the All Progressives Congress (APC) and the Peoples Democratic Party (PDP).

Addressing a crowd of party faithful at the event, Ajayi said he is happy to join ZLP and is confident that the party would win the forthcoming governorship election.

He appealed to all loyalists of the party not to cause rancour but be united and work for the party’s success in the poll.

Ajayi was received into the ZLP fold by the state party chairman, Joseph Akinlaja, and other leaders of the party in the state.

Speaking earlier, Akinlaja told the deputy governor that the ZLP members in Ondo State were happy to receive him and his teeming supporters across the state into the party.

He stated that if the governorship election conducted under a free and fair atmosphere, ZLP would win convincingly.

The party chairman also disclosed that the official declaration of Ajayi as the ZLP governorship election would take place later.

Ajayi’s defection to the ZLP is in line with his resolve to contest the 10 October governorship election in the state, having being denied the ticket in both the APC and PDP.

JUST IN: Nigeria, Ireland Sign MoU To Return €5.5m Abacha Loot

The Republic of Ireland have signed a memorandum of understanding with Nigeria to return €5.5 million looted by Sani Abacha, former Nigerian head of state.

The loot was frozen by the Ireland Criminal Assets Bureau on the request of then president, Goodluck Jonathan, in 2014.

Helen McEntee, Ireland’s Minister of Justice and Equality, said the MoU followed an order recently issued by a court in Ireland regarding the funds.

“I am very pleased to sign this Memorandum of Understanding between Ireland and Nigeria. This represents the culmination of a long process which began with an internationally led investigation,” McEntee said in a statement on Thursday.

“The Criminal Assets Bureau took part in this international operation which led to the freezing of over $1 billion in funds worldwide, of which approximately €5.5 million was identified in a Dublin based bank account.

“The return of these assets will be the first time that Ireland has taken such action and will be a concrete demonstration of Ireland’s commitment to international cooperation in the fight against corruption and to assisting countries which have been adversely affected by corruption in the past, and is in line with our international obligations as a signatory to the UN Convention Against Corruption.”

Around $3.6 million has been recovered from the over $5 billion Transparency International estimates was looted by Abacha during his regime from 1993 to 1998.

MURIC Condemns Christianisation Of Oyo TESCOM Examinations

A NIGERIAN Islamic human rights association, the Muslim Rights Concern (MURIC) yesterday accused the officials of the Oyo State Teaching Service Commission (TESCOM) of Christianising the CBT examination organised to screen applicants for teaching appointments in the state.

MURIC alleged that Muslim candidates were made to answer questions on biblical stories and denounced the imposition of bible questions on Muslims. “We appeal to the governor of Oyo State to order a resit of the CBT examination on a level playing ground,” the association said.

The allegation was contained in a press statement made available to pressmen yesterday by the Director of MURIC, Professor Ishaq Akintola.

The MURIC statement reads: “Muslims who took part in the CBT examination organised by the Oyo State TESCOM were shocked when questions on Christian Religious Knowledge (CRK or BK) surfaced among the questions.

“They had earlier received information that candidates would be tested in Mathematics, English Language, Current Affairs, Knowledge of Teaching Education and the candidate’s special area. But to their dismay, they found questions on CRK like explaining how Moses was a shepherd to his father-in-law and how Elijah was thrown into the fire.

“These CRK questions have the potential of putting Muslim candidates at great disadvantage while Christian candidates are most likely to score high marks. This will eventually lead to the disqualification of Muslim candidates and the employment of Christian teachers. The bias becomes more pronounced when it is realised that no Islamic knowledge question was asked to create a balance.

“MURIC frowns at this lopsided arrangement. It is grossly unfair to Muslims. It should be noted that this is an exercise which has direct bearing on the welfare of the candidates’ families. The implications are far-reaching, including a calculated attempt to impoverish Muslim families while Christian families are enriched.

“We therefore reject the exercise. We call on the state governor to order TESCOM to conduct another CBT examination. We are astounded by the level of Christianisation going on in Oyo State agencies since the appointment of Christian chairmen and directors.

“We call the attention of Nigerians and the international community to this episode. It is a pointer to what has been going on in most South West states. Muslims have been turned into underdogs. Unfortunately those who complain among us are labelled as terrorists.

“We are threatened with assassination and blackmailed as receivers of funds from terrorist groups. All these in an effort to get those who oppose the persecution of Muslims out of the way so that the oppressors can continue in their evil ways ad infinitum.

“For the umpteenth time, MURIC affirms that threats of assassination, blackmail, character assassination, falsehood and forgeries aimed at implicating MURIC will not deter it from speaking for the oppressed and marginalised Muslims anywhere in Nigeria.

“In our concluding remarks, we denounce the imposition of bible questions on Muslims. We appeal to the governor of Oyo State to order a resit of the CBT examination on a level playing ground.”

Court Jails Four Fraudsters In Lagos

The Lagos Zonal Office of the Economic and Financial Crimes Commission, EFCC, has secured the conviction of four Internet fraudsters, Kunle Omoniyi;  Bassey Odo, Paul Adebisi and Temitope Samson, who were arrested in different parts of the state recently.

The convicts were all charged with offences bordering on possession of documents containing false pretences and involvement in other forms of Advance Fee Fraud.

While Omoniyi, Odo and Adebisi were convicted and sentenced by Justice Mojisola Dada of the Lagos State High Court, Ikeja, Samson was convicted and sentenced by Justice Oluwatoyin Taiwo of the Special Offences Court, Ikeja, Lagos.

The EFCC had, on August 10, 2020, arraigned Omoniyi on a three-count charge, following intelligence received about his criminal activities, to which he pleaded guilty.

Delivering her judgment, Justice Dada sentenced him to 18 months in prison commencing from the date of conviction, with an option of N250,000 fine.

The Judge also ordered that two small gold chains, one big gold chain with two pendants and iPhone 11 Pro Max mobile phone recovered from him should be forfeited to the Federal Government.

Odo’s travail began after the Nigerian Postal Service, NIPOST, petitioned the EFCC on January 20, 2020 accusing him of compromising its official email account, emsnigcsu@yahoo.com by creating a pseudo account, emsrugcs6@gmail.com, which was used to defraud unsuspecting citizens.

He was subsequently arraigned before Justice Dada on August 11, 2020 on amended three counts, to which he pleaded “guilty”.

Consequently, Dada convicted him and sentenced him to one year imprisonment from the date of his conviction, with an option of N250,000 fine.

The Court further ordered him to pay the sum of N8, 350 to the complainant, Okott John, in restitution and also forfeit the iPhone X mobile phone recovered from him to the Federal Government.

In the same vein, Justice Dada convicted Adebisi on August 11, 2020 on five counts and sentenced him to two years imprisonment commencing from the date of his conviction, with an option of N500, 000 fine.

He was also ordered to forfeit to the Federal Government one dark black iPhone X, one App laptop, and one Macbook laptop, which were recovered from him.

Justice Taiwo convicted Samson on the two-counts charge filed against him, and sentenced him to six months imprisonment  on August 10, 2020, with an option of N250,000 fine.

The Judge also ordered the forfeiture of the iPhone X mobile phone recovered from him to the Federal Government.

Samson had been arrested at 1004 Estate, Victoria Island, Lagos, following intelligence about  his involvement in internet fraud.
