The Kano State Chief Judge, Justice Nura Sagir, has approved the appointment of Abdullahi Ado-Bayero, as the acting Chief Registrar of Kano High Court.
The Public Relations Officer (PRO), Kano State Judiciary, Baba Jibo-Ibrahim, made the disclosure in a statement issued to newsmen on Monday in Kano.
It said Ado-Bayero will act as the Chief Registrar pending the ratification of the appointment by the state Judicial Service Commission.
According to the statement, the approval was sequel to the elevation of the Chief Registrar, High Court of Justice, Kano, Jamilu Shehu Sulaiman to the higher bench.
Meanwhile, the Chief Judge has also approved the appointment of Abubakar Haruna-Khalil, as the acting Chief Registrar, Sharia Court of Appeal, Kano.
Law TV reports that until his appointment, Haruna-Khalil was the Deputy Chief Registrar, Sharia Court of Appeal.
Justice Sagir also approved the appointment of Fatima Adamu to act as the Secretary, Judicial Service Commission.
The Lagos Vacation Judge of the National Industrial Court, His Lordship, Hon. Justice Nelson Ogbuanya has issued interim orders restraining health workers in Enugu State from embarking on strike action pending the hearing and determination of Motions on Notice filed by the Enugu State Government.
The court also restrained the leadership and members of the Enugu State chapters of the National Association of Nigerian Nurses and Midwives (NANM), Medical and Health Workers’ Union of Nigeria (MHWUN) and the Nigerian Union of Allied Health Professionals (NUAHP) from the planned action.
The court also granted Enugu State Government leave to serve the Originating Summons, Motions on Notice and all other processes in the Suits on the Defendants, respectively, along with the Interim Orders granted.

Less than a week after the announcement of its creation, over 5,000 lawyers have subscribed to the membership of the New Nigeria Bar Association (NNBA), Abdulbasit Suleiman, one of the conveners, has claimed.
The NNBA is a splinter group of the Nigeria Bar Association (NBA), whose formation was announced in the heat of a crisis among Nigerian lawyers last week.
Shortly after the controversial election of the new NBA leadership, the dis-invitation of the Kaduna State Governor, Nasir El-Rufai, to the NBA annual general conference as a guest speaker, turned into a debacle for the association.
Mr El-Rufai’s invitation to the meeting was withdrawn a week prior to the programme over the governor’s alleged violations of the rule of law and mishandling of a security crisis in a part of his state.
But the decision of the NBA leadership to keep Mr El-Rufai away from the conference was opposed by lawyers who alleged political, ethnic and religious sentiments against the governor. In protest, some branches of the NBA in northern states boycotted the conference held last week.
However, the immediate past president of the association, Paul Usoro, denied any other reason than those stated by the National Executive Committee of the NBA for asking Mr El-Rufai to stay at home.
Splinter group
In a letter to the Attorney-General of the Federation, Abubakar Malami, Friday, the conveners of the NNBA notified the minister of justice of its creation.
According to the letter signed by the two conveners, Nuhu Ibrahim and Abdulbasit Suleiman, the formation of the new association was made imperative by the “activities, disposition and most recently, the decision of the Nigerian Bar Association – NEC which apparently failed to take into consideration our national interests and particularly do not promote the unity of our indissoluble country.”
PREMIUM TIMES News in their interview on Monday night, Mr Suleiman said the reasons for the formation of the new association was beyond the dis-invitation of the Kaduna governor.
He cited poor welfare conditions of lawyers under the NBA and the partisanship of some leaders of the bar as major reasons for the secession.
“Reasons for forming the new NBA are many but the first is that the NBA is being hijacked by some few cabals. NBA activity is just circulating between some few people. We have more than 200,000 registered members in Nigeria but I can tell you authoritatively that less than 100 people are benefiting from the NBA.
“Most of us are not benefiting from the NBA. We are paying our dues. We follow all the rules and regulations but our benefits and interests are not being protected.”
He said the new association is not to divide the association of lawyers but to create a competition to drive change.
“We are not dividing the bar. We are trying to form an association to create a competition for the NBA. If we have two or more, there will be competing. If we look at developed countries, they have more than one lawyers’ associations. Why must we restrict ourselves to one.”
However, he insisted that the withdrawal of Mr El-Rufai’s invitation was uncalled for.
“We, the conveners of the new NBA, are not a fan of El-Rufai. We all have our reservations on El-Rufai’s government. But since you have invited this man, let’s hear from him- for him to answer our questions before we take any action against him.
“Some people wrote a petition against him without giving him fair hearing. This is against our motto, which is to uphold the rule of law. We did not do that. El-Rufai was not given that opportunity.”
On formal registration of the new association and its membership, Mr Suleiman said; “As I’m talking to you now, we are still counting. We have more than 5,000 members that have registered with us and we are still counting.”
He added that while formal registration is ongoing, the group will begin notifying state governments of its proposed activities.
“Starting from tomorrow, some state governments will be receiving our letters, notifying them of the formation.”
Asked if he was worried about the criticisms from bigwigs of the profession, Mr Suleiman said he and his colleagues in the new association are not afraid.
“That’s why we have the court of law for any grievances they may have. But we believe they would not do that.”
He also denied insinuations that the group was being sponsored. “We are ‘bankrolling’ ourselves. We are like-minds. No one is sponsoring us,” he told PREMIUM TIMES.
Worried ‘silks’
Legal practitioners have expressed concerns about the new group.
On Monday, during a discussion organised by Elombah TV, some senior lawyers decried the degeneration of the NBA crisis but also expressed worries over the creation of the new association.
The discussant included Jibrin Okutepa, a senior lawyer; Afam Osigwe, the former General Secretary of NBA, and Daniel Bwala, the Special Adviser on Legal and Constitutional Matters to the Deputy Senate President.
Mr Osigwe said the association is an attempt by some displeased individuals, who failed at the polls, to channel their grievances.
“I was approached for us to form an association by people who want to form an association because their candidates did not emerge,” he said, citing his experience after he lost the NBA presidential election.
For Mr Okutepa, the NBA as an association has dragged itself into the “murky waters of politics.”
“When we started derailing was when we started going for NEC meetings and engaging in political jamboree, asking non-lawyers to come and address us. Our members who are political party members took advantage of that,” he said.
Mr Bwala noted that while the NBA is embattled with various issues, forming a parallel association is not the solution.
“The unions in America are not borne out of a reactionary approach, although they may have thought about it before El-Rufai’s issue. When you say it is a New Nigerian Bar Association, the question is what is the difference between the old bar and the new bar association? They have not been able to give a good reason for that.”
Mr Bwala said because the faction was formed because of one person that represents a section or a religion, its formation is more of a reaction than a total plan.
“I do not see the reason for us to create a parallel bar at this moment. We should be very careful not to allow politicians to push on their agendas,” Mr Bwala cautioned
Way forward
Both Messrs Bwala and Osigwe called on the newly inaugurated leadership of the NBA to address the burning issues in the association.
“The animosity is building up. Recognising their grievances and giving them priority and genuinely addressing them is the only way the bar can seem to take this matter seriously,” Mr Osigwe noted.
While responding to one of the questions, Mr Bwala said everyone has agreed that there is a problem in the NBA and that there is bottled-up frustration on the part of those agitating for a parallel bar.
He advised the aggrieved parties to write to the new president, Olumide Akpata. “He may consider setting up a committee. Through conversations, we will solve the problem. Leaving the bar will not solve the problem.”

The State Government of Osun has announced a new schedule for the reopening of schools in the State, as resumption of schools has been tentatively set for September 21, 2020.
In a statement by the Commissioner for Information and Civic Orientation, Mrs Funke Egbemode, at the end of this week’s State Executive Council meeting, the government said while stakeholders are expected to continue to put protocols in place towards the reopening of schools according to the guidelines set by the Federal Ministry of Education, all schools in the State are set to resume in phases with effect from September 21 for an abridged third term of the 2019/2020 academic session.
The statement read in part: “Having conducted an assessment of schools within the State to ascertain the level of preparations for reopening, the government has scheduled schools to resume from the COVID-19 break on September 21st for an abridged third term of the 2019/2020 academic session, which is expected to end on October 30, 2020.
“To make up for lost grounds caused by the COVID-19 induced lockdown, a new academic session (2020/2021 session) is scheduled to commence on November 9, 2020.
“Because of the Yuletide, schools will be expected to take a brief recess from December 24, 2020, to resume on January 4, 2021, for the concluding part of the first term of the new session which is scheduled to end January 22, 2021.
“The resumption date for the second term is set for February 1, and scheduled to end April 9.
“The third term of that session commences on April 26, and runs till July 23”, the statement read.
The government further explained that the announced schedule applies only to Primary and Secondary Schools, adding that Tertiary Institutions are also expected to reopen on September 21, but required to plan their schedules.
The State Government enjoined stakeholders to continue to fine tune their preparations in the coming days towards ensuring a seamless enforcement of the announced schedule.
The Osun State Police On Monday dragged a 22-year-old man, Tunde Agbaje, before an Osun State Magistrate Court sitting in Osogbo for allegedly robbing a petrol station.
Police prosecutor, Inspector Temitope Fatoba told the court that the accused person and others still at large robbed a Bovas Filling station, on August 13, 2020, around 9:10 pm at Agunbelewo Osogbo, the state capital of Osun.
It was alleged that the accused person and others still at large armed themselves with guns and other dangerous weapons, robbed one Ademola Omitogun, the manager of Bovas Filling Station of N1,200,000.
He further alleged that the accused persons conspired among themselves to commit felony to wit armed robbery.
According to him, the offence committed is contrary to and punishable under Section 6(b) and Section 1(1)(2)(a)(b) of the Robbery Firearms (special provision) Act Cap Rll Vol.14 Laws of Federation of Nigeria 2004.
The plea of the accused was not taken by the court and also had no legal representation.
While ruling, Magistrate Isola Omisade ordered that the accused person be remanded at Ilesa Correctional Center.
He, however, adjourned the case till November 16, 2020, for mentioning
Operatives of the Enugu zonal office of the Economic and Financial Crimes Commission, (EFCC) has arrested fourteen suspected internet fraudsters, from different parts of Awka, Anambra State.
They were arrested on Monday, August 31, 2020 , based on intelligence available to the Commission.
Specifically, the suspects , whose age range between 21 and 28 were arrested at Okpuno Awka, Agu Awka and Ngozika estate, all in Anambra State.
Items recovered from them are: different exotic vehicles which include three Mercedes Benz 4matic, three Mercedes Benz AMG, two Lexus Rx salon cars.
Interim analyses of some of the suspects’ phones indicated they were involved in some suspected internet fraud which include online bitcom scam, love scam and identity theft.
The suspects will soon be charged to court as soon as investigations are concluded
A US appeals court on Monday overturned the Trump administration’s July 2019 rule that sought to suspend a regulation that more than doubled penalties for automakers failing to meet fuel efficiency requirements.
Automakers had protested the hike adopted in 2016 by the Obama administration, saying it could increase industry compliance costs by $1 billion annually.
The US Court of Appeals for the Second Circuit in a 3-0 decision on Monday said the National Highway Traffic Safety Administration (NHTSA) did not make a timely decision to reconsider the penalties.
NHTSA declined comment.
Congress in 2015 ordered federal agencies to adjust a wide range of civil penalties to account for inflation.
In response, NHTSA issued rules to eventually raise fines to $14 from $5.50 for every 0.1 mile per gallon of fuel that new cars and trucks consume in excess of the required standards.
A group of states and environmental groups challenged the Trump administration decision.
Automakers argued that the increases would dramatically raise costs, since they would also boost the value of fuel economy credits used to meet requirements.
Some automakers historically have paid fines instead of meeting fuel efficiency requirements – including some luxury automakers like Jaguar Land Rover and Daimler AG.
The Kaduna State Ministry of Justice has flayed the allegations in a petition to NBA against Governor Nasir Ahmad El-Rufai, stating that the state government upholds fidelity to the law, for the purposes of upholding order and promoting peaceful coexistence and for advancing its governance reforms.
This includes strengthening the capacity of the justice system by appointing more magistrates, employing more lawyers and working with the National Judicial Council (NJC) to increase the number of high court judges in the state, the government added.
In a statement signed by the Attorney General and Commissioner of Justice, Aisha Dikko, the Ministry of Justice refuted what it described as spurious allegations that were made by certain persons in a petition to the NBA.
She noted that the criminal cases mentioned have a common thread of incitement and spreading false information which cannot be tolerated in any civilized community, not least in a state that has suffered from so much ethno-religious strife.
She decried the tendency of the petitioners to personalize government, stating that the cases mentioned in the NBA petition were filed by the Ministry of Justice as part of its statutory duty to enforce law and order.
The Attorney-General stated that a government that goes to court as the proper arena for deciding cases cannot be reasonably accused of not respecting the rule of law.
Refuting the specific allegations pertaining to the rule of law, the Attorney-General said that the state government has no idea of the whereabouts of, or has any involvement whatsoever in the reported abduction of Abubakar Idris Usman, also known as Dadiyata.
According to the Commissioner, it amounts to stretching the fact that Dadiyata was abducted within Kaduna State to mean the involvement of the state government in the matter.
The Attorney General pointed out that Kaduna State Government ‘has neither filed any complaint against Usman with the police nor has it instituted a suit against him before the court.
Aisha Dikko recalled that Kaduna State Government has demonstrated its commitment to the rule of law and its first test was in July 2015, barely two months after the government took office when a newspaper defamed the governor.
A former goalkeeper of Nigeria’s Flying Eagles, John Felagha, is dead.
He died in Senegal on Sunday, according to the Nigeria Football Federation.
He was aged 26.
NFF expressed condolence with the family of the late player in a tweet on Monday.
The football federation tweeted, “Former National U17 and U20 goalkeeper John Felagha has died.
“Felagha died on Sunday in Senegal. He was aged 26.
The federation expressed its condolences with the family of the late player.
“Our thoughts and prayers are with his family.”
