Alleged Budget Padding: ACF Condemns Ningi’s Suspension

The Arewa Consultative Forum, ACF, has condemned the suspension of the immediate past Chairman of Northern Senators Forum, Sen Abdul Ninigi, by the Senate, saying the interests of the North are at stake.

A statement by the National Publicity Secretary of ACF, Prof. Tukur Muhammad-Baba, explained that the Senate ought to have investigated the issues raised by the senator to establish the veracity of his claims instead of the suspension.

It urged the Senate to act with more circumspection in dealing with criticisms of its operations.

Ningi had alleged that N3.7 trillion was not attached to any specific project in the 2024 budget passed for implementation.

ACF noted that the allegation has since been denied by the 10th Senate as lacking in veracity, stressing that the interests of many communities in Northern Nigeria are at stake.

It said rather than the route of a rushed suspension of Ningi, ACF prefers a thorough investigation of the allegation by a statutory or ad hoc committee of the Senate.

It said the allegation of padding, as well as those related to the inclusion of items that benefit specific communities of some senators as “constituency projects”, stand unaddressed with all attendant negative implications for the Red Chamber and the executive.

The new Administrator of the Presidential Amnesty Office, Dr. Dennis Otuaro, has resumed duty at the Agency’s headquarters in Abuja.

The Technical Assistant to the former Interim Administrator, Mr. Ita Henshaw, handed over the notes to Otuaro in a brief ceremony in Abuja on Monday.

In his speech, Otuaro said that he will not betray the trust reposed in him by the President and the National Security Adviser.

He said his mission in the Presidential Amnesty Office is to render quality service to the Niger Delta region and the nation, stressing that there would be no room for failure.

He urged the members of staff to be focused and give him the requisite cooperation to move the office forward.

He assured that he is not in the Amnesty Office to pursue personal gains even as he urged the members of staff to embrace his principle.

Otuaro promised to bring the programme closer to the people.

“First and foremost, I greet everybody here. I thank Mr. President for entrusting me with the opportunity to serve at this time.

“I need everybody’s cooperation here to take this programme to greatness.

“My appeal here is, as from today we should back the crowd and face the job. I need everyone’s cooperation so we don’t disappoint the President, the NSA, the people of the Niger Delta and Nigeria as a whole.

“I believe in this country. Everything about me is in this country and it is also in the Niger Delta.

“This assignment is for our people, for the country and for humanity. We are bringing the programme closer to the people. We will not use it to pursue things that are abstract.

“We will streamline whatever we know that is giving us the load to provide excuses, we must streamline some things and we’ll work together.

“I will not disappoint my people, I will not disappoint Mr. President and National Security Adviser who gave me this appointment. I am not here to pursue personal goals, I am begging everybody to be on same page with me.

“This is a serious time we are going to spend here, so I will make everything short. I thank everybody, we will get used to ourselves as time goes on,” he stated.

President Bola Tinubu had approved the appointment of Dr. Dennis Burutu Otuaro as Administrator of the Presidential Amnesty Programme on Thursday night.

Otuaro’s appointment was announced by the Special Adviser to the President (Media and Publicity), Chief Ajuri Ngelale.

Otuaro holds a PhD in Comparative Politics & Development Studies; an MSc in Public Administration, and a BSc in Education.

He had previously served as a top-level executive of the Niger Delta Development Commission (NDDC) with experience across multiple sectors, including infrastructure development, security, environmental remediation as well as oil and gas.

Bay FC shocks Angel City with 1-0 win in first-ever NWSL game

What started last April, with four American women’s soccer legends trying to bring the sport back to the Bay Area, came to an exciting climax on Sunday when Bay FC beat Angel City FC, 1-0, in its inaugural game.

Playing for the first time as an expansion team in the National Women’s Soccer League (NWSL), Bay FC played an inspiring, if also chaotic brand of football as it knocked off a quality Angel City side in Los Angeles.

“We just wanted to enjoy ourselves, have fun and work with each other, and that’s what we did,” said striker Asisat Oshoala. “We worked for each other. That’s what we’ll do until we get it right.”

Oshoala, a Barcelona legend who was twice nominated as a Ballon d’Or Award finalist during her historic run in Europe, scored Bay FC’s first-ever goal with a memorable strike in the 17th minute.

Veteran right back Caprice Dydasco created a turnover in the attacking third and poked it to winger Tess Boade, who found Oshoala streaking through the penalty area. Oshoala took a one-time shot and blasted it upper-90, slamming the ball off the inside of the crossbar that narrowly found netting for Bay FC’s first-ever goal.

“I looked back to make sure I wasn’t offside just to make sure I could go celebrate,” she said. “LA is one of the favorites to win the league and being 1-0 against them gave us a lot of confidence.”

The final stat line will show Angel City held almost 60% of the possession and created double the shots (16 to eight) and triple the corner kicks (12 to four). But Bay FC’s organized defensive shape and Liverpool-style of high-pressing football made it difficult for Angel City to break through.

“The soccer gods were with us,” said head coach Albertin Montoya. “Our players believed in it. Sometimes you get that when you have that extra motivation to do something special.”

Savy King, the No. 2 overall pick in January’s draft, was outstanding in her professional debut as a left back. She didn’t lose a single one-on-one duel and often stepped into gaps to cut off passing lanes and create key interceptions.

“She was world class,” Montoya said.

The veteran center back pairing of Emily Menges and Kayla Sharples were lockdown defenders for 90 minutes, holding an organized back line that never got beat through the middle and routinely recovered to disrupt fastbreak opportunities.

Dydasco, the right back, saved a goal in the 90th minute when a short-range shot from Angel City snuck passed goalie Lysianne Proulx and creeped toward the goal line, but Dydasco got to it just in time and booted it out of the danger area.

Angel City had plenty of such moments where loose balls bounced around Bay FC’s penalty area, but as much as Bay FC bent, it never broke.

“It was not the style of play we want to play,” Montoya said. “Angel City did a very good job defending us, creating problems for us. We were trying to solve them. That’s a work in progress. I told our organization and players, it’ll take time for us to dominate the ball. We want to dictate how we play but that takes time.”

Goalkeeper Lysianne Proulx had a heck of a NWSL debut. After playing professionally in Australia, Proulx joined Bay FC as the likely backup to Melissa Lowder, but Lowder suffered a season-ending knee injury earlier this month, giving Proulx a chance to step into the spotlight.

A goalie for the Canadian national team, Proulx made a ridiculous save in the 35th minute as Meggie Dougherty Howard found a wide open look from the penalty marker and guided it right to the lower right corner, but Proulx poked it wide for a corner kick. She made another stunning block from point-blank range in the 51st minute.

“She was our MVP today,” Oshoala said.

Proulx, 24, finished with eight saves on the night, tying the record for goalies in their NWSL debuts.

“It was tough, we just held onto it,” Proulx said. “This win means everything.”

Oshoala was a feisty presence as the lone striker in a 4-3-3 formation that should also feature Racheal Kundananji in a few weeks. Kundananji, who came over from Madrid for a record $800,000 transfer free, is out with a knee injury but will soon slide into one of the wing positions, where Tess Boade and Scarlett Camberos played on Sunday.

SSANU, NASU Begin Strike, Ground Universities Over Withheld Salaries –

Members of the Senior Staff Association of Nigerian Universities and the Non-Academic Staff Union have begun a nationwide strike today (Monday) over alleged unfair treatment and disparity in the payment of salaries by the Federal Government.

Last Monday, the unions threatened to shut down hostels and power supply in universities across the country if the Federal Government fails to meet its demands before today, March 18, 2024.

National President of SSANU, Muhammed Ibrahim, said his members, including Vice Chancellors, registrars, and bursars, have not been paid 2022 arrears.

On Sunday, Ibrahim informed The PUNCH that the two unions were set for their nationwide strike.

Meanwhile, the Minister for Education, Prof. Tahir Mamman, stated that he was unaware of SSANU/NASU’s planned strike.

However, during the Channels Television’s Morning Show programme, Ibrahim declared that the strike had started.

Definitely, it (the strike) has already started.

As of today (Monday), all our workers in registry, bursary, works and maintenance, security, and students’ affairs have withdrawn their services and nothing moves within the administration of any public university in Nigeria and that will be the case for the next seven days until and unless the needful is done,” he stated.

The SSANU president stressed that no government representative has reached out to the non-academic unions, noting that though some have reached out unofficially, their assurances cannot be taken to the bank.

He wondered why some government officials would not fully comply with President Bola Tinubu’s instruction to pay 2022 arrears.

He added that the Minister of Labour , Nkiruka Onyejeocha, has not reached out to the aggrieved unions despite issuing a seven-day notice last Monday.

This, he said was a departure from the responsiveness of the ex-Labour Minister Chris Ngige.

He stressed that the unions would go back to their toolbox and decide the next line of action should the government fail to heed the unions’ demands after the seven-day warning strike, which commenced today.

Billions Of Naira Lost As Fire Guts Sokoto Central Market

The Sokoto Central market was gutted by fire earlier today, with the motorcycles and bicycle dealers mainly affected.

An All Progressives Congress member, HB Mayana, shared photos from the devastating incident on X this morning.

He wrote: “Sokoto Central market faced a devastating fire earlier today, particularly impacting the motorcycles and bicycle dealers.

“Preliminary reports suggest losses amounting to billions of Naira. Our thoughts are with the victims. May Allah reward them abundantly.”

Meanwhile, an eyewitness who spoke with Punch said the Sokoto Central market fire emanated from a dump site close to the motorcycle section.

Reacting, the chairman of Motorcycles Marketers Association, Shehu Muhammad, said they could not quantify the number of motorcycles destroyed by fire because the fire was still raging.

“We cannot quantify the number of motorcycles burnt down by the fire now because the fire is still raging.

“But many people lost their shops along with their motorcycles because they could not come in time as the fire started around 6 am.

“But men of the federal and state fire services are currently battling, but I know it will take some time before they can quench it all,” he said.

Disquiet In CBN As Cardoso Retires ‘Emefiele’s Directors’

Barring any last minute changes, at least eight directors at the Central Bank of Nigeria (CBN) would be served early retirement letters from the apex bank this week. These directors, some of whom were initially redeployed to an arm of the bank, FSS 2020 under the Governor’s Directorate, whose office is located in the Maitama District of Abuja since 24th November 2023, and kept in a sort of pool to await “further directives”, are being asked to exit the CBN.

Knowledgeable sources within the bank indicate that some had already been served the disengagement letters since Friday, 15th March, 2024, but could not state clearly under what terms were those affected disengaged. “We don’t know whether they were given early retirement or their appointments were terminated outright”, said one of our sources.

Similarly, our sources could not confirm if those being served early retirement letters have been found guilty of any offences. The main reason for the sack of the affected officials, according to most of our sources, was “because they had worked very closely with the immediate past governor of the bank, Mr. Godwin Emefiele”.

The news of this planned sack has been widespread since Thursday last week. The decision, which is still being treated with confidentiality from the media, has raised great concern amongst staff of the CBN, who fear that it could be a prelude to more layoffs by the current management of the banking regulator.

Prior to this latest development, the apex bank had relocated no fewer than 150 staff of the Banking Supervision Department (BSD), which is one of the 29 departments of the bank to Lagos. The BSD is under the Financial System Stability Directorate of the CBN.

The relocation saga, it would be recalled, had generated heated controversy across the country, with many people of northern extraction alleging that it was an attempt to dislodge staff who are northerners from the institution.

But the CBN rebuffed those insinuations, insisting that it was part of a proper reorganisation of the bank, to ensure that the regular onsite examination of the 24 banks in the country were diligently carried out, since most of those national and regional banks are headquartered in Lagos. It also adduced as part of the reason for the relocation, the desire to de-congest the corporate headquarters of the bank.

It was widely alleged that many politicians had abused their privileges during the Buhari Administration to secure appointments for their children and relations in the CBN, resulting in redundancies, with many staff loitering in the headquarters of the bank since they had neither office accommodation nor chairs and desks on which to work.

Meanwhile, Daily Trust gathered from different sources over the weekend that some of the directors affected in the latest action of the current management of the CBN have threatened to challenge the decision, while others have said they will accept the sack as the CBN has become a ‘poisonous working environment.’

Speaking to Daily Trust, one of the affected directors who pleaded anonymity said: “We thank God for the time we spent, and the impact that we have made. I will not challenge it. Once my letter is handed to me tomorrow (today) I will gladly take a walk. Life goes on.”

Also, there are insinuations that the CBN governor is considering outsiders to replace some of the sacked directors, and one of the persons allegedly penciled down to take over as Director of Security is retired Assistant Inspector General (AIG) Hakeem Odumosu, who was one time commissioner of police in Lagos State. T

Some of the staff who spoke with our reporter accused the current leadership of the CBN of harbouring “a vindictive mindset” to punish all personnel that were quite close to Emefiele, while he held sway as chief executive of the bank.

How the move was hatched

Daily Trust gathered that the governor, upon assumption of office, immediately wanted to sack all the directors identified to be “quite close” to Emefiele.

However, that move was halted when he was advised against such action because those officers were not political appointees. “So, they could not be sacked at will, as was the case of the Acting Governor, Mr. Folashodun Shonubi, and all his deputies”, one of our sources said.

Sources disclosed further that since the new CBN governor could not sack the directors outright, he decided to transfer virtually all of them out of the headquarters in November 2023.

The FSS 2020 is often seen as a less prestigious posting within the CBN, and the redeployment of the eight directors has been likened to being sent to “Siberia.”

Among the directors transferred to the FSS 2020 on the 24th of November last year were Samuel Chukwuyem Okojere; Abdulmumin Abdulsalam Isa, PhD; Dr. Elizabeth AMos Kwaghe; Dr. Maureen Omolola Chukwurah; Mr. Arinze Stanley; while Mr. Philip Yila Yusuf was moved to that office since 26th October, 2023.

Daily Trust investigation revealed that in the latest transfers done by Cardoso, Dr. Mahmoud Hassan, formerly of the Monetary Policy Department, now heads the Trade and Exchange Department, and the former Director of Human Resources, who has been moved to Capacity Development.

Under Yila’s leadership, according to our sources, the Development Finance Department (DFD), which he held before his redeployment, played a crucial role in supporting businesses through increased access to finance for priority sectors under a variety of programmes such as the Anchor Borrowers’ Programme (ABP), the Agri-Business/Small and Medium Enterprises Investment Scheme (AGSMEIS), and the Micro, Small and Medium Enterprises Development Fund (MSMEDF) and disbursement to households and small businesses during the outbreak of the COVID-19 pandemic, to cushion the impact of the consequent lockdown.

The current CBN Governor, Yemi Cardoso, has criticised these quasi-fiscal policies of his predecessor, Mr. Emefiele, saying that they resulted in N10 trillion being pumped into the economy through intervention programmes, an action he said was responsible for large money supply in the economy.

Questions over appropriateness of deployment to FSS

Some highly placed staff of the CBN have questioned the rationale behind the deployment of highly technical staff to a secretariat where they became redundant. There were also concerns about the replacement of personalities with the relevant competences and capacities with others who do not necessarily posses the cognate experiences to oversee the departments they have been redeployed to.

For instance, Dr. Maureen Omolola Chukwurah is a patient-oriented and resourceful medical executive with over 20 years of experience in developing and managing clinical staff. She is a physician with a solid academic background in General Medicine and specialty in Cardiology, according to our sources.

She spearheaded the setting up and accreditation of the CBN Isolation Centre and Molecular Laboratory and coordinated the management of all COVID-19 cases in the bank during the pandemic. Due to her efforts during this period, she received a management commendation letter for outstanding services during the COVID-19 pandemic, from the CBN.

In 2021, she became the Deputy Director, Preventative and Support Services Division, a position she held until she became the Director of the Medical Services Department in June 2023. On November 24, 2023, she was redeployed to the FSS 2020 Secretariat.

Also, Mr. Samuel Okojere was redeployed to the FSS 2020 Secretariat in November 2023. He was the Director of the Banking Services Department at the Central Bank of Nigeria,

Mr. Okojere has played significant roles in the establishment of the Nigerian Export-Import Bank (NEXIM) and the African Export-Import Bank (AFREXIM). He initiated the creation of the Infrastructure Finance Office, and Payment Systems Management Department in the Central Bank of Nigeria, among other laudable initiatives.

According to a senior insider, an almost retiring statistician with no cognate experience in Monetary Policy was assigned to the MPD.

“Dr Omolara Duke, who had been widely celebrated for repositioning the research department was moved to financial markets department and replaced by Mrs. Aderinola Shonekan, in a move that alarmed many staff members”, one of our sources said.

“Dr Adu, a medical doctor was removed from medicals and posted to capacity development department as administrator whereas Musa Jimoh, the bank’s payment system ‘whizkid’ was sent to the same department as a Director.”

More staff to relocate to Lagos

Daily Trust reliably learnt that nearly 100 staff of the Financial Policy Regulation Department under the Financial System Stability Directorate have also been placed on notice that they will be relocating to Lagos by 29th April, 2024.

CBN mum over action

When Daily Trust reached out to the Acting Head Corporate Communication of the CBN, Mrs Hakama Sidi-Ali on the alleged sack of the directors, and to confirm the rationale deployed by the management in taking the action, she neither answered repeated calls to her cell phone nor responded to series of messages sent to her by sms and WhatsApp.

Meanwhile, none of those affected by the latest action agreed to speak to our reporter on record.

Scarcity Of Passport Booklets Looms As FG Incurs N16 Billion Production Debt

There are strong indications that a potential problem of scarcity of e-passport booklets is looming.

According to a report by Leadership, the situation is occasioned by the non-payment of huge production debt to vendors and major stakeholders involved in the value chain of the travel document.

A top source at the passport office at the Nigeria Immigration Service headquarters, quoted in the report, explained that the gross income paid by passport applicants goes directly to the Nigeria Immigration Service (NIS) Treasury Single Account (TSA), from where the service is supposed to make payment to all stakeholders involved in the passport value chain.

He lamented that, unfortunately, before the income drops, the federal government, which regards the money as net income, takes out 50 per cent, leaving the Immigration service with nothing reasonable to service their vendors and all stakeholders involved in the passport production process.

His words: “Let me give you an example. The cost of the 32-page passport booklet outside Nigeria is $132, while the cost of the 64-page category is $230. If you apply outside Nigeria and you pay in dollars, the money goes straight into the Federal Account, which is shared amongst the three tiers of government every month by the Federation Account Committee (FAAC).”

The officer, who confirmed that there is currently a shortage of 32-page booklets across the 48 passport-issuing outlets outside Nigeria and the 44 outlets in the country, acknowledged that the agency presently has the 64-page booklets in excess but that the demand for it was deficient.

“Our service providers are owed over N16 billion while printed booklets are stuck in warehouses due to our inability to offset these huge debts.

“The Customs Service, DHL and two Nigerian banks are amongst service providers that are insisting on the payment of their outstanding N16 billion balance before the documents would be released to us.

“As a matter of fact, we are meant to understand that the manufacturing firms based in Slovenia, Malaysia, and another in Malta handling the e-passport projects are yet to be reimbursed in line with our agreement to always make payment two weeks after printing and supplying the e-passports,” he stated.

Lagos Police Arrest Two Traffic Robbers Disguising As Beggars

Two notorious traffic robbers, identified as Olumide Oladiji and Lekan Ibrahim, have been arrested in the Agungi Lekki area of Lagos State.

PUNCH Metro learned that the incident occurred on March 15 at about 7.30pm.

A police source told our correspondent that the suspected robbers posed as beggars on the expressway to steal from motorists plying the road.

The source added that the culprits forcibly retrieved the victim’s phone and gold necklace, adding that the victim alerted the patrol personnel of the Ilasan division stationed at the Jakande roundabout, leading to their arrest.


He said, “A motorist while in the traffic at Agungi Lekki Laguna said that two men who disguised themselves as beggars approached him, and they forcefully collected his phone and his gold necklace. He quickly alerted the patrolmen of the Ilasan Division stationed at the Jakande roundabout, and they swung into action speedily. One Olumide Oladiji and one Lekan Ibrahim were arrested and taken to the station.

When contacted, the state Police Public Relations Officer, Benjamin Hundeyin, confirmed the incident to PUNCH Metro, noting that the culprits will be arraigned and that the stolen goods have been recovered.

Hundeyin said, “The stolen items were recovered from them. The two suspects will be arraigned accordingly.”

In January, PUNCH Metro reported that some notorious traffic robbers were arrested in the Orile-Iganmu area of Lagos State. The arrest was made after a tip-off by members of the public.

The hoodlums, numbering about eight, were said to have emerged from under the bridge in a commando style, brandishing dangerous weapons such as machetes, broken bottles, sticks, and jack knives to dispossess innocent members of the public of their valuables inside the traffic in the area.

Adeleke Moves Into Osun Government House 16 Months After Swearing-In –

About one year and four months after taking over rein of the state, Osun State Governor, Ademola Adeleke, has moved into the Okefia Government House, Osogbo, the official residence of the governor.

Adeleke was sworn in on Sunday, November 27, 2022, and rather than moving into the Government House to live like his predecessors, he chose to return to his private house in Ede, a neigbouring town to Osogbo.

Despite criticisms by the opposition All Progressives Congress, Adeleke remained in his private house and sometimes conducted the business of the state from there.

He explained that the Government House was under renovation.

However, a statement on Sunday by his spokesman, Olawale Rasheed, said the renovation had been completed and Adeleke had finally moved in.

Rasheed explained that the rehabilitation work covered the main house, the completion of an abandoned multi-bedroom guest house, remodelling of many of the structures, and refixing of many derelict facilities.

Speaking at the unveiling of the renovated Government House, an event attended by top officials of the Osun State Government, Adeleke said his administration was committed to upgrading state assets irrespective of whether such programmes were inherited or commenced by him.

He said, “I have upgraded the Government House just as I rehabilitated the Governor’s Office. We ensured the Government House was rescued from the open neglect we inherited. You can all see the upgraded facilities which now place our state in good stead in the comity of states.

“I met an abandoned guest house where top dignitaries can be hosted instead of huge bills on outside accommodation. I ordered its rehabilitation and today it is completed.

“The Presidential Lodge I met on the ground was in a terrible state. Our team fixed it.

“Our administration is passionate about upgrading state assets because they are for generations even yet unborn. We must act genuinely on the mantra that government is a continuum. Abandoning projects or state assets as Osun witnessed in the recent past is a sign of bad leadership.”

Adeleke said his government was not only completing inherited projects but was also initiating new ones.

“To the good people of Osun State, your governor has moved into the Government House. I pledge to redouble our efforts at delivering on the five-point agenda. We are truly fixated on sustaining the delivery of good governance,” he said.

But reacting, Osun APC Chairman, Tajudeen Lawal, described the renovated Government House as a misplaced priority.

Lawal, in a statement, said, “It is a pity that while the counterparts of Governor Adeleke in other states are preoccupied with how to lessen the debilitating effects of the Federal Government removal of fuel subsidy through palliatives, the Osun State governor was busy celebrating something that cannot positively impact the people of the state.

“We want to impress it on Governor Adeleke and his co-travellers that we, just like other discerning members of the public in Osun State, are not amused by the Adeleke N1bn rehabilitated Government House which had already been rehabilitated to taste by the immediate-past Governor Gboyega Oyetola now Minister of Marine and Blue Economy.”

Military Deploys Armoured Vehicles Into Bomadi Creeks

The Nigerian military, Sunday, deployed armoured vehicles to Bomadi, headquarters of Bomadi Local Government Area of Delta State, over the killing of several soldiers on peace and rescue mission in Okuama community in Ughelli South Local Government Area.

The military personnel and over three armoured vehicles were seen zooming across the Bomadi Bridge in the late hours of the day, probably hurrying to the creeks.

However, soldiers earlier deployed to the Okuama community have continued demolition of houses in the community, sequel to the last week killing of their men.

A community source, who spoke to our reporter, said that the military were currently occupying Okuama with several houses demolished.

“As I’m talking to you right now, soldiers are there and they continue the demolition of buildings in the community, and I don’t think they would leave very so soon.

“They usually come to our community to buy some stuff and go back to Okuama”, he said.

Recall that last week, soldiers from the 181 Amphibious Battalion of the military Joint Task Force, JTF, Bomadi Division, led by the commander, Maj. Jaffa, were ambushed and killed on a rescue mission at Okuama to release a hostage, Mr Anthony Aboh, hailed from neighbouring Okoloba community in Bomadi Local Government Area over a lingering land dispute.

The situation became tensed and worsen when more soldiers were killed the following day.

More so, a renowned ex-militant leader and his group, who was allegedly hired by Okuama community to fight against their neighbouring Okoloba community, is said to be declared as a prime suspect, who is on the run at present.

Again, indigenes who fled the community, especially children and women, are reported to be living among their relatives in neighbouring communities in Ughelli South Local Government Area.

An indigene of neighbouring Alota community in Ughelli South Local Government Area, who narrated their ordeal, said: “We are all living in fear as soldiers troop into our communities in search of the perpetrators, so we cannot receive visitors fleeing from Okuama”.

When contacted to speak on a possible humanitarian crisis in the council area, the Head of Personnel Management, HPM, Ughelli South Local Government, Mr Austin Emaduku, said: “First and foremost, I’m a civil servant and not an elected officer and I have my restrictions speaking to the press.

“Besides that, the state government has issued a statement on the crisis and the public should take that for now”
