Bayelsa To Set Up Marine Safety Task Force, Create Fish Cities

…Stakeholders Hail Blue Economy Draft Policy

As part of efforts to ramp up safety on waterways as well as harness its blue economy potential, Bayelsa State would establish a marine safety task force and create economic zones to be known as Fish Cities.

Governor Douye Diri disclosed this on Monday during an event tagged: “Expanded Stakeholders Validation for the Bayelsa State Marine and Blue Economy Draft Policy” organised by the state Ministry of Marine and Blue Economy in Yenagoa, the state capital.

The Bayelsa governor said security on waterways was key if the state would benefit from the wealth in its maritime domain.

He noted that the life of the Ijaw man had been centred around water and that establishing the Ministry of Blue Economy in the state reflected the nature and essence of Bayelsans and Ijaws at large.

He explained that his administration will set up fish cities to move the fishing occupation of the Ijaw man from subsistence to commercial level as it was a way for the state to reap the benefits from the resources in its blue economy.

The Bayelsa helmsman also stated that establishment of the Federal Ministry of Marine and Blue Economy, and that of the state demonstrated the seriousness of government in making the most of the opportunities in the blue economy sector.

Diri said his administration’s investment in infrastructure such as the three senatorial roads, which all lead to the Atlantic Ocean, would create opportunities for young people to make a living.

According to him, globally, the blue economy sector is valued at over $1.5 trillion annually and provides more than 30 million jobs, with a potential for growth.

His words: “The blue economy offers a vast array of opportunities in maritime shipping, fishing and aquaculture, coastal tourism, renewable energy, undersea cabling, seabed extraction, marine biotechnology, and even the emerging field of marine genetic resources.

“As part of our Assured Prosperity Agenda, we are committed to creating pathways where our young people can build successful careers in these areas. For us, this is more than just about creating jobs; it is about carving out sustainable futures that benefit both our economy and our environment.

“We are championing the creation of Fish Cities. Our waters are rich, and with strategic investment and sustainable practices, they will fuel an industry that benefits every Bayelsan from our rural communities to our urban centres.

“Further to these transformative projects, we are focusing on marine safety. To secure our waters and improve safety across our coastline, I am pleased to announce the establishment of a Task Force on Marine Safety. This task force will work in collaboration with federal agencies, local authorities, and industry stakeholders to ensure the security of our maritime domain.

“Moreover, we will be investing in a locally managed fleet to enhance the safety of our waterways while fostering capacity building in maritime services. These dual actions will increase our capacity and bolster the safety of our coastal communities.”

The governor called for collaboration between relevant federal agencies and the coastal states as the blue economy sector had the ability to make Nigeria depend less on oil and gas.

In her remarks, the Commissioner for Marine and Blue Economy, Dr. Faith Izibenua Zibs-Godwin, said the policy framework was borne out of a collective desire to transform Bayelsa into a model for sustainable marine management environment, resilience and inclusive economic growth.

She expressed appreciation to Governor Diri for giving her the opportunity to serve as the pioneer commissioner in the ministry, assuring that she will put in her best for the state to benefit from the vast resources in its blue economy.

In separate goodwill messages, representatives of the National Inland Waterways Authority, Federal Ministry of Marine and Blue Economy, Nigeria Ports Authority, Nigeria Shippers Council, Nigerian Maritime Administration and Safety Agency as well as a retired Permanent Secretary in the Federal Ministry of Transport, Amb. Boladei Igali, hailed the draft policy on marine and blue rconomy and pledged to collaborate with Bayelsa to make the sector profitable not just to the state but also the country.

 

Industrial Court orders firm to pay N41m, directs Ex-Staff to return Lexus Vehicle within 7 days

Hon. Justice Muhammad Hamza of the Portharcourt Judicial Division of the National Industrial Court has declared the non-payment of Mr Ikenna’s salary for the period of October 2021 to January 2022, by Alcon Nigeria Limited as a breach of the contract of employment.

The Court ordered Alcon Nigeria Limited to pay Mr Ikenna the sum of (N16,781,500.00) Sixteen Million, Seven Hundred and Eighty-One Thousand, Five Hundred kobo as pension contribution for the period of January 2017 to January 2022; the sum of N5,762,267.4 (Five Million, Seven Hundred and Sixty-Two Thousand, two Hundred and Sixty-Seven and 4 kobo as salary for the period of October 2021 to January 13, 2022, less the payment of one (1) month payment in lieu of notice, the sum of N11,289,600.00  (Eleven Million Two Hundred and Eight-Nine Thousand, Six Hundred Naira Only) as the End of Service/Gratuity, and the sum of N5, 874, 240.00 (Five Million Eight Hundred and Seventy-Four Thousand, Two Hundred and Forty) as Leave allowance for the periods of 2019/2020 and 2020/2021 plus a 50kg of rice.

However, Justice Hamza ordered Mr Ikenna to return all the properties and assets of Alcon Nigeria Limited his possession such as Lexus vehicle, computer laptop and many others in good condition within 7 days.

From facts, the claimant- Mr. Ikenna had submitted that he was constrained to resign from the employment of Alcon Nigeria Limited, and the firm had refused to pay him his outstanding emoluments.

In defence, the defendant- Alcon Nigeria Limited maintained that non-payment of Mr Ikenna’s entitlement was a result of Mr Ikenna’s refusal to complete the exit process and return all properties and assets of the firm in his possession, that withholding of these properties and assets is a clear violation of the collective agreement signed between the parties.

Counsel argued that the act of self-help carried out by Mr Ikenna in illegally holding over the properties of Alcon Nigeria Limited inhibits the performance of the obligations of the firm in paying his outstanding entitlements as enshrined in the Collective agreement.

In opposition, the learned counsel to the claimant—posited that the obligation of his client to abide by the exit protocols of Alcon Nigeria Limited can only arise where the firm has fully complied with the payment of outstanding salaries, allowances, tax and pension remittances accruing to Mr Ikenna pre-resignation.

Counsel submitted that Alcon Nigeria Limited having admitted that it breached the contract of employment between it and Mr Ikenna cannot be heard complaining that his client refused to abide by its exit protocols upon claimant’s resignation; urged the Court to grant the reliefs sought.

Delivering judgment, the Presiding Judge, Justice Muhammad Hamza restated that the facts admitted need not be proved and held that Mr. Ikenna is entitled to salary from October 2021 to January 13, 2022, less the payment of one (1) month payment in lieu of notice as provided for under the collective agreement.

The Court held that Mr Ikenna has proved his entitlements of unremitted contributory pension and End of Service/Gratuity from Alcon Nigeria Limited to the satisfaction of the Court, and the assertion that Mr Ikenna had been in the employment of Alcon Nigeria Limited since 2004 needs no further proof.

On the claim of N50m exemplary damages, Justice Hamza held that notwithstanding the fact that Alcon Nigeria Limited was in breached of the terms and conditions of employment by not paying Mr Ikenna his monthly salaries, Mr. Ikenna is not entitled general and exemplary damages for having held onto the Properties of the Alcon Nigeria Limited even after his resignation.

***Gov Diri Reaffirms Commitment to Sports Development

Bayelsa State has been crowned overall winner of the 3rd Governor Douye Diri National Wrestling Classics after one week of competition at the indoor hall of the Samson Siasia Stadium in Yenagoa.

Bayelsa state dominated the competition, clinching victories in the Greco-Roman, Women’s Freestyle, and men’s freestyle categories of the championship.

The event saw a large turnout, with Governor Douye Diri and other government functionaries alongside the Comptroller General Nigeria Customs present to witness the thrilling contests at the Indoor hall.

While addressing the enthusiastic crowd, Senator Diri reaffirmed his unwavering commitment to supporting sports, particularly wrestling, in the state, stating that the government was committed to the development of the youths through sports.

“I am fully committed to supporting wrestling and other sports in Bayelsa State,” Governor Diri declared, highlighting the positive impact of sports on youth development and social harmony.

The governor also spoke about the significant role sports have played in reducing social vices in Bayelsa, said sports in the last five years has given Bayelsa State a global recognition, saying that the government was committed to the development of sports.

He pointed out that initiatives like the wrestling classics are essential in keeping young people engaged and out of trouble.

“Sports have been instrumental in reducing social vices among our youths. We will continue to invest in sports to help build a better future for our young people,” Diri stated.

The state helmsman equally took the opportunity to urge other state governors to prioritize sports as a vertical tool for youth empowerment and national unity, pointing out that sports remains one of the cardinal objectives of his administration.

According to him, sports has played a powerful role that is capable of shaping a brighter future for the youths in the   state and the nation, describing wrestling as a traditional sport for the Ijaw people.

“Money invested in sports is not a waste,” Diri emphasized. “Other State Governors should take note. Sports is a powerful tool to reduce social vices and keep the youth busy, promoting unity and peace across the nation.”

Earlier in an address of welcome, the President of the Nigeria Wrestling Federation, commended the governor Douye Diri for his immense investment in the sport, describing his efforts as crucial for the development of wrestling and other athletic disciplines in the country.

“We are deeply grateful for the support Governor Diri has shown for wrestling. His leadership is inspiring and sets a benchmark for other states to follow,” Igali said.

In separate Goodwill messages Comptroller General Nigeria Customs, Adewale Adeniyi and Chief of Defence Staff, Gen Musa Christopher, represented by Commander Joint Task Force JTF  South South zone, Rear Admiral John Okeke, hailed the governor for investing in the youths.

In a moment of recognition, the Governor awarded Commonwealth Games silver medalist Wilson Ebikewenimo with a sum of one million naira for his exceptional sportsmanship after defeating his opponent in the final.

Ebikewenimo’s display of skill and fair play was a highlight of the event, and the Governor praised him for embodying the true spirit of sports after the bout.

The highpoint of the program was presentation of awards to the various sponsors and those who have contributed to the progress of sports in the country.

The Call For Protest Against The Chairman, MD Of NDDC; A Joke Taken Too Far, Be Warned- IYC

The incessant quest to pull down our top political office holders and high profile personalities by some faceless and disgruntled elements is unbecoming, unreasonable and shameful to say the least.

How long shall we as a region play the dirty roles in the Nigeria political setting and expect to be respected in the committee of regions in this country.

It is disgusting at this point when we are always at the “crucify him” role play whilst other regions are galvanising support base and protecting their own at all cost.

What we do not value we can not enjoy, therefore with utmost plead that those that has weaponized the tool of protest should have a rethink, even when your protest leads to the removal of the NDDC duo, non of the protesters shall be considered as a replacement so my question would be “What will be the result of your protest?

The “Pull Him Down” syndrome mechanism we have been employing to express our dismay is no longer useful to the birth of new Niger Delta of our dream. Therefore, we should stop playing with our future forthwith.

The call for Mr. Chiedu Ebie’s removal as Chairman and Dr Samuel Ogbuku and Managing Director NDDC is a joke taken too far. A court of competent jurisdiction has given verdict on that matter, so let all of us respect the judicial pronouncement as a civil citizens and support the position of law as regards Ebie’s appointment. The profound well-thought out judgment is clearly predictable, relying on the outer clauses created by Section 24 (1) and (2) of the NDDC Act.
Therefore, any further protest on this is reckless,counter productive and unlawful to say the least, and the instrument of the law can be used against the protesters for disturbing the peace of the region.

For Dr. Samuel Ogbuku’s leadership role as the managing director, he is a product of the then struggle for self-determination and resource control, it is sad that our own Ijaw brothers are at the forefront shouting ‘crucify him’ with alleged mismanagement of NDDC funds and bribery, have forgotten history. All issues raised agains him are mere allegations being sponsored by some disgruntled elements whose identity will soon be unmasked.

We are channelling our energy wrongly by planning a protest against a substantive board we fought and sacrificed for. We have towed this part too long enough.

We must change our style and strategy, let the use of old style of protest be ignored for now and come to the dialogue table to negotiate the way forward for our region.
Time and season shall avail us our own opportunities.

We should learn from the North and West. This government has created terssed economic policies with no signs of ending hunger that has spread across the country, but you will never see a petition from the west.

When former president Buhari was was in charge, it was the same free for all, but did you see any Northerner protesting or raising issues to discredit his government? How long shall we learn and stop the “holier than thou” mentality? we can not be the ‘neutral ground’ anymore.

Let us together raise our banners in support of our own. Let there be a binding bridge between the political class, technocrats, activists, and all and sundry in a collaborative commitment for a better Niger Delta.

We are not our own enemies any longer. Rather, let us rejoice and use our common energy to the central authorities who has shortchanged us by scrapping the Ministry of the Niger Delta, who sacks our brothers and sisters( The Case of immediate past Minister for Humanitarian Affairs and Poverty Alleviation,Dr Betta Edu is still fresh in our mind) and replaced them with theirs.

We must collaborate with ourselves and protect the few of us at the helms of affairs and not to suffocate them with ceaseless and meaningless protest .

Global Alliance Commiserates with Nigeria Over Death Of COAS

The world Public Relations body, Global Alliance for Public Relations and Communication Management, has commiserated with Nigeria over the death of her Chief of Army Staff, late Lt. Gen. Taoreed Lagbaja. 

President of Global Alliance, Prof. Justin Green, in his condolence message to the President of the Nigerian Institute of Public Relations (NIPR), Dr. Ike Neliaku, said the passing on of the Army Chief is a huge loss to the military in Africa and the Nigerian nation, in particular.

“We were together at a Security Summit at the Nigeria Army Resource Centre, Abuja when I visited Nigeria in June this year. Full of life and there was no sign of death. May his soul rest in peace. My heart really goes out to the family; we pray for God to grant them the fortitude to bear this great loss”.

He expressed his condolence to President Bola Tinubu, Acting Chief Of Army Staff, Lt. Gen. Olufemi Oluyede, Chief of Defence Staff, Gen. Christopher Musa, NIPR President, Dr. Ike Neliaku, and the entire Nigerian military over the loss.

Recall that Prof. Green during his visit to Nigeria for the NIPR Diamond Anniversary was at the Nigeria Army Resource Centre Abuja where he had a fruitful engagement with the late Army Chief.

First Lady Partners NDDC, Launches U-Lesson Educational Tablets

Nigeria’s First Lady, Senator Oluremi Tinubu, has launched the Niger Delta Development Commission, NDDC, and the Renewed Hope Initiative, RHI, partnership in the distribution of 45,000 U-Lesson Educational Tablets in primary and secondary schools across the Niger Delta region.

Speaking during the ceremony at the Banquet hall of the State House in Abuja, the wife of the President and founder of the RHI described the initiative as an innovation that provides students with comprehensive learning resources for engaging and Interactive educational experiences.

Oluremi Tinubu noted that the technology-driven learning method would enhance educational access and quality for students across the Niger Delta region, ensuring that school children were given the tools they needed to succeed.

She said the U-Lesson education software was tailored to align with the Nigerian educational system, ensuring relevance and effectiveness in the local context. She noted: “One of the standout features of this software is its offline video library, which allows learners to play, pause, and rewind educational content without needing an internet connection.

Also speaking at the event, the Chairman of the NDDC Governing Board, Mr. Chiedu Ebie, remarked that the U-Lesson educational tablets strategy marked a significant step towards transforming education in Nigeria.

He said the collaborative effort with RHI would make a substantial impact, particularly in the Niger Delta region.

The Chairman said that the initiative underscored the unwavering commitment of the NDDC to the holistic development of the Niger Delta Region.

The Minister of Regional Development, Engr. Abubakar Momoh applauded the collaboration between the NDDC and RHI, stating that it represented a game-changing partnership. He equally commended President Bola Ahmed Tinubu for taking a particular interest in the development of the Niger Delta region.

In his welcome address, the NDDC Managing Director, Dr Samuel Ogbuku, observed that distributing the education tools was a practical demonstration of President Tinubu’s administration’s Renewed Hope Agenda.

He said that the U-Lesson tablets initiative was not merely about providing digital devices; “it is a significant leap forward in our commitment to integrating technology into the educational processes that shape our children’s future. By harnessing the power of these digital learning resources, we aim to enhance student engagement, streamline curriculum development and accessibility, and ultimately boost student performance and achievement.”

He said further: “The software includes parental controls and a long battery life of up to 18 hours, making it a reliable and safe tool for students and educators.

As we distribute this education software, services, and tablets, we are taking a significant step towards achieving the Sustainable Development Goals, particularly Goal 4, which seeks to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.”

“By equipping our schools with these digital tools, we supplement traditional face-to-face instruction and empower students to master their materials and perform better in their tests and examinations. We believe that every student in our region deserves access to quality education.”

Advising the students, Ogbuku said: “We hope that these tablets will inspire you to dream big, work hard, and achieve your goals. Education is the key to unlocking your potential and shaping your future.

He said that besides distributing the tablets, the NDDC had also employed a consultant to train teachers to use the U-Lesson tablets effectively across the nine mandate states.

The Managing Director of U-Lesson, Mr. Sim Shagaya, stated that giving the tablets to pupils and students in the Niger Delta region would put the children of everyday people on equal footing with those from wealthier backgrounds.

He noted that the U-Lesson educational tablets distributed by the NDDC were the largest investment in education technology by any government agency in Africa, stating that it was a huge intervention that both government and non-governmental agencies should emulate.

The World Health Organisation’s country Representative, Dr Walter Mulombo, said he was excited to witness what was unfolding in Nigeria in the area of education. He commended the U-lesson initiative and described it as the path to the future.

Bayelsa State Government says it is pleased with the continuous progress of the 13th National Wrestling Classics and 3rd edition under Governor Diri.

Governor Douye Diri made this known at the opening ceremony of the Wrestling Classics in Yenagoa, Bayelsa State Capital.

Governor Diri, who was represented by his deputy, Senator Lawrence Ewhrudjakpo, said the hosting of the championship was not an accident as Bayelsa had dominance in wrestling right from the old Rivers State.

The governor noted that Bayelsa wrestlers made Rivers State proud at the global stage with the likes of Jackson Bidei, Hippo, Irigha Eferebo, Victor Kodei and Macaulay Appah He stated that the state government would continue to use sports as a tool for crime control.

According to him, the essence of hosting the tournament was beyond winning laurels but an avenue for wealth creation. The governor also noted that drugs and sports don’t go together and that the Bayelsa State Government is deliberate about the development of sports.

The State’s helmsman also declared the intention of the State to see more Daniel Igalis’and Blessing Oborududus’ triumph in tournaments at the global stage, pointing out that the Prosperity Administration has no regret investing hugely in sports.

Earlier in an address of welcome, President of the Nigeria Wrestling Federation and Commissioner for Sports Development, Bayelsa State, Dr Baraladei Daniel Igali, commended the government for the immense contribution towards the progress of wrestling in the last twelve years.

He asserted that the tournament is the longest running competition in any sports hosted by a state government, saying that the kind gesture was as a result of the love accorded to sports particularly wrestling by the government over the years.

Dr. Igali opined that the achievements of the Nigeria Wrestling Federation would be incomplete without mention of the wonderful support from the Bayelsa State Government. He pointed out that the Wrestling Federation has achieved more than any other Sports Federation in the nation.

In the tournament, proper, results from Day Two of the 3rd Gov Douye Diri/13th National Wrestling Classics have Christian Ogwusoya of Ondo State winning gold in the women’s 53kg, with Eswi Ayo of Edo State and Happiness Soso of Delta State picking the silver and bronze respectively.

In the 55kg women, Adijah Idris of Rivers clinched gold women’s, Tarilayefa Bekefula came second, and Joseph Ozioma of the Nigeria Security and Civil Defence Corps finished in third place.

Godday Eseimokumoh of Bayelsa in the 97kg secured gold, Edo State Bradford Gbaluimi came second as Ezekiel Appah of Rivers settled for third position.

In other results, Kuro Agustine of Delta came first in Greco-Roman as Ipalibo Somina and Odum Alokariton finished second and third in the 130kg

Burutu’s Preye Dike came first in the 52 Kg Greco-Roman, Cross River Usani Bassey settled for second and third position went to . . . Ebi Sambo of Bayelsa won in the 97k Greco-Roman while Shadrack Hunu of the Nigeria Police Force finished third position.

However, Progress Benson of Rivers in the 125kg freestyle came tops with Bayelsa Zikenna Amen in second while Maltida Doueridei could only manage third position.

The 3rd Gov Diri/13th National Wrestling Classics will enter Day Three on Thursday with the championship expected to climax on Saturday in Yenagoa.

Cardinal Odunmbaku’s Soul Winners International Ministries Set To Host Prayers For Lagos, Nigeria

Plans have been concluded for hosting of the 2024 edition of the annual crusade/prayer meeting, which seeks to solicit the presence of God for Lagos state and the nation at large, to make the administration of President Bola Tinubu a successful one.

The spiritual gathering is being organized by Soul Winners Ministries international, founded by elder statesman, Cardinal James Omolaja Odunmbaku.

With the theme, “Take Dominion” the comes up on Friday, November 8 at Solution Ground located along Lekki-Epe Expressway, Lagos.

The 2024 crusade/prayer meeting which is 20th in the series will have the presence of anointed men of God from various denominations within and outside Lagos state.

It started far back in Lagos during the administration of Tinubu as governor of the state.

The president and General Overseer of the Soul Winner International Crusaders, Cardinal Odunmbaku, said the prayer meeting has become very crucial to seek God’s presence at a time like this.

He commended the Lagos state government for its support in the annual meeting that has lasted for nearly 20 years.

He expressed hope that the 2024 edition will bring about a total turnaround in every key areas of the nation by the divine power of God.

Industrial Court orders Trustees to pay Pastor’s Salary from 2008 year of arrest

Hon. Justice Anthony Ubaka of the Lagos Judicial Division of the National Industrial Court has declared that Pastor Femi remained an employee of the Registered Trustees of Mountain of Fire & Miracle Ministry throughout the period of his arrest till the date of judgment delivery.

The Court ordered the Registered Trustees of Mountain of Fire & Miracle Ministry to calculate and pay Pastor Femi his salaries from the day of arrest 25 January 2008 till the day judgment was delivered with the sum of N500,000 cost of action within 30 days.

The Court ruled that where there is an order acquitting and discharging Pastor Femi as innocent of alleged criminal charges levied against him by the Police, Pastor Femi is entitled to be paid the backlog of his salary together with all other entitlements that go with the repudiation of his employment.

From facts, the claimant- Pastor Femi had pleaded that he was promoted from usher to full-time pastor at the time he was arrested on 25th January 2008 and pleaded that he was incarcerated upon a complaint by the Church since 2008 and has not been given any letter repudiating his contract of employment with the Church.

 

Pastor Femi averred that the Registered Trustees of Mountain of Fire & Miracle Ministry refused to pay him his entitlement and were not willing to cooperate with his counsel to lighten his burden; that his incarceration and wrongful prosecution for 8 years have negatively affected his health and that he is presently handicapped in discharging his responsibility to his family.

In defence, the defendant- Registered Trustees of Mountain of Fire & Miracle Ministry maintained that Pastor Femi’s employment had been terminated vide a letter dated 27th May 2008; that Pastor Femi absconded from his duty post for a period exceeding 7 days in breach of his conditions of service, the same reason his salary was suspended and he is therefore not entitled to any benefits or entitlement whatsoever.

The Ministry argued that Pastor Femi who had a duty to show up for work and also receive official correspondence at work cannot benefit from his own wrong of failure to show up at his place of employment when he has not shown that he formally communicated/requested -leave to be absent as stipulated in the Conditions of Service.

The Ministry averred that Pastor Femi is an opportunist looking to blackmail and exploit the charitable nature of the Church and that the instant suit is gold-digging, frivolous and vexatious and the same ought to be dismissed with substantial cost.

In opposition, the claimant’s counsel, Prince Ademola Adewale Esq argued that it would be cruel for a party to claim oblivion to a fact well known to it and deny such fact in its entirety, that his client was arrested, detained and thereafter remanded all in the instance of the Church.

In a well-considered judgment, the Presiding Judge, Justice Anthony Ubaka held that the Labour Act stipulates notice of termination must be in writing and queried where in the world of work a person in prison awaiting trial for criminal charges obtain permission that he will be away from work as the Church is aware of Pastor Femi’s travail.

Justice Ubaka ruled that the assertion of the Registered Trustees of Mountain of Fire & Miracle Ministry that Pastor Femi absconded from duty is not tenable as absconding from work is a situation in which an employee fails to report to work for several days without informing managers and others in the organization.

“Here, we must not loose focus of the fact that he was arrested by the police on the charge of robbery and conspiracy to rob the defendant. The case of conspiracy and alleged robbery and attempt to rob the defendant and no other persons is the reason the prosecution presented before the Lagos state High Court. As the defendant was well aware of the reason for his long absence can they turn around to brand same as an abscondment? I find and hold that the claimant did not abscond from his place of work, he was arrested, did not jump bail, and was incarcerated for about 8years until acquitted and discharged by the High Court of Lagos state after which he wrote a letter to his employers for his outstanding salaries.” The Court ruled.
