Promotions In Paramilitary Agencies Now Merit-based – Tunji-Ojo

The Minister of Interior, Olubunmi Tunji-Ojo, on Thursday, stated that promotions for personnel of the Nigerian Immigration Service, Federal Fire Service, Nigeria Security and Civil Defence Corps, and Nigerian Correctional Service would now be based primarily on merit.

According to him, the era of promotions influenced by lobbying and nepotism is over in the paramilitary services.

The minister, reacting to recent grumblings and petitions by some personnel regarding promotion issues, revealed that over 64,000 personnel had been promoted between 2023 and now.

Speaking at a retreat organised by the Civil Defence, Fire, Immigration and Prison Services Board for senior officers of the paramilitary services, Tunji-Ojo warned personnel against lobbying him for promotions.

He assured them that any officer who diligently performs their duties and passes the promotion examinations would be promoted.

Tunji-Ojo said, “Over 64,000 people were promoted between last year and now. Promotions as of today are as and when due. I didn’t know anybody before they were promoted. And I don’t need to know you. Gone were the days when people would need to lobby to be promoted.

“Don’t lobby me. If you pass the examination and you perform well, then you will be prompted. That is it.
We can’t continue to run a service on the premise of who knows who. Nepotism? No way. It has to be professional.”

The minister lamented that some officers had been denied promotions in the past because they lacked connections at the top, vowing never to support such practices.

He also warned that those writing petitions and making false allegations would face disciplinary action if caught.

Tunji-Ojo said, “We must run our services professionally. There are a lot of people today who are ACGs. There are people today who are controllers in a normal scenario with their contribution, with their knowledge base, with their understanding of the job they should have been DCGs. That’s the truth. There are people like that, just because they do not have somebody to place a call to.

“They’ve been denied promotions for years, and you say that system should continue? May the day when I’ll be part of impunity, may that day never come. So, if you are writing petitions, I beg you, continue. But let me tell you, you make stupid allegations and we get you, we will discipline you.”

Recalling his experience in Lagos, where he asked some senior officers about their duties and they could not provide an answer, the minister stated that promotions would no longer be based solely on seniority.

He said, “Seniority qualifies you. Performance is what makes you cross the hurdle. I’ve spent five years. What value have you added? I was in the NIS office some time ago in Lagos. And I interviewed more than 20 officers, senior officers. I asked them What do you do here? Some of them do not know.

“And that kind of person will come to me and say, come and promote me. If you do not know what you are supposed to be doing, see, paramilitary is not a poverty alleviation job. The paramilitary agency is a career of pride. If you want to do poverty alleviation, go to NAPEP. And I mean it.

“No petition will stop us from doing what is right. Beneficiaries of an ill society will always protest when things are being said right. We will not, because of the ego, we will not, because of the aspiration of those people, sacrifice the lives of 200 million Nigerians.”

He also warned the correctional service against giving special treatment to wealthy individuals in custodial centres.

Tunji-Ojo said, “The correctional centre cannot be a bazaar. It cannot be a bazaar for the highest bidder. Your comfort level should not be dependent on your economic or financial status as an inmate. In the correctional centre, you are there to rehabilitate, reform, and transform people.

“You are not responsible for the decimation of Nigerians. Even an inmate has a right and this must be respected. “

Atiku Slams Tinubu, Says Loan Burden Crushing Nigeria’s Economy

Former Vice President Atiku Abubakar has again slammed President Bola Tinubu’s seemingly insatiable appetite for foreign loans.

Atiku said this against the backdrop of Thursday’s National Assembly approval of the President’s request to borrow N1.7 trillion from external sources.

The Turakin Adamawa said in a statement released in Abuja that “the recent report released by the World Bank, showing Nigeria as the third most indebted country to the International Development Association (IDA), is very concerning.

“This report is coming just when the government has already sent a proposal to the National Assembly signalling an intention to borrow an additional N1.7tn being shortfall in the 2024 budget through Euro Bonds.

What makes this particular loan proposal even more concerning is that it is benchmarked at the exchange rate of 1 USD to N800, whereas the current exchange rate from the Central Bank of Nigeria stands at over N1,600 to 1 USD.

Nigeria is sinking further in debt, and the National Assembly has become an accomplice once more.

“Tinubu had, in July this year, boasted that the FIRS and Customs under his watch have collected all-time high revenues to finance the budget.

Why then are they still borrowing? There is something that they are not telling Nigerians, even as they are being crushed by a combination of their failed trial-and-error policies and loan rackets.

“These Tinubu’s loans are bone-crushing to Nigerians and bringing insufferable pressure on the economy, especially when they are not properly negotiated and utilised.

“It is concerning that the voracious appetite for these humongous loans is powered by corruption and not for infrastructure and development needs.

“A report by Budgit, a budget watchdog, has disclosed that the 2024 budget is a mess because of the level of pork associated with it.

Oshiomhole Opposed Son’s Nomination As Commissioner, Says Edo Deputy Gov

The Edo State Deputy Governor, Dennis Idahosa, has revealed that the former Governor of the state, Adams Oshiomhole, opposed the nomination of his son, Cyril, as Commissioner for Health-designate.

PUNCH Online reports that Governor Monday Okpebholo appointed Dr Cyril Adams Oshiomhole as Commissioner for Health-designate last Tuesday, according to a statement by his Chief Press Secretary, Fred Itua.

Speaking during an interview on Channels Television on Wednesday, Idahosa described Cyril as a seasoned medical doctor who is fully qualified to serve in the cabinet.

He stated, Senator Adams Oshiomhole is a Senator of the Federal Republic of Nigeria, and his son, like any other individual, has his own destiny. Cyril is a seasoned medical doctor. He studied in Nigeria and went on to further his studies in the United States. He is fully qualified to be in the cabinet. The fact that he is Oshiomhole’s son does not disqualify him from holding a position he is competent to manage. He will serve as Commissioner for Health based on merit.”

Refuting allegations of nepotism and state capture, Idahosa noted that the former National Chairman of the All Progressives Congress opposed his son’s nomination.

This position has nothing to do with Adams Oshiomhole. In fact, Adams opposed it. He was against the nomination because of the vision the governor has for the people of Edo State. The governor made the decision to appoint Cyril based on competence, not because of his father,” Idahosa explained.

Addressing comparisons with former President Olusegun Obasanjo’s remarks about state capture, Idahosa added, “What is happening in Edo State is far from state capture. It is about ensuring competence and delivering results for the people.”

On his role as deputy governor, Idahosa said, “The governor and I discuss cabinet matters, but my main statutory function as deputy governor is overseeing the boundary commission, which I will chair.”

1. Andorra
Andorra is a beautiful country located between France and Spain. This beautiful country, although a good tourist location, does not have an airport. It is said that this is because Andorra is surrounded by the Pyrenees mountain range, with peaks nearly 3000 metres high. This means, having an airport will come with risks and complexities. To visit Andorra, travellers have to fly to nearby cities like Lérida, Barcelona, or Girona, all within a 200 km radius.

The Vatican City is one of the smallest countries in the world. It is said that it has a population of about 800 residents. Aside from its small size, the Vatican City is also popular for not having an airport. This country also does not have rivers or large bodies of water for alternative transportation. Residents and visitors rely on nearby airports like Fiumicino and Ciampino and trains when leaving the Vatican City.

3. Monaco
Monaco is another country that does not have an airport. Just like that Vatican city, Monaco is a very small nation. It is surrounded by France on three sides and visitors often arrive via helicopter or yacht. Others use the nearby Nice Côte d’Azur Airport in France, followed by a short drive.

4. San Marino
This country is located near Vatican City, and its small size makes having an airport a challenge. But San Marino makes up for this with its relatively flat terrain crisscrossed by an extensive road network, making it easy for residents to access various parts of Italy. Travellers rely on the airport in Rimini, Italy, and others use nearby airports in Bologna, Florence, Venice, and Pisa.

5. Liechtenstein
Liechtenstein is another small country that has a perimeter of just under 75 km. This country does not have an airport because there is simply no space for it. It is said that if Liechtenstein were to build an airport, it might encroach into the territory of neighbouring countries. Travellers rely on cars or buses to reach Zürich Airport, approximately 120 km away.

No room for extension of probation period- Industrial Court awards damages against firm

The Presiding Judge, Enugu Judicial Division of the National Industrial Court, Hon. Justice Oluwakayode Arowosegbe has declared that there is no room for extension of probation period in Nigeria and that Chiamaka was deemed confirmed from the moment she reached 6 months at the place of work, which was the period stated in her appointment letter for probation.

The Court stated that it was patently wrong for Artee Limited and 3 others to include in the employment contract with Chiamaka a clause giving them the vires to extend her probation period as stated in the appointment letter under any guise.

Justice Arowosegbe ordered Artee Limited to pay Chiamaka the sum of N50,000 (Fifty Thousand Naira) only as one month’s salary in lieu of notice; N500,000 (Five Hundred Thousand Naira] only as damages for unfair labour practices within 30 days.

From facts, the claimant- Chiamaka had alleged that while in the cause of her duties, she had an accident which led to her being unconscious and sustaining serious injuries which continue to cause excruciating pain as a result.

Chiamaka averred that the doctor insisted that she do the X-ray to decipher what was wrong with her internally so that she could no longer do heavy work or physical exercise and was compelled to resume work with injuries and without any form of health care.

She further averred that she was victimized and she was kept on probation for 18 months despite the maximum period in the company manual stipulated as 9 months. Subsequently, the claimant alleged that she was issued several queries and her employment was finally terminated illegally.

In defence, the defendants- Artee Limited and 3 others maintained that Chiamaka’s condition of employment stipulated a probationary period of 6 months but is extendable at the option of the firm. The firm added that Chiamaka was given 5 days off work after her treatment and upon resumption she never complained of any pain or health issues as a result of the accident.

The learned counsel submitted that Chiamaka never became unconscious anytime and her testimony about the accident and treatment is not credible, as the exhibits provided have contradictory dates and that Chiamaka’s employment was terminated in accordance with the contract of employment.

In opposition, the learned counsel to Chiamaka, O. O. Udo Esq argued that the real reason for the dismissal of his client was due to her demand for adequate treatment from the firm. The learned counsel submitted that the defendants deprived her client of compensation and must be held liable for their failure to comply with the Employees Compensation Act.

Delivering judgment after careful evaluation of the submissions of both parties, the Presiding Judge, Justice Oluwakayode Arowosegbe held that there are contradictory pieces of evidence about the exact injury suffered by Chiamaka and there is absolutely no iota of evidence to show that Chiamaka sustained any injury to her chest as a result of the accident.

The Court stated further that there is no iota of evidence on the nature of the machine that allegedly caused the accident to determine if it could cause any serious injury and there is evidence that Chiamaka had been a patient in the Hospital before the accident in issue.

Justice Arowosegbe reasoned that with doubt as to how the chest or leg injuries/pains occurred, an essential element of torts of negligence was not proved and no nexus was established on the alleged injury.

However, the Court faulted the action of Artee Limited and 3 others on non-confirmation of Chiamaka’s appointment, who had served for a total of 17 months, 11 of which months were above the contractual 6-month probation.

The Court held that the excuse of Artee Limited that Chiamaka did not meet the criteria for confirmation is not viable because, if Chiamaka had been confirmed, it still did not mean that she could not be removed, that the clause was inserted into the contract for the purposes of being abused.

“There is no room for extension of probation period in Nigeria. It is either you confirm or terminate at the agreed period. If an employer feels the employee did not quite measure up to the standard but could still not terminate the worker’s employment because the worker’s performance was all the same satisfactory enough to retain him/her, the worker, has by logic, met the requirement for confirmation and the employer’s refusal under such subjective conditions is definitely abusive.” The Court ruled.

Dangote Refinery Seeks Billions Of Dollars To Import Crude Oil

Africa’s richest person, Aliko Dangote, has started discussions with some foreign banks to secure billions of dollars for crude oil importation.

The Africa Finance Corporation (AFC), a pan-African development lender is one of the institutions involved in the talks to raise money, according to Financial Times, FT.

The report noted Dangote Refinery needs to purchase additional crude oil to hit 650,000 barrels per day full capacity.

Already, the Knightsbridge Strategic Group (KSG), a group of experts from US and UK, providing geopolitical intelligence, said it expected the refinery to hit full capacity in 2025, adding: “Assuming full capacity is eventually reached at the Dangote Refinery, KSG assesses that there will be long-term reductions in local fuel costs and increased market competition in Europe as Nigeria becomes a new fuel exporter.

“KSG assesses that Nigeria’s transition to reliance on domestic refined oil will likely allow European nations to de-risk their oil supply chains from Russia further, given the freed-up supply Nigerian refined oil demand will leave countries like Belgium, the Netherlands and Norway with an oversupply.

“Once the refinery reaches full capacity, long-term reductions in local fuel costs and increased competition in Europe’s fuel market is expected. The government’s failure to address refinery issues may trigger political unrest, including violent protests, as the removal of fuel subsidies exacerbates the crisis.”
